Annabel Browne

Annabel joined RPA in December 2023 as Delivery Support and has a DipHE in Electrical and Electronic Engineering from the University of Portsmouth. Prior to joining RPA, Annabel managed a team in the customer service industry, gaining valuable administrative skills and honing her attention to detail. She now provides support linked to the delivery of projects and proposals, and contributes to the maintenance of internal quality standards. Outside of work, Annabel enjoys skiing, cooking, and spending time with her cat, Brian.

Barbara Janta

Barbara Janta is a Principal Consultant at RPA leading and managing research and evaluation studies for UK, European, and international public and private clients. She has over 16 years of experience in conducting policy analysis and drafting policy papers linking evidence through to policy, shaping policy debates, and contributing to and advocating for policy and practice change. Her thematic expertise covers employment, education and skills policy, work-life balance and family policy, children's rights, and social inclusion and social protection. Barbara holds PhD in Employment Research from the University of Warwick, and an MPhil in Sociology from the University of Cambridge. She is proficient in English, and a native speaker of Polish.

Daisy Copping

Daisy joined RPA in September 2022 and has a Bachelors (Hons) degree in Economics from UEA. She works across the Chemicals and Environment and Society teams as an economist. Since joining RPA, Daisy has contributed to projects in both teams such as OELs 6 for DG EMPL, CTAP evaluation for North Norfolk District Council and socioeconomic analysis for PFAS restrictions. Her work has included quantitative and qualitative data collection and analysis, research and policy analysis and reports for both economic and non-economic audiences. Daisy has a particular interest in urban green space research and health economics and enjoys applying economic concepts to real world problems.

Daniel Vencovsky

Daniel Vencovsky is the Managing Director of RPA Prague. Daniel has over 15 years of experience with impact assessments/evaluations/cost-benefit analyses and other studies for the public and private sectors and over 10 years of experience in project management. Daniel has been the project manager for a large number of studies that involved multiple partners and large study teams, and often research across all EU Member States. These include four major impact assessments of EU Occupational Safety and Health (OSH) legislation for the European Commission (Directorate-General Employment, Social Affairs and Inclusion). In total, Daniel has been a key contributor to around 30 impact assessments and evaluations for the European Commission where a wide variety of methodologies for the assessment of economic, social and environmental impacts of various policy measures were applied. Daniel's particular areas of expertise include regulatory and health economics.

David Carlander

David Fleet - CTO

David Fleet is a Technical Director at RPA. He has a Master's degree in Economics and is a policy development/programme management specialist with extensive experience of working on European Commission financed projects. He has broad programme design and management experience across a number of sectors, including project and programme design and development of action plans for international development organisations and the UK Foreign & Commonwealth Office. David's work at RPA has included managing environmental, economic and social impact assessments and evaluations of EU and UK government policies and programmes. Experience of particular relevance includes work with the UK government to prepare impact assessments of proposed implementing measures under the EU Energy Using Products Directive to inform the UK position at regulatory committee meetings. His work for a Defra funded research project on the effect of Business Resource Efficiency measures on employment and competition for the UK government involved working with industry representatives, companies and programmes promoting energy efficiency to identify the drivers for companies to introduce energy efficiency measures.

David Lever - CTO

David joined RPA in 2020 and brings over 20 years' experience from the metals, mining, and industrial minerals sector. He has held a number of technical and commercial positions and has extensive experience in market analysis, project leadership, market development, and business process improvement. David has led or worked in global multi-disciplinary and multi-organisation teams on projects in Europe, the US and Asia in diverse technology sectors including steel, ceramics, filtration, nuclear, pharma, and cement. David specialises in developing technical and commercial feasibility arguments and developing compelling economic value propositions. He has published in refereed scientific journals and presented at conferences globally. At RPA David is advising private clients in multiple industry sectors on the potential impacts of, and possible responses to, Chemicals Regulations. Projects include Regulatory Management Options analyses, Applications for Authorisation, and REACH Restriction.

Edward Wright

Edward joined RPA in November 2022 after graduating from the University of East Anglia with a bachelor's degree in electrical and electronic engineering, with a particular focus on renewable energy technologies. Since joining RPA as a researcher, Edward has worked in the chemicals team to deliver projects relating to market analysis and EU REACH regulation. Edward is a keen football fan and also enjoys reading and time outdoors.

Eliza Kritikos

Eliza joined RPA in 2020 and leads the Society policy work. She has a Master's degree in Sociology and advanced Master in European Integration and Development and has over 20 years' experience in leading a wide range of consultancy assignments for the European Commission, international organisations and national authorities. She provides her expertise to programme, policy and thematic network implementation, evaluations and impact assessments of policy legislation, initiatives and measures as well as feasibility and large cross-country comparative studies. Her consultancy work covers a wide range of policy areas, including social inclusion, migration, employment, education and training, crime, security, justice and consumer affairs whilst more recently she has expanded her thematic knowledge to environmental policy. Throughout her career, Eliza has developed in-depth methodological knowledge on consultation techniques (for various types of stakeholders) and tools for collection and analysis of large quantitative and qualitative data sets including forecasting exercises, trend studies, causal and correlation analysis. She has led many workshops, seminars and peer reviews, facilitating the exchange of policy practices across Member State public sector organisations. Alongside her technical role, Eliza runs the day-to-day operations and wider company strategy together with her fellow Directors Matthew, Teresa and David. Eliza grew up in Brussels and has lived in London since 2005. She is trilingual (Dutch, English and French) and has good notions of Greek.

Elizabeth Daly - CTO

Elizabeth Daly, a Technical Director at RPA, has a BSc in Environmental Sciences and an MA in Environment, Policy and Society. Her experience covers evaluations, the assessment of impacts and the analysis of options and scenarios. She is regularly involved in stakeholder engagement and has developed online surveys, organised and facilitated workshops (in person and online) and carried out interviews. She has worked on a range of topics in the environmental field such as water quality, abstraction licensing, biodiversity, coastal adaptation and flood risk management. She has undertaken numerous benefit assessments to identify the water quality related impacts of mine water treatment schemes for former coal and metal mines across England, Wales and Scotland. Other studies include work on natural capital metrics and water management mechanisms, contributing to a guidance document for environmental proofing for the InvestEU Programme and investigating international approaches to Japanese knotweed in the context of property sales. She has undertaken evaluations of several funding programmes, with examples including an early impact evaluation of the European Maritime and Fisheries Fund (EMFF) and an evaluation of the initial three years of the Seafood Innovation Fund. Her evaluation experience also includes a strategic programme evaluation of the property flood resilience (PFR) pathfinders. Elizabeth has a PRINCE2 Foundation Certificate in Project Management and has managed projects for a range of clients.

Fatima Hashmi

Fatima Hashmi is a Senior Consultant at RPA and holds a masters degree in Environment Management from Duke University, USA. Prior to joining RPA, Fatima worked with an engineering consulting firm to carry out Environmental Impact Assessments (EIAs) of water related infrastructure projects in Asia and North Africa. Her experience at RPA includes a wide range of evaluations, impact assessments and economic analysis. She has undertaken numerous evaluations of fisheries funds in the UK by developing evaluation and benefits frameworks to assess the delivery and impacts of the funds. She is also engaged in assessing the delivery and impact of flood risk management and coastal adaptation programmes across the UK. Fatima's technical skills set includes stakeholder consultations, evidence-based reviews, spatial modelling, and data analysis. She is Prince2 certified in Project Management and has managed projects successfully for clients.

Fay Dunkerley

Fay joined RPA in 2023 as a Principal Consultant in the Environment and Society team. She has a PhD in economics and has worked in both academic and consultancy environments over the course of her career. While the focus of much of her work has been on the transport sector, her consultancy experience covers a range of policy areas including the environment, education and health. As well as using quantitative approaches to understand socio-economic policy implications, she has developed qualitative methodological expertise, including evidence reviews and stakeholder engagement, and, more recently, futures and foresight techniques. Fay continues to apply these skills at RPA in studies for the European Commission and national bodies. Fay grew up in the UK but has also lived and worked in Denmark, Belgium and Germany.

Helen Angel

Helen joined RPA in January 2023 as part time office support. She has a strong background in Administration and spent over 10 years working in the Insurance Industry.

Jacinta Cairns

Jacinta joined RPA in November 2023 as a consultant in the chemicals team. She holds a PG Cert in Bioscience from the University of Leeds and BSc (Hons) in Biomedical Science from Leeds Beckett University. Prior to working at RPA, she worked for over a year at the UK Health and Health and Safety Executive (HSE) as a Regulatory Scientist in a role where she had several responsibilities, these included Authorisation case team secretariat, a role reviewing Analysis of Alternatives and the feasibility of Substitution Plans for applications for authorisation in order to contribute to Agencies opinions, reviewing process-oriented research and development (PPORD)dossiers, REACH registration dossier compliance checks and answer queries on a UK REACH/GB CLP helpdesk. Prior to joining the HSE, she also had over two years' experience of working in a laboratory environment. This was testing a variety of different environment first as a technician, scientist, analyst and eventually working in a quality assurance role. Outside of work, Jacinta enjoys going to historical sites, walking her dog and playing video games.

Joshua Bishop

Julianne Oakley

Julianne joined the RPA chemicals team in February 2022. She holds a Bachelor's degree in Chemistry and Forensic Chemistry from the University of Rhode Island. Prior to working at RPA, she worked for three and a half years as an analytical chemist assaying karat gold and silver based precious metal alloys. Following that she went on to work for two years in a metal finishing laboratory gaining extensive knowledge on chrome conversion coating, chrome free conversion coating and anodising. Since joining RPA, she has focused on per- and polyfluoroalkyl substances (PFASs) assisting with socio-economic assessments and alternatives analysis for private clients. She is also familiar with the REACH authorisation process, assisting in the submission of a number of authorisation applications and review reports. In addition, she leads on horizon scanning activities for a handful of clients. This includes regulatory monitoring for specific substances or use sectors to determine the risk of upcoming obligations.

Kelly Ashley

Liam Wakefield

Liam is a Senior Consultant who initially joined RPA in August 2017. He has a BA (Hons) in International Relations and Modern History, and before joining RPA, worked for the British Red Cross and in Brussels supporting elected representatives to the European Parliament. Liam primarily works within environmental and social policy, and is currently working on a variety of environmental studies for Defra, the Scottish Government, and the European Union, covering policy fields like fisheries, renewable energy, decarbonisation and flooding. When not at work, Liam can be found painting, reading or (emphasis on the trying) trying to get into running!

Lucy Bannister Curran

Lucy joined RPA in January 2023 as an Environment and Society Researcher. She graduated from the University of Warwick in 2022 with a BA (Hons) in Politics, International Studies and Hispanic Studies. Since joining RPA, Lucy has primarily contributed to desk-based research for various European projects, such as the DG Just Children's Participation Platform, DG EMPL Pension Care Credits and DG EMPL European Works Councils. Her work has included the undertaking of literature reviews, report writing, policy writing and qualitative data analysis. Outside of work, Lucy enjoys skiing and walking her dogs along the beach.

Madeleine Starr

Madeleine joined RPA in October 2021 and is a consultant in the Environment and Society Team. She graduated from the University of Edinburgh with a Bachelor's degree in mathematics and statistics and has commercial experience in market research. Since joining RPA, Madeleine has contributed to a variety of projects for public clients, both in the UK and further abroad. These have been on topics such as fisheries, environmental economics and investment in renewable energy. As part of these and further work, she has designed databases, created economic models, conducted stakeholder coordination and engagement, and has contributed to many process, impact, and value for money evaluations. Outside of work, Madeleine can be found crocheting or attempting to make the world's best vegan lasagne.

He has over 15 years of experience working in the field of economics, risk, regulation and policy development for a range of private and public clients, in particular international, European and national policy-makers.

Mark Keech

Mark is a consultant who joined RPA in August 2022. He has a bachelor's degree in economics from UEA and previously worked as a Finance Assistant. Since joining RPA, Mark has worked on a number of environmental projects, including work for Defra, the Scottish Government and the Coal Authority, with topics covering fisheries, decarbonisation and flooding. His work has included monetising costs and benefits for impact evaluations, calculating benefit-cost ratios and conducting social impact assessments.

Matija Curic

Matija Curic is a Senior Consultant in the Environment & Society team at RPA. He holds a Master's degree in Environmental Policy and Law and Graduate Diploma in Law from UK universities as well as LL.B. from Zagreb Faculty of Law in Croatia. His work in RPA is dominantly focused on policy evaluation studies for the European Commission and the UK government as a contributor and project manager. Matija's previous experience has included work with international and regional biodiversity-oriented NGOs, implementation of national, European and international environmental policy and law at a Croatian government position in the context of harmonisation of its environmental protection system with the EU environmental acquis. Originally from Zagreb, Croatia, Matija has lived in London since 2015.

Matthew Lambert - Managing Director

Matthew Lambert is the Managing Director of Risk & Policy Analysts (RPA). He joined RPA in 2017; and has over 20 years' consultancy and industry experience of senior positions across diverse sectors. Matthew oversees the day-to-day operations of the company and is responsible for delivery of our strategic objectives and financial plans. Matthew chairs RPA's board and takes the lead on our B Corp and Employee Ownership initiatives.

Max La Védrine

Max La Védrine is a Principal Consultant at RPA with a degree in Environmental Earth Science and over 14 years of professional experience. Prior to joining RPA, he worked for several years in a regulatory capacity at the Centre for Environment, Fisheries and Aquaculture Science (Cefas) where he primarily performed chemical hazard and risk assessments of North Sea Oil & Gas industry activity. He also assisted chemical suppliers in their documentation, CLP, REACH and BPR compliance. Since joining RPA, in 2016, he has provided research and analytical input on a range of projects for private clients, including consortiums, industrial associations, chemical companies and manufacturers. Max has also worked on several projects for the UK Government's Department for Environment Farming and Rural Affairs (Defra) as well as the European Commission and its agencies, including studies for DG Environment, DG Employment, the European Chemicals Agency (ECHA), Executive Agency for Small and Medium-sized Enterprises (EASME) and European Food Safety Authority (EFSA). Max has worked on several REACH Applications for Authorisation where he has attended meetings with clients and with the regulatory authority, conducted site visits, performed literature reviews, and developed client's analysis of alternatives, substitution plans, socio-economic analysis and chemical safety reports. Max has also worked on REACH restriction projects and supported clients by creating substance databases, mapping their regulatory status and conducting supply chain mapping. Max has also conducted extensive literature reviews, organised and helped to run workshops, conducted stakeholder engagement. Max has worked on several studies looking at the impact of chemical legislation including socio-economic impacts, this includes the DG Environment regulatory fitness of the legislative framework governing the risk management of chemicals (excluding REACH), in particular the CLP Regulation and related legislation, including CLP, BPR, PPPR, CMD, CAD, toys, cosmetics and ELV. For the European Environment Agency Max reviewed the regulatory status of several substance classes across over 40 pieces of EU Regulations and Directives. Max is also a PRINCE2 qualified project management professional with several years of project management experience.

Nasir Hussain

Nasir Hussain is a senior consultant at RPA and joined in 2022. Prior to joining RPA, Nasir worked as a senior economist working at The Office for National Statistics (ONS) and the Environment Agency (EA). He worked within the Trade division contributing to projects focusing on trade in services and goods as well as making methodological improvements to economic statistics within this policy area. Nasir has experience working with large datasets and developing methodologies to analyse data whilst he has also published various articles. He holds a BSc in International Economics and Finance and a PGD in International Economics, Banking and Finance. Since joining RPA, Nasir has worked on a number of projects involving the design of socio-economic assessments in chemical regulation and environmental policies. Nasir has worked on environmental and social impacts related to developing the future offshore wind energy projects in line with HM Treasury Green Book methodology. Nasir has worked on the evaluation of savers' pension rights during career breaks linked to care in occupational pension schemes in the EEA. Nasir has led on socio-economic analysis on the impact of chemical regulation including hexavalent chromium use in the EEA/UK in aerospace and defense industry. These include developing and applying methodologies to quantify the economic, health and environmental impact.
