David "Dave" Pedersen

David "Dave" Pedersen is the General Manager of Las Virgenes Municipal Water District in the City of Calabasas. He brings more than 27 years of public service experience focusing on water management, flood control and other public infrastructure. He began his career with Los Angeles County Public Works, subsequently moving to the Irvine Ranch Water District where he was director of water operations and later executive director of operations. He stays active in the water community, serving as the President Elect of WateReuse California and on the boards of the Association of California Water Agencies, Southern California Water Coalition and Urban Water Institute. Dave has represented special districts on the CalMutuals JPRIMA Board of Directors since 2019.

Marina West is the general manager of Bighorn-Desert View Water Agency. Marina's public sector career spans more than three decades, with many of those years spent working in water system operations and management. She is a professional geologist and certified in water distribution (D5) and water treatment (T2). Marina serves as the chair of the Mojave Water Agency Technical Advisory Committee and vice-chair of their Small Water Systems Committee. That committee assists small water systems with access to technical, professional, economic, and community resources. Marina's leadership in the greater Mojave region affirmed the value of expanding alliances with water systems serving disadvantaged communities around the state. Marina also serves as vice chair of the California Water Systems Alliance, an initiative to provide a voice in Sacramento for water systems serving disadvantaged communities that are reliably and affordably providing water to low income and income limited residents such as seniors. Marina earned a bachelor's of science in geological sciences from California Polytechnic University, Pomona and a master's of science in public administration from California State University, San Bernardino. During her free time, Marina participates in South Coast Geological Society activities, is active in her church, and spends time with her grandson, daughter and son-in-law in Missouri, and her son who lives in Orange County.

Palmer McCoy has served as Executive Assistant at Henry Miller Reclamation District #2131 since 2010. Using the more than 20 years of experience as a dynamic leader, he has helped lead the District through a wide range of professional and management level analytical duties including: short and long term goals, policy statements and directives; interpreting and administering policies of the Board; and other related duties as required. He also serves on the Association of California Water Agency Region 6 Board, Local Governance Committee and Employee Benefits Committee. Prior to joining the District, McCoy served in various executive and management positions at Hertz Rental Car Inc., Jiffy Lube International Inc. and the United State Air Force. He currently lives in Los Banos, CA with his wife of 28 years and five children. In his spare time, he serves as an Elder at his Church and as a Planning Commissioner for the City. He also enjoys riding motorcycles and shooting sports with his children.

Paul served as President of SN Potter Insurance Agency Inc and President of Glatfelter Insurance Group's Specialty Program Division. He most recently was President of Alteris, Inc, a full service MGA owed by Argo Group US.

Susan Allen - Managing Director

Susan most recently served as Assistant Vice Chancellor for Student Affairs at the University of California, Riverside. Her experience in public affairs includes handling managing tensions and resolving disputes between opposing groups related to a range of issues including product boycotts, fee increases, policy changes, race, gender and sociopolitical conflicts. She holds a doctorate in Education Administration from Syracuse University, a masters in Counseling from Southern Connecticut State University and a bachelor's degree in Psychology from University of Hartford.
