Community Empowerment for Rural Development (CEFORD) is a not-for-profit Non-Governmental Organization registered as a Limited Liability (by Guarantee) under the Registrar of Companies since June 2000; and in November 2000 with Uganda Non-Governmental Organization (NGO) Board according to the NGOs Statute of 1989... CEFORD believes in equal rights to basic needs of life regardless of sex, religion, age or any other distinction... Founded in July 2000, CEFORD traces its origin from the successful merger of the Netherlands Government-supported Community Action Programme - CAP - (established 1993) and the Women Empowerment Programme - WEP (established 1997). Both CAP and WEP were phased out in June 2000. According to the community and local government assessment, these two programmes were rated successful because of the transformation they brought to the region, which had greatly suffered from insecurity and lack of economic progress.
