John Dykstra

John has decades of experience in the contract surety bond business. During his career, he has managed numerous surety's branch offices, underwritten for a national surety, and been an agent for a national broker. He has expertise with small and mid-sized contractors. When John is not working, he enjoys spending time with his wife and his five adult children. John also enjoys hiking in state parks and cycling.

Kim Marzullo - CFO, VP

Kim has over 35 years of experience in accounting and finance. She has an accounting degree from Towson University as well as her CPA certificate. Over her career, Kim has successfully advanced in the Health Care, Software, Retail and Insurance industries. She has been with Lexington National for over 20 years. As Chief Financial Officer, Kim is responsible for all aspects of accounting and financial reporting. She prepares the company's financial statements and budget reports. Along with the day-to-day finances, she manages taxes and compliance in all states that Lexington National is licensed to do business in. Kim also works with the Departments of Insurance on any regulatory issues, as well as financial tax audits. Kim is an avid sports fan. In her spare time, she can be found rooting for her Baltimore Ravens, Baltimore Orioles or Maryland Terrapins. She enjoys spending as much time as possible with her husband and four children.

Lisa Slater - COO, VP

Lisa started as Lexington National's first employee in 1990. She has been instrumental in raising the company from its infancy and has worked at every level in the organization. Lisa has served as the Chief Operating Officer for over two decades, overseeing all aspects of servicing Lexington National's agents and regulatory audits. She also manages the company's IT systems and ensures that information flows smoothly and efficiently to our customers. Away from the office, Lisa enjoys spending time with her husband and their three daughters. As one of nine children, she believes family quality time is extremely important and prides herself in balancing a fulltime career and family life. Over the past 15 years, Lisa has enjoyed watching each of her daughters participate in competitive cheerleading. When not working or running to cheer practices, you will find Lisa outdoors hiking, swimming or biking with her family. Having two daughters away at college, Lisa's favorite pastime is family dinners with all of her children home and traveling on family vacations.

Mark T. Holtschneider - President

After starting his career as a CPA specializing in taxes and accounting for small businesses, Mark graduated law school summa cum laude. After graduation, he was a law clerk on the Maryland Supreme Court and worked as a trial lawyer. Mark then moved to in-house counsel for USF&G, St. Paul, and Travelers before joining Lexington National in 2004. Mark focuses on solving agent problems and making deals happen. Outside the office, Mark enjoys spending time with his wife and three sons. He is an avid tennis and platform tennis player. He enjoys hiking, traveling and cheering on the Ravens.

Phyllis Frank - Chairman

When you hear the phrase "grew up in the business," Phyllis Frank immediately comes to mind. Harkening back more than 80 years, Phyllis's father, Herman Kimmelman, started his very first retail bail bond agency. Phyllis and her husband Fred W. Frank then started their very own bond agency in the 1960's. Having achieved great success as an Agency, and as a Managed General Agency (MGA), and while trying to create value to accommodate the needs of the expanding surety marketplace, in 1989 Phyllis and her beloved husband Fred Frank took the bold step of forming Lexington National Insurance Corporation (LNIC). For more than three decades, under Phyllis's leadership, direction and vision, Lexington National has grown into a nationwide leader in the Surety & Insurance arenas. Throughout her life, Phyllis has seen the insurance world from all angles - Agency, MGA, Surety & Insurance Company perspectives. As a result, Phyllis knows first-hand, up close and personal, just how important agent relations are. In fact, her philosophy is to always serve the agent, no matter what. That has not only been her mission, but her driving mantra for more than six decades! When Phyllis is not working, she enjoys spending time with her two children - both of whom are involved with Lexington National - as well as her three grandchildren. Phyllis also enjoys spending time with her many friends in both Maryland and in Florida.

Randy K. Parton - SVP

Having started in the business in 1974 while attending college, Randy brings more than 45 years of experience to Lexington National. Randy has succeeded in every facet of the bail bond business, from starting his career as a fugitive recovery agent, to owning his own bail bond agency, to owning and operating a successful general agency, to working at the insurance company level for more than twenty five years. He has done it all in this profession, and thrives on sharing his experience, insight, and knowledge with Lexington agents. In recognition of his accomplishments, Randy was inducted into the Professional Bondsmen of the United States Hall of Fame in 2006. Randy not only loves bail, he lives bail 24/7/365. In his spare time, Randy enjoys gardening, spending time with his family (especially his three grandchildren), college football in the fall (GO GATORS!), and following the BoSox in the summer.

Robin Frank - VP

Robin has over 35 years of experience in the bail bond industry. Having grown up in the business, Robin is familiar with how retail bail bonding works all the way up to the surety operations. Robin specializes in helping bail agencies grow their market share and integrating various processes to increase efficiency. Robin holds a BA in Criminal Justice from George Washington University. Robin is happily married to her husband Tony, who is also a bondsman. Robin and Tony enjoy rescuing and fostering senior dogs. Robin also enjoys going on runs and using her Peloton bike.

Ronald ("Ronnie") Frank serves as Co-Founder & CEO of Lexington National Insurance Corporation. Lexington National is a national surety and insurance company with the ability to operate in all 50 states. Ronnie and his seasoned executive team have expanded into a myriad of surety bond arenas, including the Contractual Liability Insurance Policy, known as the CLIP and Fronting arrangements. In his leadership role, Ronnie guides Lexington National, which has achieved A.M. Best's A- Excellent rating. Ronnie also operates Revolutionary Holdings, Inc., a Delaware corporation, and Concord Specialty Insurance Corp, headquartered in South Dakota. The saying goes, "he has it in his blood." Ronnie comes from three generations, spanning more than 60 years of accomplished surety agents. In 1989, the Frank Family decided to start their own surety company and Lexington National was born. Ronnie's true passion and moniker is his amazing dedication and commitment to what he calls "his family." These are the people of Lexington National, including its nationwide network of agents. Ronnie is proudest of his unyielding loyalty to fight and support his agents, strategic partners, and team members. Ronnie is also known for his emails at all hours of the night and for never missing his 5 AM walks, despite any weather conditions.

Scott Williams - VP

Scott's tenure at the Baltimore City Sheriff's Office provided him the opportunity to become an expert on the criminal justice system and dealing with criminal defendants. In 2000, Scott joined Fred Frank Bail Bonds. For over a decade, Scott dedicated himself to understanding every aspect of the retail bail bond business. In 2011, Scott joined Lexington National. Scott is extremely knowledgeable in regards to bail procedures and regulations around the country and is able to assist agents in resolving complex problems. In addition to his law enforcement and bail expertise, Scott also holds a bachelor's degree in Business from the University of Baltimore and a master's in Strategic Public Relations from The George Washington University. Scott has 3 children. Scott and his wife Jonna currently reside in Idaho with their youngest child. The family enjoys outdoor activities such as horseback riding, hunting, scuba diving and skiing. Scott and his family love to travel together and explore other countries and immerse themselves in local culture. In the evenings, Scott can often be found with a good book and fine cigar.

Susan Jordan

Susan has 30 years of experience in the surety industry. She has worked for the top large surety companies, the mid-size, and smaller companies. For the past 20 years, she has focused primarily on commercial surety, driving profitable results by developing long-term strategic partnerships. Susan enjoys training and educating others on surety bonds. She is a published author on commercial surety topics. When not working, Susan enjoys spending time with her family, including her four children and two dogs, relaxing on a beach, and exercising.
