Bill Evans

With 38 years of experience in the Boston Police Department, Bill Evans achieved all of the department's civil service categories , rising through the ranks to become Commissioner. Under his leadership and the work of his tightly knit management team, Boston has become one of the safest cities in America. During the Commissioner's tenure, Boston achieved record-setting crime reductions while the officers and associates of the BPD significantly improved community relations and active involvement in the neighborhoods of Boston, defusing many potentially disruptive civil unrest situations. As Police Commissioner, Bill was responsible for the management of a 3,000-employee department and a budget of $280 million. Bill personally had major roles in crisis management, including the peaceful decampment of the 70-day occupation of Dewey Square by Occupy Boston, the capture of the Boston Marathon bombing suspect, and the oversight of the planning and security of all major events in Boston, including all parades and major sporting events. Leaving after 38 years of very successful service, Commissioner Evans has now moved to direct security and policing at Boston College while he also provides management assistance and oversight to Evans Brothers Consulting. Bill is a graduate of Suffolk University, Cum Laude, with a Master's in Public Administration in Criminal Justice from Anna Marie College. Bill has achieved numerous awards and certifications from the FBI National Academy, the John F. Kennedy School of Government, the Harvard School of Public Health, the U.S. Department of Homeland Security and from the New England School of Law where he received an Honorary Doctor of Humanities Degree and a Honorary Doctor of Law Degree from Mount Ida College. Bill is committed to the critical requirement to deliver continuing education and consistent training for his team. He has been an instructor and adjunct professor at Boston University and Western New England College, and is currently teaching criminology at Boston College.

James Evans - CEO

James spent 38 years working for the Boston Fire Department, holding all Civil Service Ranks up to Deputy Fire Chief. James spent 22 years as a chief officer with the majority of that time focused on safety and compliance. James has an extensive background and education in emergency management, and was personally involved in the safety and training at many of Boston's major construction projects, inlcuding the Outflow Tunnel Project, the 3rd Harbor Tunnel Project, and the massive Central Artery Project known as "The Big Dig." James spent 38 years working for the Boston Fire Department, holding all Civil Service Ranks up to Deputy Fire Chief. James spent 22 years as a chief officer with the majority of that time focused on safety and compliance. James has an extensive background and education in emergency management, and was personally involved in the safety and training at many of Boston's major construction projects, including the Outflow Tunnel Project, the 3rd Harbor Tunnel Project ,and the massive Central Artery Project known as "The Big Dig." James, a hazmat technician and Field Safety Chief, responded to all hazardous material incidents in the City of Boston, as well as multiple fire alarms, subways, high rise incidents, and special response incidents. As a Field Deputy Chief, he was responsible for the safety of half of the City of Boston, its fire personnel, fire houses, and all of their resources. He has specifically instructed in safety, tunnel rescue, trench rescue, confined space rescue, and incident command. As Deputy Chief of Training, James increased the overall training programs and the number of instructors. He directed a yearly training schedule, started a driver education program, increased the overall safety of the various training programs, and developed new live fire training for chief officers as well as simulated incident programs. James developed the first Health and Wellness Program at the BFD. He started an exercise and nutrition program and helped create the Department Gym. He was the Chair of the Joint Safety Committee and worked directly with Local Union 718. James was responsible for the Human Resources Division, which included the Emergency Assistance Program, the Medical Office, the hiring of all recruits, the management of rules, compliance and discipline, and all personnel assignments and transfers, including paid details. In this role, James developed an extensive background in managing complexities in the workplace related to drug policies, testing, enforcement and addiction management. James received the Boston Fire Department's Unit Citation and the Department's Distinguished Service Award. James has a BS degree from the University of Massachusetts. He holds management certification from Harvard University's John F. Kennedy School of Government and from the City of Boston. James is a United States Army veteran.

Paul Evans - CEO

Paul is a senior executive and attorney with over 30 years of risk, security and management experience in the United States and the United Kingdom. Paul served as the Commissioner of the Boston Police Department leading the crime reduction strategy and its execution, which became known nationally as "The Boston Miracle." Paul held every Civil Service Rank and every Command-level position including Chief of Patrol and Chief of Detectives, rising to the position of Police Commissioner from 1992 to 2003.

Tom has spent his career working in and managing the design and execution of the details of the overhead and underground electric distribution systems of Eversource Energy. That responsibility has included the detailed preparation of field notes, drawings, specifications, and estimates, as well as providing direction, training, supervision and guidance of the various design staff. Tom's design engineering background and understanding of the best-in-the-industry engineering practices provides Evans Brothers Consulting with detailed analytical competence to interact with a wide variety of individuals, including engineers and experienced system designers, in the design of security platforms for the firm's clients. Tom brings to the firm a common-sense ability, based on his deep experience of working directly with a wide variety of constituencies in the City of Boston, to make connections, mediate complexities and to get the job done no matter what.
