Kevin Gudmundsson, Legal Metrology Advisor, commenced his career path in 2003 at a University in Scotland where his studies introduced him to the law and principles of weights and measures. He progressed his career as a Weights and Measures Inspector before emigrating to New Zealand in 2009 and joining Trading Standards.
His role takes many forms from providing support and advice to industry on trade measurement and package goods, oversight and enforcement of the legislation and representing NZ in various international forums.

Stephen O'Brien is the current President of the Asia-Pacific Legal Metrology Forum (APLMF). He began this role in October 2015 when New Zealand took over responsibility for the APLMF Secretariat.
He is the Manager of Trading Standards within the New Zealand Ministry of Business, Innovation and Employment. Trading Standards is the national regulatory responsible for:
Legal Metrology; maintenance of the national trade measurement infrastructure, including administration and enforcement of legislation, accreditation of 3rd party verifiers, type approval and ISO 17025 accredited metrology laboratories for verification of physical standards
Safety of Consumer Products
Monitoring of national Fuel Quality
Registration of Auctioneers and Motor Vehicle Traders
Over the 25 years of his public sector career Stephen has gained a deep knowledge and practical experience of technical regulation, compliance and enforcement activities. He is an experienced regulator who understands the role that standards and conformance infrastructure plays in supporting consumer protection, business innovation and wider achievement of economic and social goals (both at a national and international level).
Since 2008 Stephen has represented New Zealand on the International Organisation of Legal Metrology (OIML), International Committee of Legal Metrology and at a number of international legal metrology fora including APLMF and OIML working groups in relation to Mutual Acceptance Arrangements, Conformity to Type and Pre-packaged Goods. He has also served on the Executive Committee of APLMF since 2013.
Stephen has a Bachelor of Commerce from the New Zealand University of Canterbury majoring in Management with a minor focus on Physics and a Diploma of Policing from the Royal New Zealand Police College. During his career he has also received and completed a Technical and Specialist Skills Study Award in the area of Legal Metrology.

Phil Sorrell trained and first worked in Trading Standards, regulatory compliance, in the UK in 1999. He has extensive experience as a regulator across a variety of legislative areas including legal metrology. He left UK Trading Standards in 2011 to work as an assessment manager for the United Kingdom Accreditation Service (UKAS) before emigrating to New Zealand to again join Trading Standards in 2013.
His role now involves leading a team of weights and measures inspectors and oversight of the statutory accreditation scheme for accredited weights and measures persons throughout New Zealand.
