Andy Bacon - COO

Job Titles:

Andy Bacon, joined as Operations Director in 2021, and leads SCAPE's framework management team to drive the ongoing evolution of the procurement of our suite of frameworks. Andy brings a wealth of experience to SCAPE, having previously spent 15 years leading successful procurement teams at Sir Robert McAlpine and Laing O'Rourke. Andy's team currently support and manage more than 30 delivery partners across our suite of construction, civil engineering, and consultancy frameworks.

Angela Gray

Job Titles:

Angela worked for a major services contractor for 30 years prior to joining SCAPE Scotland. She is experienced in business development, client relationship management and bid management. Angela is familiar with the Scottish market, having led a business development team securing social housing maintenance and FM contracts. During this time, Angela built up knowledge around public sector procurement and has a good understanding of Scottish Local Authorities' key objectives and challenges. Her role within SCAPE Scotland is to promote the use of SCAPE Scotland frameworks and ensure clients understand the benefits and process of the frameworks. Angela supports clients through pre-engagement to completion often being the first point of contact for clients. Your relationship manager, Angela Gray, will offer you practical procurement advice that will help you to accelerate your project with confidence, providing guidance and offering options that will embed real value, sustainability and local economic impact.

Chris Clarke

Job Titles:
  • Performance and Improvement Director
Chris joined SCAPE in 2015, with over 14 years' experience working in Local Government, delivering complex organisational change and leading service improvement and efficiency initiatives in the built environment sector. As Director of Performance and Improvement, he provides strategic input into the improvement of SCAPE's service offering and the development of new products, and ensures SCAPE records, plays back and maximises best practice performance measures for its clients to clearly evidence project success. He is also responsible for our group Risk Management strategy, infrastructure and systems. Chris holds an MSc in Public Leadership and Management and is the proud father of two children.

Daniel Maher

Job Titles:

Daniel joined SCAPE as Managing Director of Arc Partnership in November 2016, following a successful career in partnership working across both public and private sectors spanning more than 30 years. During his 20 years with Sheffield City Council, Daniel held a number of posts before managing the HR service for the council's Direct Services Organisations. He was also part of the successful team that secured European funding that established Sheffield First for Investment, Sheffield One (the then Urban Regeneration Company), leading to investment in local jobs and skills. Daniel spent the last 14 years of his career at Kier Group's Housing Maintenance business where he was responsible for Business Development and Bidding, leading on the bidding and establishment of a number of innovative and successful Joint Venture Partnerships, as well as managing a number of support functions including customer service, corporate social responsibility, performance, marketing, PR and communications. Latterly he held the post of Partnership Director, Operations with responsibility for the East Region of Kier's Housing Maintenance business. Outside of work Daniel enjoys family life, wine and following Sheffield United.

Gary Meechan

Gary has worked within the construction industry for 15 years across a range of roles in site management within education, retail and house building, to most recently consultant project management working exclusively within the public sector. Prior to joining SCAPE as a Framework Manager for SCAPE Scotland, Gary led a consultancy team delivering over £300 million in NHS projects. Having two young kids, Gary spends a lot of his time away from work visiting parks, trips to the beach in all weather and making the most of time spent with his family.

Lillian McDowall

Lillian joined SCAPE Scotland as Senior Business Manager in 2021, as we continue to support the nation's economic recovery and help the public sector meet their net zero target. Reflecting our ongoing commitment to Scotland, Lillian plays a pivotal role in supporting councils, local authorities and other public sector organisations as they look to boost the nation's economic recovery. This includes providing greater access to SCAPE Scotland's innovative suite of construction, civil engineering and consultancy frameworks to generate community benefits and drive economic growth. Lillian leads the client management, new client development, partner relationship management and supports the PR and marketing activity for SCAPE Scotland. Before joining the team, Lillian led the Scottish Cities Alliance's investment promotion workstream, working with council leaders and chief executives to help secure significant inward investment for cities including Dundee, Edinburgh, Glasgow and Aberdeen. Lillian previously worked in journalism, for a range of national titles across the UK as well as working as a foreign correspondent in Germany.

Mark Robinson - CEO

Mark Robinson has enjoyed 28 rewarding years in the public sector, starting his career as a YTS apprentice spending 16 years in Local Government. He progressed into roles including construction operations, strategic planning and corporate procurement, before moving into the Housing Sector where he set up an ALMO and became a Chief Executive at the age of 32. After a few years, Mark wished to return to mainstream public service. Following a short spell in strategic transformation at a Local Authority, he was appointed CEO of SCAPE in 2009. Over this time, Mark' leadership has taken SCAPE from being a small design and procurement company, to a nationally recognised and market leading efficiency organisation for the public sector. Rachel Park

Job Titles:
  • Framework Manager
Rachel is responsible for the management of the SCAPE Scotland Frameworks, working collaboratively with delivery partner's and clients to ensure the best outcomes for their projects whilst also ensuring that framework governance and process is followed. Rachel has over 8 years experience working in the construction industry. Prior to joining SCAPE Scotland, Rachel worked as a Consultant Project Manager delivering construction projects of varying sizes and complexity for public sector clients.
