Alfonso Garcia

Alfonso joined SME's Marietta, Georgia, office in 2022 as a civil and environmental engineer with experience in supporting a range of site development projects, from early-stage planning through construction. He has expertise in performing due diligence investigations; creating grading plans for water, sanitary sewer, and stormwater networks; and creating erosion and sedimentation control plans to mitigate the effects of land disturbing activities during construction. Alfonso is a graduate of the University of Michigan with dual bachelor's degrees in civil engineering and environmental engineering. In college, he was vice president of the campus chapter of the American Society of Civil Engineers. Outside of work, Alfonso is an outdoor enthusiast, an avid traveler, and a huge fan of soccer!

Anthony's professional background includes conducting groundwater and air sampling activities; subcontractor oversight of monitoring well installations; chemical injections and vacuum remediation events; and the operation and maintenance of systems for sparge/soil vapor extraction, groundwater pump and treatment, and active product recovery. He is a graduate of Rensselaer Polytechnic Institute with a Bachelor of Science in Chemical Engineering. Anthony and his wife recently relocated to Maine where they look forward to camping and hiking. Anthony also enjoys weightlifting, Italian cooking, and hockey.

Brandon is a graduate of the University of Maine at Orono with a B.S. in Civil and Environmental Engineering. Brian has more than 25 years of experience in project management, design and construction oversight of civil and environmental engineering projects. He is responsible for both the technical and supervisory aspects of projects, including client regulatory agency relations, detailed design, permitting, construction, and operations for civil and environmental projects. Brian also serves as the company's Chief Engineer in charge of internal project review prior to distribution to clients and regulators. He has a bachelor's degree in Civil and Environmental Engineering from the University of Maine and is a Professional Engineer in Maine, Massachusetts, Arizona, Ohio, and Maryland. Brian is an active member of ASCE and an active board member in the Northern New England Chapter of the Solid Waste Association of North America (SWANA). Brian enjoys spending time with his family and being on the water fishing. Brian has been active in his community as a coach and athletic booster.

Bruce leads SME's Water Resources team, tapping his 40-plus years of experience in all aspects of water resources exploration, development, permitting, sustainable yield assessment, well redevelopment, aquifer storage and recovery, and management. His extensive career portfolio includes major projects for public, industrial, and agricultural clients across the U.S., including the country's largest water utility. Bruce's substantial hydrogeological expertise, experience, and innovative thought led to the patented invention of the Packer-Purge Systemâ„¢ (U.S. Patent No. 11,021,937), a highly cost-effective technology for relief well development and restoration. Chris joined SME's Phoenix, Arizona office in 2019 to support our firm's expansion in the southwestern U.S. As a Senior Industrial Hygienist, Chris consults with clients to provide professional services that focus on protecting and enhancing the health and safety of people in workplaces, schools, hospitals, and other public places. Chris has over 20 years of experience in environmental, industrial hygiene, and construction consulting, including oversight of inspection and abatement activities for asbestos, lead, and mold at large commercial, military, and industrial sites throughout the country. Chris has performed and overseen numerous complex environmental projects and has served as an expert witness on several asbestos legal cases and regulatory hearings. He is a Cal-OSHA Certified Asbestos Consultant (CAC) in California and is approved by the U.S. EPA and Cal-OSHA for course instruction and certification of asbestos professionals. He also serves on the Board of Directors and is the Immediate Past President of the Environmental Information Association (EIA). Chris has a Bachelor of Science in Environmental Science from Northern Arizona University. In his free time, Chris enjoys spending time with his family, being outdoors, hiking, mountain biking, camping and playing guitar. He is also a licensed private pilot.

Daniel P. Diffin - VP

Dan is vice president of SME and leads the firm's Civil Engineering team. He has more than 19 years of experience on a wide variety of civil engineering design and construction management projects for private and public sector clients. He has experience in engineering, design, and construction services for land development projects, commercial and medical site developments, educational campuses, stormwater management and erosion control projects, and local, state, and federal permitting. Dan received a bachelor's degree in Civil Engineering from the University of Maine, Orono, and is LEED AP BD+C certified in sustainable building design and construction. He is also certified by the Maine Department of Transportation as a Local Project Administrator. Dan is president of the Maine Chapter of the American Council of Engineering Companies and is an active member in a number of other professional organizations, such as the American Society of Civil Engineers and the Association of Watershed & Stormwater Professionals. He lives in New Gloucester with his wife Meghan and two children and enjoys exploring the outdoors with friends and family.

Erik M. Clapp

Erik leads SME's Remediation group. He is an expert geologist with 28 years of experience in geologic investigations, specializing in hydrogeology, geochemistry, sediment transport, and geotechnical issues. He has supervised and conducted regional and international research projects for the U.S. Department of Defense, the U.S. Geological Survey, and some of the region's largest manufacturing companies. Erik is a member of the E2Tech board of directors with a passion for clean energy topics. He received bachelor's, master's, and doctorate degrees in Geology from the University of Vermont. Erik is an avid off-piste skier, mountain biker, brewer, and lover of live music. Erik currently spends much of his free time in a support role to his teenage children.

She is an experienced, organized, and methodical project manager with extensive knowledge of U.S. Food and Drug Administration (FDA) and global regulatory requirements relevant to the food and pharmaceutical industries. Jiayuan's work at SME focuses on understanding each client's specific challenges and developing high-quality, practical solutions that combine advanced science with common sense. Her professional background encompasses in-depth expertise and experience in analytical laboratory testing and methodology for product safety, regulatory compliance, and Good Manufacturing Practices as relate throughout food and beverage, dietary supplement, and cosmetics supply chains. Jiayuan holds a master's degree in Pharmacognosy (Natural Products Chemistry) from the University of Rhode Island and a bachelor's degree in Chinese Pharmacology from Beijing University of Chinese Medicine. Joel has specialized training in addressing asbestos, mold, bacteria, and other areas of concern. Joel is a retired U.S. Air Force veteran with 20 years of service. He has a B.S. in Occupational Safety and Health from Columbia Southern University. Joel is an outdoor sports enthusiast whose hobbies include surfing, skateboarding, snowboarding, as well as motorcycle and UTV riding with family and friends.

John Boilard

John joined SME's subsidiary, Environmental Safety & Health Associates (ESHA), in 2020, bringing over 35 years of experience in the Industrial Hygiene and Health and Safety field. He performs Indoor Air Quality and Industrial Hygiene investigations for residential, commercial, and industrial sites, as well as hospitals and governmental facilities. John has extensive expertise in OSHA regulatory requirements, asbestos surveys, hazard recognition, hazardous material labeling, emergency response procedures, and contamination control techniques. He also has education and experience related to mechanical engineering and drafting; architectural design and drafting; general building construction; metallurgy; health and safety; and industrial hygiene assessment and sampling. While employed previously by the Department of Defense, John was a registered emergency responder with the Federal Emergency Management Agency (FEMA) and Maine Emergency Management Agency (MEMA).
