Alexander De Jesús

Alexander De Jesús is one of OKA's Project Managers. He is graduated from the Turabo University, GuraboCampus, with a degree of Bachelor in Business Administration & Accounting. He is currently enrolled in the Iberoamerican International University (UNINI) of Puerto Rico pursuing a Master Degree in Design & Project Management. He is also certified as a Basic Military Emergency Management Specialist (B-MEMS) by the SGAUS MEMS Academy and certified as a Project Management for Development Professionals (PMDPro) Since year 1999, he has acquired a vast experience in Property & Project Management, and emergency management throughout his civilian and military roles. He has a well-developed management skills, a team building personality, a hard worker, and mission-oriented with excellent interpersonal skills, he is self-confident, visionary, able to work under pressure, long hours and multiples task, self-starter and always enjoy a challenge. Mr. De Jesús has certificates and continued education in Organizing & Managing Account Payable, Workforce Now Payroll for Small Business, Payroll & Employment Law, IT Networks, Project Management, OSHA Compliance & Workplace Safety, OSHA 10 Hours General Industry, OSHA Compliance 6 Hours, Dealing With Difficult People, and How to Supervise People. Mr. De Jesús currently holds the rank of Captain (O3) at the Puerto Rico Air State Guard-PR National Guard, where he has held different leadership and responsibility roles including being Flight Commander and Special Projects Officer.

Brenda L. Cáceres

Brenda L. Cáceres is one of OKA's Project Managers. She is graduated from the University of Maryland at College Park School of Architecture with a Master's Degree in Architecture.

Elí M. Martínez

Elí M. Martínez is OKA's Architectural External Consultant. He is graduated from the Roger Williams University, Rhode Island, USA, with a 5 year professional degree of Bachelor in Architecture. Mr. Martínez is a Registered Architect with comprehensive and interdisciplinary experience. He is a member of the College of Architects of Puerto Rico and the American Institute of Architects. Elí is also a Compliance Inspector for the Federal Housing Administration (FHA), and certified as a Project Management for Development Professionals (PMDPro), and as a PROCORE Certified Architect. Since year 2003, he has acquired a vast project management experience thru his participation in several projects, from mid to high level complexity projects for several municipalities and private companies, including several Credit Unions in Puerto Rico. Elí is savvy in computer software Word, Excel, Power Point, AutoCAD (R14-2014), Photoshop CS5, Revit 2014 (BIM), SketchUp Pro 2014, and Lumion 5.0 to develop presentations, renderings, 3-D modeling, and computer animations. He is also fluent in English, Spanish & Italian. Currently, Architect Martínez is also the Principal of the design firm EM Architects.

Evaristo López

Evaristo López is OKA's Emergency Management & Safety Consultant and Senior Trainer. He is a Retired Senior Master Sergeant from the United States Air Force where he served in multiple leadership positions including as a Superintendent of Emergency Management of the Puerto Rico Air National Guard. Evaristo is a graduate from the Community College of the Air Force with various academic degrees including an Associate Degree in Emergency Management. He holds two Professional Certifications as a Master Level Specialist in Emergency Management from the United States Air Force and the State Guard Association of the United States. He is a member of the American Society of Safety Professionals, the National Fire Protection Association and the Society of Professionals for the Prevention of Accidents of Puerto Rico. With over 25 years of professional experience, Evaristo is one of OKA Project Management & Strategic Leadership LLC's resources as an experienced emergency management specialist with a proven record of working in the public safety industry. Expert in crisis management, risk management, operational planning, teamwork and public speaking. He is a professional instructor experienced in training programs and project management. Currently, Mr. López is also the Director of the Safety and Emergency Management Consulting & Services (SEMCAS).

Jesús Rodríguez

Jesús Rodríguez is OKA's Project Management Consultant & Senior Trainer. He is a graduate from the University of Puerto Rico and an experienced Project and Portfolio Manager in the software and technology industry. He obtained his certification as a PMP in 1999 and a Portfolio Management Professional (PfMP) in 2014. He also holds the Agile Practitioner certification from PMI. He has successfully completed projects in various industries such as Insurance, Health Services, Banking, Government, Telecommunications. He has been an important piece in the formation of several PMOs in Puerto Rico, contributing, among other functions, in the implementation of the Portfolio Management tool and in the training of personnel. He has been a lecturer at Project Management conferences in several Latin American countries such as; Ecuador, Colombia, Guatemala, Mexico, the Dominican Republic and Puerto Rico. He is currently completing the PMDPro Fundamentals certification, which is applicable to any type of project, but especially to non-profit organizations.

José E. Picó-Del Rosario

José E. Picó-Del Rosario is OKA's Business Development Executive and Consultant. He has lived in Puerto Rico his whole life and studied in the Antilles Consolidated School System at Fort Buchanan. After graduating from Antilles High School, he continued studies at the University of PR, Río Piedras Campus. Currently, José is Managing Member of José Picó & Associates, LLC where he serves his customers in different areas of their businesses to include Insurance, Government relations, Security and Business Development. Before that, and for 28 years, José worked for The Gandía Group, Inc., the largest local auto parts distributor and retailer in the Caribbean, where he was the Executive Vice President. Prior to working for Gandía Group, he was Executive Director of the PR Insurance Guaranty Association. From 2000-2004 José was a San Juan City Council member, presiding over various regular and ad-hoc commissions, amongst them the Treasury Commission and the Board of Directors of the Head Start program. On the military side of his professional career, José served for 28 years in the 1st Air Base Group, air component of the State Command, Puerto Rico National Guard, moving through the ranks from Airman(E-2) to Colonel (0-6). From 2010 to 2014 he was commader of the 1St Air Base Group. He served on State Active Duty as commander and/or Liaison for PR National Guard forces in various mobilizations and in different leadership positions, being his last assignment as Special Advisor to the Commanding General for Air Affairs. During his career, Colonel Picó was awarded 18 military awards including the Merit Cross which is the third highest Military Award presented to members of the Military Forces of Puerto Rico. José is the President Founder of the FBI San Juan Division Citizens Academy Alumni Association, having presided over the Association during its first three years. He is also member of various professional and other civic organizations. During his professional is OKA's Business Development Executive and Consultant. ees, 28 locations and $50 million in yearly sales. He has also managed the Real Estate division of The Gandía Group, with properties over $20 million in value. He is experienced in mergers and acquisitions having managed various transactions in the automotive parts industry and having spearheaded a transaction to acquire a large National competitor that took The Gandia Group to be the leader in the local industry.

Olga E. Dávila

Olga E. Dávila-Díaz is OKA's President & Co-Founder and Capacity Building Expert. She is a Doctor and Licensed Professional Psychologist graduated from the University of Puerto Rico, Cayey Campus, with a Bachelor Degree in Psychology. She has a master's degree in Psychology from the Ana G. Mendez University and a Doctoral Degree in Psychology at the Ana G. Mendez University. In addition, she holds a professional certification in Psychological First Aid during Catastrophic events issued by the National Child Traumatic Stress Network and the National Center for PTSD and certified as Crisis Management & Communication Professional (CMCP) by the International Consortium for Organizational Resilience (ICOR) . Dr. Dávila is also certified in Project & Program Management for Development Professionals (Project DPro & Program DPro) by PM4NGOs. Olga has state military service as First Lieutenant of the State Command of the Puerto Rico Air National Guard (PRASG) where she acquired a Professional Certification as a Basic Emergency Management Specialist (Basic MEMS) and served as a the 1st ABG Personnel Officer and as the 1st ABG Mission Support Flight Commander. Dr. Dávila, with over 10 years of professional experience, is Vice-President of OKA Project Management & Strategic Leadership LLC and has vast experience in projects aimed at strengthening strategic leadership in organizations, the formation of efficient work teams, the resolution of conflicts and effective communication.
