Prof. Shafi Ahmad, the Vice-president of Soghra Wakf Estate was made the Convenor of the College to organise the institution on the premises of Soghra High School. Shri S. Owais Alam, Headmaster, Soghra School was made Prof.-in-charge of the College. The Constitution drafting Committee was given the task to draft a Constitution in the light of article 29 & 30 of the Constitution of India under which religious and linguistic minorities have been given the right to establish manage Control and administer their institutions.
