As the Director of Preconstruction, Darryl Matsui leads Southland Energy's preconstruction team during the development of energy efficiency and infrastructure projects across the public and private sectors.
With over 30 years of experience in the industry, Darryl Matsui brings an extensive energy project development background to his role and leverages his experience with ESPC and UESC projects as well as comprehensive energy programs to support Southland Energy's success.
Mr. Matsui graduated with a Bachelor of Science in Mechanical Engineering from the University of the Pacific. Throughout his career he has been awarded multiple accolades including: Member of Navy Region Southwest Energy Program Group awards for the U.S. Presidential Award for Leadership in Federal Energy Management, Secretary of the Navy Energy Excellence Award, Energy User News Award for Best Retrofit Project, and additional recognitions from the U.S. Secretary of Energy, the San Diego Regional Energy Office, and the San Diego Business Journal.

As Controller, Steve Perkins is responsible for all financial aspects including periodically producing financial reports, maintaining accounting records, and maintaining Southland Energy's budget to mitigate risk.
With more than 20 years of experience, Mr. Perkins focuses on enhancing Southland's financial results and ensuring that the reported results comply with general accounting principles and standards. His extensive knowledge of finance and lean tools helps to ensure that Southland continuously meets their financial goals each fiscal year.
Mr. Perkins received his bachelor's degree in mechanical engineering from The United States Military Academy, his master's in systems engineering from the Air Force Institute of Technology, and his MBA from Duke University.
