The SATC company was founded in 2015 by a private Filipino entrepreneur, engaged in supply and trading operations in construction. He constructed an emulsion plant Rigid Sales Corporation a sister company of Slurry Asphalt Trading Corporation which pioneered in the manufacturing of Cationic Emulsified Asphalt in 1977. The corporation engaged the services of SLURRY SEAL INTERNATIONAL, INC. of the USA as consultant and supplier of the newly established emulsion plant. Five years later it ventured into the Hot Mix Asphalt. It temporarily discontinued the Hot Mix Asphalt technology for environment and cost reasons. All other countries in Asia, Europe, and the USA are predominantly using emulsified asphalt technology and only the Philippines is still using the Hot Mix Asphalt Technology.
