Andrew directs the firm's business development and investor relations efforts. He is a Co-Founder of UniteUs, a social determinants of health platform and he has been an investor and advisor for multiple early-stage dual-use companies providing both commercial and government technology solutions. Andrew is a graduate of the University of Oklahoma and holds a BA in Criminal Justice and Counterterrorism.

Debi Jantzen

Debi is a Principal at Decisive Point, leading investor relations and venture fund administration. Previously, Debi worked at NationSwell, a social impact media company that consulted with corporations, foundations, and nonprofits on their Corporate Social Responsibility and impact campaigns. Debi graduated from Princeton University in 2016 with a degree in Political Science. Debi is a founding junior advisory board member of Women in Funds, a community for women in the investment fund space.

Eric Horan

Eric leads Decisive Point's advisory practice, providing bespoke services to startups, government, and investors. Previously, Eric worked for 10-years as a Government Contracting Officer (KO) for the Navy's major weapons systems and supported the Office of the Secretary of Defense, creating policy and establishing streamlined acquisition authorities. Eric received his BBA from Emory University and his MBA from the University of Maryland.

Jacqueline Blackburn

Jacqueline leads the Defense & Security portfolio at Decisive Point. Jacqueline graduated from the United States Naval Academy and led forward-deployed teams in the Naval Explosive Ordnance Disposal Community. She was responsible for training and building small teams for no-fail missions in the Middle East and Africa. Prior to Decisive Point, she was an Investor at Scout Ventures and spent several years at J.P. Morgan working closely with founders and building out their early-stage Technology and Disruptive Commerce practice.

James Coates

Dr. Coates leads the Health & Human Services portfolio at Decisive Point. Previously, Dr. Coates was at Bain Capital Life Sciences and a fellow at Harvard Medical School. He's worked with small & medium-sized biotech companies on a wide range of clinical challenges, including trial design and execution. Dr. Coates graduated from McGill University in Chemical & Biomedical Engineering, received an MSc in Nuclear Medicine & Medical Oncology (with honors) from the University of Oxford, and then a PhD in Drug Discovery also from Oxford. Dr. Coates has published over two dozen peer-reviewed manuscripts and three book chapters that span machine learning, telemetry, and drug discovery.

Julia graduated from the University of Southern California where she was a Presidential Scholar and Marshall Associates Endowed Scholar and earned a BS in Business Administration and a BA in Intelligence & Cyber Operations.

Keeley MacAfee

Prior to joining Decisive Point, Keeley worked at Kraft Heinz where she was a financial analyst, serving in Revenue Management and Financial Planning & Analysis (FP&A) roles across multiple business units. She leverages her well-developed analytical skillset and deep financial acumen to deliver actionable insights to portfolio companies as they scale in the federal market. Keeley graduated from Harvard University in 2019 with a degree in Government.

Liza Craig

Liza Craig serves as a member of Decisive Point's Board of Advisors. She is an attorney at Reed Smith, LLP and a member of Reed Smith's Global Regulatory Enforcement Group, where she focuses on government contracting. Liza has significant experience advising on complex, high-dollar-value weapon systems competitive procurements, on highly technical IT procurements, and on procurements (both large and small) of supplies and services. Prior to joining Reed Smith, Liza worked as a senior associate counsel with the Department of the Navy Office of the General Counsel for over a decade. In this role, she provided legal counsel to numerous navy general and flag officers and senior executives, as well as their staff, primarily focusing on procurement law, fiscal law, and government ethics. Liza is also a professorial lecturer in law at the George Washington University Law School where she lectures on the formation of government contracts and mediation to J.D. and LL.M. candidates.

Lori-Ann Rissler

Lori-Ann is a Principal at Decisive Point working with portfolio companies to develop and execute effective government contracting strategies that transition successful prototypes into production at scale. Previously, Lori-Ann worked for 11-years as a Government Contracting Officer for the Air Force's major weapons systems where she spearheaded groundbreaking adoption of innovative acquisition efforts. Among them includes being on the original team at Kessel Run, one of the Air Force's most successful software factories to date, which brought commercial best-practices in agile software development into the Air Force. Lori-Ann received her BS in Economics from the University of Wisconsin-Madison and her MS in Accounting from Southern New Hampshire University. Lori-Ann is a member of the Board of Directors for the Boston Chapter of the National Contract Management Association (NCMA).

Noah Penders

Noah supports Decisive Point's advisory practice in Washington, D.C., providing government contracting strategies to emerging dual-use startups at the nexus of national security, defense, and innovation. Previously, he worked as a Program Manager on behalf of Federal Systems Integrators, assisting in vendor negotiations and capture plans. He leverages this experience to help develop federal acquisitions and contract capture strategies for Decisive Point's portfolio companies, helping critical technologies progress from research and development to procurement. Concurrently, he is pursuing a MA at American University in Transnational Security and International Trade. Noah holds a degree in communications from Boston College.

Ryan Benitez

Previously, Ryan led programming at Techstars where she advised early-stage defense and space technology companies. Ryan served in the U.S. Navy for nine years as a Surface Warfare Officer deployed aboard warships and later as a Public Affairs Officer in the Pentagon. Ryan earned an MBA from The Wharton School, an MA in Security Studies from the Naval Postgraduate School, and holds a BA in Communication from Villanova University.

Thomas Hendrix is the Managing Partner of Decisive Point Group. Prior to founding Decisive Point, he began his career in the private sector at Blackstone, the world's largest alternative asset management firm. Tommy is a former Green Beret with multiple combat deployments in support of the Global War on Terror and served in the U.S. Army for nearly 10 years as an Infantry and Special Forces Officer. He earned an MBA from Columbia Business School, an MSL in Government Procurement Law from George Washington University Law School, and a BS in American Legal Systems from the United States Military Academy at West Point.
