Dr. M Govinda Rao is a former member of the 14th Finance Commission and Non-resident Senior Fellow, National Council of Applied Economic Research. He was earlier the Director of the National Institute of Public Finance and Policy and is now an Emeritus Professor at NIPFP.His past positions include Director, Institute for Social and Economic Change (1998-2002) and Fellow, Research School of Pacific and Asian Studies, Australian National University, Canberra, Australia and Professor at NIPFP.
He was a Member of the Economic Advisory Council to the Prime Minister of India; a Member of Financial Sector Legislative Reforms Commission and High Level Expert Committee on Universalizing Healthcare, Member, High-Level Expert Committee on Efficient Management of Public Expenditure, Advisory Group of Eminent Persons to advise the Finance Minister on G-20 matters. His past advisory roles include Chairman of the Committee for the Implementation of Value Added Tax and Chairman, Expert Group on Taxation of Services. He is a Member, Board of Governors in Institute of Economic Growth, Institute for Social and Economic Change and Madras School of Economics. Dr Rao's research interests include fiscal decentralization and federalism, state and local finances, tax policy and reforms, public expenditure management.

Mr. M. R Hegde (born 3 Feb 1947) is former legal advisor to Governor of Karnataka. He is from Sirsi Taluk, Uttara Kannada District,Karnataka. In ex-officio capacity, he served as State Election Commissioner of Karnataka, he also served as Secretary to Government Department of Parliamentary Affairs & Legislation in Karnataka.
He was born and spent early life at Shivaganu, Sirsi Taluk. He had his graduation in Sirsi and studied Law (L.L.B) in the University Law College, Dharwad. He had training in Legislative drafting in the Institute for Advanced Legal Studies University of London from March to July 1989.
He in his early stage of career practiced as Lawyer in Sirsi Court until he joining the Karnataka Judicial Service in 1978. Worked in Udupi and Bangalore as Munsiff and Metropolitan Magistrate respectively, came on deputation to Secretariat as Assistant Drafts man in June 1983, and worked in different capacities. Working as Secretary, Department of Parliamentary Affairs and Legislation, since January 1996.
He was appointed as Karnataka State Election Commissioner from June 2004 to June 2009, appointed as Member legal Task force for removal of encroachment of Govt land from 2009 Nov to June 2011. He was also appointed as legal advisor to Governor of Karnataka from Sep 2011 to March 2014.

Bala is a Post Graduate in Science and a Post Graduate from Indian Institute of Management, Ahmedabad, and has extensive experience in Banking and Finance. He has had experience with institutions like Small Industries Development Bank of India (SIDBI), IFCI, Bank of Baroda etc. He is basically a core banker who has worked with Bank of Baroda for a total period of 33 years, of which 28 years was spent domestically and 5 years in Europe.
He has handled all facets of banking with thrust on credit and international business. He had joined SIDBI as deputy managing director and was subsequently promoted as its Chairman and Managing Director. During his tenure as CMD of SIDBI, he gave new thrust to SME financing and created a strong linkage between commercial banks & SIDBI for supporting SMEs cause.
Bala has also served IFCI as Chairman for a short stint. He was associated with planning commission in preparing 5 years plan documents, focused on SME Financing as Chairman of the Sub-Committee. He was Instrumental in starting rating agency - SMERA.

R K Nair has an illustrious career in banking and regulation. He worked in Corporation Bank as General Manager of recovery management, credit risk management, priority sector lending, legal affairs etc. He was Managing Director, Corp Bank Securities Limited.
He is well versed with banking operations, priority sector lending & policy, treasury, recovery management, credit risk management & legal services, securities market regulation & supervision. Mr. Nair is a trainer and Faculty at National Institute of Bank Management (NIBM), Pune; National Insurance Academy, Reserve Bank of India, Bombay Stock Exchange and other institutes. He served in prominent committees including the IOSCO committee and has made significant contributions to the development of Capital Market.
He was a Member of Insurance Regulatory and Development Authority and served as an Executive Director, Securities and Exchange Board of India. He is on the Board of ICICI Bank, Geojit Financial, Kerala Infrastructure and Investment Board and is a trustee of the National Pension Scheme

During her stint at Accenture, she was responsible for executing the soft skills training plan for training over 4,000 software engineers. During her tenure with HSBC Data Centre, she was responsible for process standardization as well as training and quality of customer-facing employees at all levels. In her role as Business Consultant for Brilliant School of Management, she enhanced the enrolment for a unique management programme for senior managers. In addition, she has worked on several consulting assignments in the areas of training and HR. Sangeeta holds a Bachelor of Science degree from SNDT University, Mumbai and a Masters degree in Human Resource Education from the Boston University. She has also completed Corporate Training and Development course modules in a joint program offered by School of Education and Kellogg Business School at the Northwestern University in USA.
