Jairo has been with EBA since 1990 and is a member of the firm's Board of Directors. He oversees EBA's Accounting Department as well as EBA's business and financial planning. Additionally, Jairo is responsible for price/contract negotiation and cost proposal preparation. His expertise includes business administration and international finance. He is a registered Certified Public Accountant with the State of Maryland.

Joseph Danquah


Joseph DeLuca

Joe has 22 years of experience in GIS, environmental and asset management consulting, and technology implementation. He has led numerous projects for local governmental clients across the Mid-Atlantic, providing data analysis data creation, analysis, migration, and normalization; custom GIS, web and mobile application, and database development and implementation; and other software and technology support services. Joe has been instrumental in helping to build EBA's geospatial services business. A certified GIS professional, Joe chairs the Education Committee of the Maryland State Geographic Information Committee. He is Principal-in-Charge of EBA's Environmental Services, Building Information Modeling, and Geospatial Technologies departments. He also serves on EBA's Board of Directors.

Megan Disney

Megan has over 20 years of professional and technical writing and editing experience, primarily focused on the AEC industries. She specializes in proposal development, marketing communications, training and mentorship, and strategic planning and implementation. Megan is the Vice President of EBA's Marketing & Communications and Human Resources Departments and a member of the firm's Board of Directors. She earned dual bachelor's degrees in marketing and management from Texas Tech University. She currently serves as chair of the public relations committee for the American Council of Engineering Companies/Maryland (ACEC/MD).

MT Chaudhry

MT is a professional engineer with more than 40 years of experience leading engineering teams for the successful delivery of bridge, tunnel, and roadway projects. He is a certified team leader and program manager for both National Bridge Inspection Standards (NBIS) bridge inspections and National Tunnel Inspection Program (NTIP) tunnel inspections. He has managed and delivered high-profile transportation design and inspection projects throughout the U.S., including the I-10/SR 601 Interchange project in Harrison County, Mississippi, a four-level interchange with 21 bridges; the Fifth Runway bridge structure over I-285 at Hartsfield Jackson Atlanta International Airport; and the systemwide inspection of bridges and tunnels for the Metropolitan Atlanta Rapid Transit Authority (MARTA). He previously served as the Division Bridge Engineer for the Federal Highway Administration Maryland Division, where he assessed the State of Maryland's compliance with NBIS for the state's approximately 5,250 bridges. As Vice President of the firm's Structural Engineering department, MT oversees the department's projects and operations, along with managing client relations and business development. He holds bachelor's and master's degrees in civil engineering from The Ohio State University.

Rizwan A. Siddiqi - CEO, President

As President and Chief Executive Officer of EBA, Rizwan is responsible for the firm's overall administration and management and serves as EBA's client liaison. Throughout his more than 40-year career in engineering, Rizwan has supervised a variety of complex and challenging projects, applying expertise, creative problem solving, and foresight to achieve millions of dollars in savings for clients. He is recognized and well respected by both clients and colleagues for his leadership, quality designs, community advocacy, and exceptional customer service. Before becoming President & Chief Executive Officer of EBA, Rizwan was instrumental in establishing and overseeing the firm's Water Systems Engineering department. He is Principal-in-Charge of EBA's Water Systems Engineering, Civil Engineering, and Facility Support Services departments. Rizwan is a registered professional engineer in the state of Maryland and District of Columbia and a graduate of Virginia Tech, where he earned a master's degree in civil and environmental engineering. Proactively engaged in multiple professional organizations, Rizwan was recently appointed to serve on the American Council of Engineering Companies (ACEC) National Transportation Steering Committee. In this role, he will promote responsible legislation and regulations related to transportation infrastructure. He will also advise ACEC leadership as a new appointee to the organization's Planning Cabinet. These appointments add to his lengthy list of leadership roles in professional organizations and his ongoing dedication to the engineering industry.

Stacey is Vice President of EBA's Geospatial Technologies and Asset Management department. Her 25 years of industry and leadership experience encompass all aspects of project management including client engagement, requirements determination, custom software troubleshooting and upgrades, status reporting, and other efforts to help meet clients' technology needs. Stacey holds a bachelor's degree in geography and is a certified GIS professional. She previously served as two-term President of the County GIS Professionals, a technology program of the County Commissioners Association of Pennsylvania.
