Mr. Hogan is CMB Regional Centers Vice President of Project Development. Mr. Hogan oversees CMB's team responsible for the identification, due diligence and underwriting of the projects receiving loans from each of CMB's EB-5 partnerships and development of each of CMB's EB-5 partnerships. In his role as Vice President of Project Development, Mr. Hogan is directly involved in the structuring of each of CMB's EB-5 loans as well as the development of all project related documentation needed to support each USCIS submission. Mr. Hogan is also instrumental in developing and maintaining both new and ongoing business relationships. Additionally, Mr. Hogan oversees the team responsible for the development of CMB's project specific materials such as project overviews, flyers, brochures and conference banners. Prior to joining CMB Regional Centers in 2011, Mr. Hogan worked as a Commercial Claims Analyst for Farmers Insurance Group. Mr. Hogan attended Illinois State University where he earned a Bachelor's degree in History Education and Politics and Government.

Mr. Ky W. Boyle

Mr. Ky W. Boyle is the Vice President of CMB's Asia Market and as such is responsible for coordinating CMB's network of relationships in Asia. Mr. Boyle has over thirty years of business leadership and management experience. Mr. Boyle has been involved in the EB-5 industry since 2010 and is a frequent speaker in EB-5 events. Mr. Boyle has been active in economic development throughout the past three decades and has participated in trade missions in Asia as a member of the State of Iowa's trade delegation. Mr. Boyle spent twelve years with MidAmerican Energy Company (a Berkshire Hathaway company) providing consulting services to major commercial energy consumers such as, 3M Corporation, Hormel Foods, Musco Lighting, The State of Iowa, and major suppliers to John Deere. In 2015, in recognition of more than 25 years of community commitment, Mr. Boyle was inducted into the John Deere Classic Volunteer Hall of Fame. Mr. Boyle has a Bachelor's degree from the University of Phoenix and a Master's degree in Business Leadership from William Penn University.

Mr. Neal Lee

Mr. Neal Lee is CMB's Chief Financial Analyst. Mr. Lee assists CMB's Project Team in the due diligence of CMB EB-5 projects and in formulating complex financial documents as needed between the lender and any borrower of CMB EB-5 capital. To date, Mr. Lee has overseen in excess of $1.5 billion in CMB EB-5 transactions. Mr. Lee works with CMB's in-house counsel in developing subscription documents for its limited partnerships. Mr. Lee supervises the activities of CMB's Compliance team in throughout the lifecycle each CMB EB-5 loan. Prior to CMB, Mr. Lee worked as an investment portfolio manager at a global real estate investment / EPC / general contractor firm, based in Seoul, Korea with offices in over 30 countries worldwide. In that capacity, Mr. Lee was responsible for the vetting and due diligence of overseas real estate development and investment projects. Mr. Lee holds a MSc from the Massachusetts Institute of Technology, Cambridge, Massachusetts, and a B.A. in Economics from Yonsei University, Seoul, Korea. Mr. Lee is originally from Korea. He is fluent in English, Korean and French.

Noreen Hogan - President

Noreen Hogan is the President of CMB Regional Centers and manages the day-to-day operations of the company as well as implementing strategic initiatives for CMB. Ms. Hogan is recognized as a leading expert in the industry, speaking about EB-5 at events throughout the world. Ms. Hogan has held previous positions as the Vice President of Company Operations, Project Manager, and an economist. During 2015, Ms. Hogan, worked for CMB Swiss Co GmbH, as a Deputy Director of Worldwide Operations, establishing the company's operations in Schaffhausen, Switzerland. Prior to her employment with CMB, Ms. Hogan worked as a project manager for Discover Financial Services, a U.S. Fortune 500 company. Ms. Hogan holds a Master's degree in Economics from the University of Illinois at Chicago and a B.A. in Economics from Augsburg College.

Pam Ellis serves as the Senior Vice President of CMB Regional Centers. She joined the organization in 2009 and previously served as the Vice President of Company Operations from 2013 to 2015. Ms. Ellis manages the organization's day-to-day operations as well as directing staff members during the detailed construction of all CMB developed submission to the USCIS. Ms. Ellis has over thirty years of management and customer service expertise. Ms. Ellis served as the Vice President of Visitor Services for the Quad Cities Convention & Visitors Bureau for twenty years. Today Ms. Ellis supervises the various services CMB Regional Centers provides to over 5,000 clients, as well as supervising over 40 full-time employees.

Patrick F. Hogan - CEO

Patrick F. Hogan is the CEO and Founder of CMB Regional Centers. Mr. Hogan's considerable experience in the EB-5 industry, dating back to 1994, establishes him as one of the most experienced practitioners in EB-5. In fact, Mr. Hogan has been involved in EB-5 before the creation of the very first regional center. CMB, an acronym for California Military Base or Closed Military Base, was formed in 1997. The original focus of CMB was to assist communities that had been devastated by the loss of tens of thousands of jobs due to the BRAC closure of several California military bases. Mr. Hogan exemplifies a true business entrepreneur. Mr. Hogan attended Illinois State University for three years. In 1978, after 3 years in the U.S. Navy Nuclear Power Program serving aboard the USS Whale a nuclear attack submarine, Mr. Hogan began his career as an entrepreneur operating gas station/car washes that he expanded into a chain of four award-winning Shell Oil service stations. At the same time, he built a "Top 100 in the Nation" chain of video stores, several one-hour photo locations and a successful event photography business. In fact, Billboard Magazine rated his video chain as "The Most Exciting Video Store in the Nation." These multi-faceted operations won numerous marketing and printing awards for their work and employed over 300 people during the 1990's. In 1993, Mr. Hogan's entrepreneurial focus shifted to producing firearms-related books and auction catalogs. The following year, he opened the Rock Island Auction Company, which specializes in the auction of antique and collectable firearms. During 1994, Mr. Hogan began his exploration of the EB-5 program. Eventually, Mr. Hogan divested his other companies and concurrently grew Rock Island Auction Company and CMB Regional Centers. Today, Rock Island Auction Company is the #1 auction company in the world for antique and collectable firearms, employing more than 100 people with annual revenues in 2018 exceeding $75 million. CMB Regional Centers, meanwhile, has grown to be one of the most successful EB-5 regional centers groups in existence. Mr. Hogan is considered a seasoned expert in the EB-5 industry. He sits on the Board of Directors for the Association to Invest In the USA (IIUSA) and has been an active participant in furthering industry best practices and program reauthorization. Mr. Hogan is a frequent expert panelist on EB-5 issues and has testified about the EB-5 Program and CMB Regional Center's successes before a State of Ohio subcommittee on Economic Development, as well as providing written testimony at a U.S. Congressional Hearing on the EB-5 industry as a whole.

Tara Moffit - Chief Legal Officer, VP

Ms. Moffit is one of CMB's in-house counsel, assisting CMB's legal team with the composition and structuring of legal documents for the CMB partnerships. Ms. Moffit obtained her Juris Doctorate from the Drake University Law School in 2002, graduating with highest honors. She also holds a Bachelor's degree in history from Marycrest International University, graduating Summa Cum Laude. Ms. Moffit is licensed to practice law in the States of Iowa and Illinois, as well as the federal and bankruptcy courts in both states. Prior to working with CMB, Ms. Moffit was employed with a general practice law firm in Davenport, Iowa, working in several fields, including foreclosure, bankruptcy, real estate, construction law, and personal injury. On behalf of her clients, Ms. Moffit has negotiated and drafted construction contracts, leases, purchase agreements, encroachment agreements, as well as structured settlement agreements and forbearance agreements after loans were in default. Ms. Moffit has also spent many years mentoring junior high and high school students in Iowa's Mock Trial program.
