Ann McKeown

Job Titles:

Ann joined Turnbull, Hoover & Kahl in December of 2011. She received an Associate Degree in Computer Science at Allegany Community College in 1988 which included attending Business and Accounting classes. She started working in the hospitality industry and went on to become a secretary. Ann had 22 years experience working for an electrical contractor as an office manager prior to coming to Turnbull, Hoover & Kahl. During her time away from work she attended the Maryland Fire and Rescue Institute to become an EMT and Garrett College for training as a Paramedic.

April Kenney

April, a Cumberland, Maryland and nearby West Virginia native, graduated cum laude from Frostburg State University in May 2003 with a Bachelor's degree in Accounting and a minor in Business Administration. April, currently a Senior Accountant, joined the firm in July 2003 and became a licensed Certified Public Accountant (CPA) in July 2007. April is also a member of the Maryland Institute of Certified Public Accountants (MACPA). April has experience with corporate, non-profit, and individual taxation; tax planning; financial statement preparation; compilations; reviews; and business valuations. She also has experience in non-profit audits, for-profit audits, ERISA audits, governmental audits (including audits of federal awards), as well as construction audits. April also currently serves on an audit committee for a local non-profit organization.

Bernard Kahl

Bernie is a native of Cumberland, Maryland and is currently Vice President of Turnbull, Hoover & Kahl. Mr. Kahl is a 1992 cum laude graduate of Frostburg State University with a Bachelor of Science degree in Accounting. He previously worked in the banking industry for several years before starting his career at Turnbull, Hoover & Kahl. In 1999, he was promoted to Principal and now oversees daily operations at our Garrett County, Maryland office.

Chester Dabrowski IV

Chester graduated magna cum laude in December 2019 from Frostburg State University (FSU) with a Bachelor of Science degree in Accounting. He began at Turnbull, Hoover, & Kahl as an intern in May 2019 and started full-time as a staff accountant in January 2020. Chester assists with government and non-profit audits, the preparation of financial statements, and individual, corporate, and non-profit tax returns. He stays involved with his alma mater by participating in community service, fundraising, and volunteer events organized by the FSU Student Veteran's Organization.

Chris Doman

Chris graduated from Frostburg State University in 2008 with a Bachelor of Science degree in Accounting. He then obtained his Masters degree in Business Administration from Frostburg State University in 2010. Chris began his career at a Fortune 500 company where he served as a Financial Analyst for various government projects. He changed his career path when he joined a public accounting firm in Staunton, Virginia. In 2014 Chris joined Turnbull, Hoover & Kahl as a staff accountant where he assists in the preparation of personal and corporate income tax returns and financial statements, as well as performing key functions in QuickBooks as a Certified Pro Advisor. He has considerable knowledge of QuickBooks' various programs from setup to troubleshooting and problem solving.

David Turnbull

David graduated summa cum laude from Frostburg State University in May, 1985 with a Bachelor of Science degree in Accounting and a minor in Business Administration. That same year he obtained his license as a CPA. David served in the audit and tax departments of an international accounting and consulting firm in Washington, D.C. before returning to Turnbull, Hoover & Kahl where he currently serves as President of the company. David has been actively involved in over 25 community organizations including leadership roles in Allegany County Chamber of Commerce, The Greater Cumberland Committee, Fidelity Bank (now PNC Bank), church council, Greater Allegany County Business Foundation, City of Cumberland Economic Development Commission, Frostburg State University Board of Visitors and MACPA Western MD Chapter.

Diane Bonner

Diane joined Turnbull, Hoover & Kahl in 1994, having previously interned with the firm from 1992-1993. Upon graduating summa cum laude from Frostburg State University in 1993, Diane worked briefly for a regional accounting firm located in Frederick, MD, before returning to her hometown of Cumberland, MD. Diane earned her CPA designation in 1994 and has been a manager with the firm since 2001. She now has over 20 years experience in public accounting, specifically in corporate and individual taxation, financial statement preparation, tax planning, business valuations and governmental and nonprofit auditing.

Erin Mathews

Erin, a native of Cumberland, Maryland, graduated magna cum laude from Mount Saint Mary's University in May 2011 with Bachelor of Science degrees in Business and Accounting. She continued her education at Frostburg State University where she earned a Masters degree in Business Administration. She accepted a full-time accountant position with Turnbull, Hoover & Kahl in August 2012 and became a licensed Certified Public Accountant in June 2014. Erin is a senior accountant who supervises the preparation of individual, corporate and non-profit income tax returns, governmental and non-profit audits, and quarterly financial statements.

Evan Dunn

Evan recently joined the Turnbull, Hoover & Kahl team. He is a graduate of West Virginia University with a Bachelor of Science degree in Business Administration and a concentration in Accounting. Upon his graduation, Evan started his career locally as an accountant before accepting his current position at Turnbull, Hoover & Kahl where he assists with employee benefit plans, government and non-profit audits and the preparation of corporate and individual income tax returns, as well as financial statements.

Janice McClintock


Jessica Twigg

Jessica graduated cum laude from Frostburg State University in May 2005 with a Bachelor of Science degree in Accounting. She started her employment with the firm in December 2005 and currently works as a Senior Accountant. Her work experience consists of supervising the preparation of individual, corporate, non-profit, and employee benefit plan tax returns, supervising the audits of non-profits, governments, and employee benefit plans, and supervising the preparation of financial statements. She also has experience with processing payroll and currently manages the firm's payroll department.

Joshua Lippold

A native of Cumberland, Maryland, Joshua graduated cum laude from Frostburg State University in May 2018 with a Bachelor of Science Degree in Accounting. During his senior year of college Joshua worked as an intern in the Finance Department at Western Maryland Health System. He accepted a position as a staff accountant with Turnbull, Hoover & Kahl in August 2018. Joshua currently assists with government and nonprofit audits, individual, corporate, and non-profit tax preparation, financial statement preparation, and payroll processing.

Lucas Lowry

Lucas, a Frostburg native graduated Summa Cum Laude from Frostburg State University in May 2019 with a Bachelor of Science degree in Accounting and a minor in Business Administration. He is currently pursuing his Master's degree in Accounting and Information Systems from the University of Maryland College. Lucas is currently assisting with government and nonprofit audits. He is also responsible for preparing individual, corporate and non-profit tax returns, as well as financial statement preparation.

Megan McKnight

Megan, a native of Garrett County, Maryland has always enjoyed what her county could give her: education, adventure, wildlife, and most importantly a friendly community. She attended Frostburg State University, and concentrated her studies in accounting and business administration. Megan graduated with honors in December of 2006. She began her internship with Turnbull, Hoover & Kahl in January, 2005, and in June 2007 began her full-time staff accountant position with the firm where she assists in the preparation of financial statements and corporate and individual income tax returns. Megan is married with two children and resides on the family farm.

Rebecca Rolf

Rebecca accepted the position of Secretary at Turnbull, Hoover & Kahl's Oakland, Maryland office in January 2005. A native of Garrett County, she received her Associate degree in Office Technology from Garrett Community College in 1993. In addition to her secretarial duties she also utilizes her bookkeeping skills in processing payrolls, preparing payroll returns and assists with financial statement preparation.

Richard Hoover

Richard is a native of Cumberland, Maryland and Vice President of Turnbull, Hoover & Kahl. Mr. Hoover is a 1993 cum laude graduate of Frostburg State University with a Bachelor of Science degree in Accounting. Upon obtaining his degree Mr. Hoover joined Keller Bruner & Company, a regional CPA firm in Bethesda, Maryland where he received considerable audit and accounting experience. Richard accepted a position with our firm in 1996 and returned to western Maryland. In 1999, he was promoted to Principal. With nearly 30 years of experience in public accounting, Richard works extensively with the firm's assurance, tax, and accounting clients, assisting them in achieving their financial benchmarks. In addition, Richard is in charge of the firm's quality control. Mr. Hoover is a past board member of the Allegany County Chamber of Commerce and has been the organization's Treasurer since 2006. Richard is also a member of the LaVale United Methodist Church and their finance committee.

Richard Vogt

Richard, a native from Meyersdale, Pennsylvania, graduated from the University of Pittsburgh at Johnstown in April 2012 with a Bachelor of Arts degree in Business with a concentration in Accounting. He continued his education at Frostburg State University by earning a Master of Business Administration in May 2015. He started his employment with Turnbull, Hoover & Kahl in May 2012. His work experience consists of the preparation of personal and corporate income tax returns, auditing governmental and nonprofit organizations, preparing monthly and quarterly financial statements, and processing payroll.

Vicki Stanton

Vicki has been employed at Turnbull, Hoover, & Kahl, in the Oakland, Maryland office as a staff accountant since October, 2005. She prepares corporate, individual, and nonprofit tax returns, performs audits of local governments and nonprofits, and assists in preparing payroll for clients. Vicki is a spring of 2005 graduate of Frostburg State University with a Bachelor's degree in Accounting. She also is a Fall 2015 graduate of Frostburg State University with her Master's in Business Administration. When she is not at work she works alongside her husband and in laws on their family dairy, beef, and maple syrup farm and enjoys raising her 2 children. She is originally from the Orange County, New York area and has been a resident of Garrett County, Maryland since 2001.

Windy Yates

Windy is a Frostburg native who graduated summa cum laude in 2000 from Frostburg State University with a Bachelor's degree in Accounting. She then earned her Master's in Business Administration at Frostburg State University. Windy, currently a senior accountant, joined the firm in 2001. She became a licensed Certified Public Accountant in January 2004, and she is a member of the Maryland Association of CPA's. Windy now has over 15 years experience in public accounting, specifically in individual, corporate, and nonprofit tax returns, tax planning, governmental, nonprofit, and employee benefit plan audits, and financial statement preparation and compilation.
