John C. Frieden

John C. Frieden received his BA from Northwestern Oklahoma State University in 1964. He earned his JD from Washburn University School of Law in 1967. While at Washburn, he was on the Board of Editors of the Washburn Law Journal 1966-67 and a member of Phi Alpha Delta legal fraternity. Mr. Frieden served as a law clerk for United States District Court Judge, George Templar from 1967-69. He has been actively involved in the practice of law for over 50 years and is licensed to practice in the States of Kansas and Missouri. He has acted as lead counsel in multiple class actions involving complex commercial issues and has been admitted to practice before numerous Federal and State Courts throughout the United States. His practice has included representing numerous Kansas Counties and Cities and clients related to complex business matters, corporation commission issues, Kansas board of tax appeal matters, insurance, labor, real estate and oil and gas. He has represented the office of the Kansas Attorney General in nationwide Antitrust litigation and more recently was selected to represent the Kansas Senate in Redistricting litigation in the United States District Court for the District of Kansas. He has a diverse practice litigating and counseling clients in areas of business development, acquisitions, government contracts and gaming. In 1994, Mr. Frieden successfully worked with legislative lobbyists in the Kansas Legislature in settling a class action on behalf of all Kansas retired military personnel which as lead counsel he had appealed to the United States Supreme Court, reversing a unanimous Supreme Court of Kansas decision. The U.S. Supreme Court reversed a unanimous Kansas Supreme Court Decision which resulted in the largest legislative settlement in the history of Kansas. He has also worked closely throughout his practice with both Republican and Democrat legislative leaders on an array of issues. He has acted as counsel in matters favorably cited by Federal and State Courts throughout the United States including the United States Supreme Court, the 10th Circuit Court of Appeals, United States District for the District of Kansas, Western District of Missouri, Northern and Western District of Oklahoma, Southern District of Florida, Northern District of Texas, Southern District of New York, and State Courts in Kansas, Missouri, Texas & Oklahoma.

Kevin M. Fowler

Mr. Fowler is a member of the Order of Barristers and a recipient of the International Academy of Trial Lawyers Esquire Award. He also belongs to the Kansas Bar Association and the Topeka Bar Association. Kevin M. Fowler has practiced law for more than 35 years. Mr. Fowler grew up in a military family, graduated from Leavenworth High School in 1975 and received an undergraduate degree from the University of Kansas in 1979. Following graduation from the Washburn University School of Law and admission to the Kansas bar in 1982, he gained valuable trial experience while serving four years of active duty as a member of the Judge Advocate General's Corps of the United States Army. Since entering private practice with John Frieden and Randy Forbes in 1986, his professional attention has focused on civil litigation before judicial and administrative tribunals. Mr. Fowler has extensive experience handling complex civil actions involving a wide range of issues in both state and federal court. He has briefed, argued and won cases in the United States Supreme Court, Kansas Supreme Court, Kansas Court of Appeals, and several federal circuit courts of appeal. He has also successfully represented clients in regulatory matters, administrative proceedings and judicial review actions involving the Kansas Board of Accountancy, Kansas Behavioral Sciences Regulatory Board, Kansas Corporation Commission, Kansas Dental Board, Kansas Board of Healing Arts, Kansas Department of Labor, Kansas Pharmacy Board, Kansas Board of Tax Appeals, Federal Communications Commission and Federal Energy Regulatory Commission. Mr. Fowler also frequently assists clients in drafting proposed state legislation and testifying before committees of the Kansas Legislature.

Paul T. Davis

Paul Davis joined Frieden & Forbes as Of Counsel in July of 2020. He graduated with a Bachelor of Science in Political Science Davis has been in private practice since 2003. He formerly served as the Legislative and Ethics Counsel for the Kansas Bar Association from 1999-2003. Davis focuses his practice in the areas of estate planning, probate, real estate, and government relations. He is a member of the Douglas County Bar Association, Kansas Bar Association, and American Bar Association. Additionally, Davis is a member of the Kansas Bar Association Real Estate, Probate and Trust Section and the American Bar Association General Practice, Solo and Small Firm Section. He also serves as the Vice President of Programming for the Douglas County Estate Planning Council.

Timothy D. Resner

Timothy D. Resner assists business, governmental and individual clients in a broad range of legal matters, including corporate governance, compliance, transactions, civil and commercial litigation, employment matters, construction disputes, real estate transactions, legislative and administrative matters before local, state and federal governmental agencies. Mr. Resner also regularly assists not-for-profit entities with formation, compliance and governance concerns. Mr. Resner is dedicated to helping clients identify and focus on long-term business strategic objectives in order to achieve client goals in the most efficient and economical manner possible. He has successfully represented clients before Kansas state and federal district courts, appellate courts, as well as before various administrative agencies. Mr. Resner received his juris doctorate from Washburn Law School, graduating with honors. He was admitted to practice law in the State of Kansas in 2011 and was named a partner of the firm in 2017. Mr. Resner currently serves on the Board of Directors for the Friends of the Topeka Zoo, Inc. and is actively involved in Big Brothers Big Sisters of Northeast Kansas. He and his wife, Paje, have one son, Brooks. They are especially passionate about helping children in need and have fostered several children.
