Carmen Strickland

Job Titles:

Carmen joined Horizon Energy Infrastructure in June 2018 where as well as working with our customers to help deliver their SMETS2 programmes she is also an SMDA (Smart Metering Device Assurance) Board Director. She has over 20 years' experience in the GB utilities industry including 4 years at the DCC (Data Communications Company), giving Carmen a comprehensive understanding of the SMETS2 solution. Her experience has provided a depth of knowledge of the current and future regulatory and technical landscape. Carmen has an MBA from Warwick University and a degree in Pure and Applied Mathematics from Queens University of Belfast. Away from work Carmen enjoys baking, yoga, reading, walking and the occasional cocktail.

Daniel Reilly

Job Titles:
  • Business Development Director
Daniel is responsible for managing existing customers and building new relationships. In addition, leads the development of our adjacent technology strategy. Daniel has held a number of sales and marketing leadership roles within the UK energy sector and is well placed to support our customers in maximising the opportunity presented by the smart meter programme and in leveraging adjacent technologies to support their acquisition and retention objectives. Away from his desk Daniel spends his spare time with his young family and enjoys open water swimming.

Nick Horler - Chairman

Nick joined Horizon Energy as Non-Executive Chairman in October 2020, following a longstanding executive career across the energy and related infrastructure industries in the UK. Alongside this role, Nick is also Non-Executive Chairman of ESP Utilities, one of the UK's largest independent gas transporters (IGT) and independent distribution network operators (IDNO). Nick was CEO of Scottish Power until 2010, following which he has held a number of non-executive roles with the Royal Mail, Go-Ahead Group, Thames Water, UK Power Reserve and more recently Meter Provida until 2018. Outside work, Nick is a keen fisherman as well as golfer.

Phil Shaw - COO

Phil joined Horizon Energy Infrastructure in 2021 in the role of Chief Operating Officer. His experience, gained over a period of 20 years in energy retail, consists of leading large teams in all aspects of service delivery to both domestic and business customers. Phil has extensive experience in leading contact centres, back-office operations, sales and debt collection activities and been responsible for customer engagement around the roll out of smart metres. Phil's career includes executive roles at British Gas, Ovo Energy and most recently E.ON where he was Operations Director for the UK residential business and led the setup of operations for E.ON Next, enabling large scale customer migration and transforming the customer experience. Outside of work Phil can be found walking his dog, cycling, or running Dad's taxi service.

Richard Rose - CFO

Richard joined Horizon Energy Infrastructure as Chief Financial Officer in 2018 and has overseen the financial growth of the business as we roll out smart and advanced meters to a broad range of customers in the UK. Richard also sits on the boards of a number of other Arcus owned investment and operating companies in the smart metering and adjacent technology space. Prior to this Richard has worked in utilities and asset infrastructure for the last two decades. Whilst at Thames Water plc and American Water Corp. he worked in project finance and treasury-oriented roles funding a broad range of water, wastewater and desalination assets across global markets. Following this Richard was at RWE /npower working in power generation, renewables, home services and retail energy supply - before moving to the Extra Group working across energy and non-energy assets in Germany, Cyprus, UK and Israel. Outside of work Richard enjoys field sports, travelling with his family and has more recently made a late entry into the world of triathlons. Having completed several half -ironman events he is currently working towards going the full distance in 2025!

Tom Mullens - Chief Commercial Officer

Tom has worked in the asset funding sector for nearly 10 years. He uses his broad level of experience and wide network in the world of metering and energy to the benefit of our customers and partners. His role focuses on working with energy suppliers, installers and manufacturers to develop contractual and commercial agreements that support the seamless delivery of asset roll-out programmes. Tom plays a fundamental part in the development of new models to support the growth of new funding models. Away from work Tom is kept busy by his young family however when there is time, he enjoys being outside cycling, sailing or skiing.

Tom Taylor

Job Titles:
  • Operations Manager
Tom joined Horizon Energy Infrastructure in Feb 2015 as the Operations Manager following 2 years designing and installing heat pumps and prior to this a career in the Army. He runs a small but dedicated team of data and invoicing specialist in Salisbury devoted to maintaining excellent customers relationships which is the core of the business activity. Tom has a young family which takes up most of his free time but occasionally he is let out to indulge his passion for Harlequins Rugby with a bit of skiing when time and money permits.

Tom Thorp - CEO

Tom is a chartered accountant and graduate of Edinburgh University. Following 8 years with KPMG within Transaction Services in London and Munich advising on a wide range of industries and performing financial and vendor due diligence, Tom joined Foresight Group leading investments across environmental energy infrastructure such as waste to energy and within Foresight's private equity team between 2008 and 2016. In December 2016, Tom joined Horizon Energy Infrastructure as CEO to lead and develop the team into the domestic smart metering roll-out in the UK as well as explore the transition to financing adjacent technologies that require the deployment of smart meters to optimise their usage such as electric vehicle charging infrastructure. Away from work, Tom is a keen runner and 2019 cup holder for the annual Horizon Energy Infrastructure Triathlon.
