Alex Burns

Alex is the Chair of the Board of Flexion Energy, a joint venture between GLIL and ion Ventures. He is a Chartered Engineer and a Fellow of the Institute of Mechanical Engineers and has forty years' experience in advanced engineering in the UK. . He founded Williams Advanced Engineering, developing Formula 1 battery technology.

Andrew Chivers

Andrew is retained by GLIL to represent their interests as a Non-Executive Director of Rock Rail East Anglia and South West, as well as Agility Trains East. Andrew is a Fellow of the Institute of Mechanical Engineers (IME) with over thirty years' experience of managing railway businesses. His executive management roles have included positions at National Express, London Lines and Wessex Trains.

Chris is Chief Executive Officer of Local Pensions Partnership Investments and LPP Group, leading and overseeing c.£24bn of pensions investments, and the administration of pensions for over 655,000 members. Chris originally trained as an investment risk manager and is a Chartered Alternative Investment Analyst. During a period of over two decades, he has managed a variety of investment portfolios and businesses as both a direct investor and as an allocator of capital - forging partnerships with like-minded investors and asset managers. Chris is a trustee at a primary phase multi-academy trust and holds non-executive director positions within the renewables and project finance sectors. Chris is also a member of the GLIL Investment Committee

Dr Patricia Rodrigues Jenner

Dr Patricia Rodrigues is an investor and senior advisor in real assets and sustainability working with various infrastructure funds and UHNWIs. She joined GLIL in 2021 as an independent member of its investment committee, which is responsible for approving GLIL's investments and potential sales. Patricia has over 17 years of investment management experience having been responsible for infrastructure and energy transactions on behalf of institutional investors. She has recently held director and non-executive director positions at PSP Infrastructure, the European Senior Infrastructure Debt Fund, and Aquila European Renewables Income Fund, where she used her investment and ESG insight to provide guidance ensuring that all investment activity delivered appropriate risk-adjusted returns for shareholders. Earlier in her career, Patricia was involved in creating the UK Green Investments unit within the Department for Business, Energy and Industrial Strategy (BEIS), now the Green Investment Group. Patricia began her career in finance with Morgan Stanley within its M&A team and at Macquarie Group in Infrastructure based in London. She holds a Ph.D. in Chemical Engineering from Cambridge University and Environmental Engineering M.Eng.-equivalent from Porto University.

Euan Miller

Euan is the Managing Director of West Yorkshire Pension Fund, which has approximately £18bn of assets and 300,000 members. Euan's roles prior to joining WYPF in 2022 include being Assistant Director at Greater Manchester Pension Fund and as a consulting actuary for KPMG and PwC advising the trustees and sponsors of a range of private sector defined benefit schemes. Euan contributes to a number of pensions industry groups, including being a member of the Pensions and Lifetime Savings Association's Policy Board and Local Authority Committee. Euan is a member of the Faculty and Institute of Actuaries and graduated with a honours degree in Mathematics from the University of Leeds.

John Barry

John is retained by GLIL to represent their interests as a Non-Executive Director of Anglian Water Group. He has almost thirty years' experience in investing and related activities including eight years in advisory and compliance, 8 years as a Private Equity investor and over thirteen years as an infrastructure investor and advisor.

Leandros Kalisperas

Leandros is the Chief Investment Officer of West Yorkshire Pension Fund (‘WYPF'), which has approximately £18bn of assets and 300,000 members. He leads a large investment team directly allocating across public, private and alternatives markets, alongside the collaborative partnerships in infrastructure though GLIL and in private equity through NPEP. He was most recently Head of Portfolio Solutions at abrdn and Head of Credit at USS, and started his career in banking and alternatives firms. Leandros has an MBA from INSEAD and an MA in Philosophy, Politics and Economics from the University of Oxford.

Paddy Dowdall

Paddy is Assistant Executive Director at Greater Manchester Pension Fund with responsibility for Property, Local Investments and GLIL, which he co-founded and where he sits on the GLIL Investment Committee. Paddy is well known for his innovative approach to investing. He has been a pioneer in leading LGPS investing in housing and property development in the North West of England with the twin aims of achieving commercial returns for his funds whilst having a positive impact on the local economy. Paddy has significant experience of investment in a wide range of assets including listed securities, infrastructure, private equity and property and has previously worked at Merseyside Pension Fund. Paddy is a member of the Chartered Institute of Public Finance and Accountancy and a graduate of Durham University.

Peter Wallach

Peter is Director of Pensions for Merseyside Pension Fund and is responsible for managing all aspects of the fund. Peter has extensive experience in the financial services industry. Prior to joining Merseyside, he worked as an investment manager at Close Wealth Management, managing a global balanced portfolio. His career commenced in private banking, with Coutts, where he undertook a variety of portfolio management and support roles at the Bank. Peter holds an MBA from Sheffield Hallam University, is a Fellow of the Chartered Institute for Securities & Investment and an Associate of the Chartered Institute of Bankers. Peter is also a member of the GLIL Investment Committee

Ross McArthur

Sandra Stewart

Sandra is the Chief Executive of Tameside Metropolitan Borough Council and Director of the Greater Manchester Pension Fund. Sandra has worked for Tameside since 1994. Later assuming the role of Borough Solicitor and Deputy Chief Executive, she became Director of Governance in 2010 and Pension Fund Director in 2016. Her appointment as Chief Executive of Tameside was unanimously approved by the Tameside Council in December 2022. Sandra is a lawyer by training and continues her role as the electoral registration officer and returning officer for local, parliamentary, and other elections and referendums.

Simon Merriweather

Simon is a seasoned Non-Executive Director, Senior Adviser and Chief Executive Officer in Infrastructure businesses. He joined GLIL in May 2023 to help develop the asset management capability of the fund.

Ted Frith - COO

Job Titles:

Ted joined GLIL in November 2018 and he is the Chief Operating Officer. He chairs the Executive Committee and is responsible for the day-to-day management of GLIL. Ted's career spans 30 years in investment banking and asset management and he has a track record of building and developing a number of successful businesses. The first half of his career was in the foreign exchange and interest rate markets. He worked for Orion Royal Bank, Midland Montagu, Citibank and Dresdner Kleinwort Wasserstein. Ted left investment banking in 2005 and embarked on a new career in asset management. Ted graduated from Oxford University after studying Chemistry with Quantum Mechanics.
