Alexis Dolling

Alexis Dolling joined the Jersey Financial Services Commission (JFSC) in May 2022 as Executive Director of People and Culture. As Executive Director of People and Culture Alexis is responsible for the people strategy, cultural development and further strengthening our capability to be a high performing organisation. She will also lead the Human Resources function of the JFSC. Alexis is a commercial and customer orientated executive with a wealth of Leadership, Operational, and HR experience in the Financial Services and Retail sectors across leading International organisations. She is a change agent and brings a breadth of progressive executive experience to the JFSC. Alexis was the Head of Human Resources for HSBC Wealth and Personal Banking in the UK and was instrumental in leading the people element of their transformation to becoming a more digital, customer and people orientated bank. Alexis' most recent role was as the Chief Operating Officer for the Wealth and Personal Banking division of HSBC in the Channel Islands and Europe with accountability for Change, Digital Delivery, Controls and Business Performance. Alexis is passionate about enabling people to fulfil their professional potential, building enabling cultures and is renowned for her developmental approach to leadership.

Annamaria Koerling

Annamaria Koerling joined the Board of Commissioners in September 2018. With a career in wealth management spanning more than 25 years, Annamaria is a Chartered Wealth Manager and a Fellow of the Securities Institute. Twice named ‘Woman of the Year' by Citywealth, she has held senior roles at several large global financial institutions including Cazenove, Merrill Lynch, C Hoare & Co and Schroders, where she is currently a non-executive director. Among other roles, Annamaria is a Fellow Commoner of Queens' College Cambridge and serves on Queens' College's Investment Committee. She is a trustee of the choral charity ORA and is also a member of a number of Angel Investor syndicates. Annamaria has an MA in Modern Languages from Queens' Cambridge and speaks Italian, German and French.

Diane Maxwell

Diane Maxwell joined the JFSC in 2020 and is the Executive Director of Policy and Risk. Prior to joining the JFSC, Diane served two three-year terms as the Retirement Commissioner for New Zealand. In this role she was responsible for reviewing retirement income policy, addressing the challenges of an ageing population and the related issues of housing, health, and savings, and building financial capability. During her time as Commissioner, Diane represented New Zealand on the Organisation for Economic Co-operation and Development (OECD) International Network of Financial Educators (INFE). Ahead of her time as Retirement Commissioner, Diane worked as Head of Stakeholder Management at the Financial Markets Authority, where she worked on emerging regulatory issues, industry consultation and guidance. She represented New Zealand at International Organization of Securities Commissions (IOSCO) forums internationally. Diane also has experience working in the banking sector, where she worked on legislative reform including AML, reviews of consumer credit, and changes to the Financial Advisers regime.

Jill Britton - CEO

Jill Britton is the Director General at the Jersey Financial Services Commission. In her role, Jill is responsible for leading the JFSC in its day-to-day operations as both regulator and registry, and ensuring the organisation delivers its strategic priorities. Jill was the Executive Director of Supervision between May 2016 and September 2021. In this role, she was responsible for overseeing the regulation of Jersey's financial services industry and the supervision of other sectors for anti-money laundering and terrorist financing. She initially worked in our Supervision team from 2002 to 2004. Jill has over 25 years' experience in the financial services industry in the UK, Jersey and Asia, having specialised in compliance and operational risk management for global banking organisations. She was the Chief Risk Officer for Coutts Asia between 2009 and 2011 and the Head of Operational Risk for South East Asia at Standard Chartered between 2011 and 2013. At the end of 2013 she became the Head of Risk and then Head of Compliance for UBS AG in Jersey. Jill is passionate about learning and development and mentors a number of talented women to support them in fulfilling their potential. Jill holds a BA (Hons) in Financial Services.

John Gavey - COO

John Gavey joined the Jersey Financial Services Commission in November 2019. As Chief Operating Officer, John supports the Director General and the Executive team in the design and delivery of the JFSC's strategic plans. John's key responsibilities include leading the operational teams across the JFSC; driving effective change management; and building organisational resilience to minimize operational risk and prepare for unexpected developments. Prior to joining in 2019, John worked in the finance industry for over 15 years. John is a member of the Institute of Chartered Accountants in England and Wales (ICAEW).

Julian Lamb

Julian Lamb is our Executive Director of Registry and the Registrar. He is also a member of our Executive Board. Julian has the primary executive responsibility for the leadership and management of the Registry. Julian is in charge of the day-to-day operations of the Companies Registry (Registry), which includes policy and strategic development, and enhancing the Registry's international reputation. Prior to joining the JFSC in December 1999, Julian worked in Jersey's finance industry for more than 20 years, including at director level. He is a Fellow of the Chartered Association of Certified Accountants and the Chartered Institute for Securities and Investment. Julian is a board member of a number of international registry organisations.

Kerry Petulla

Kerry Petulla first joined the Jersey Financial Services Commission (JFSC) in June 2007 and is the Executive Director of Enforcement. During her time at the JFSC, Kerry has been involved in a number of serious and complex enforcement investigations. From 2016 to 2017, Kerry left the JFSC for 13 months to join a large global independent advisor, where she was a regulatory and compliance consultant. During that time, she held the role of Director of Risk and Compliance for a local trust business with offices across the globe, she led a large AML remediation project for a European bank operating out of London and managed a number of global compliance projects. Kerry returned to the JFSC in June 2017. Kerry has a law degree and, prior to joining the JFSC, she spent eight years serving as a police detective, specialising in financial crime investigation with the States of Jersey Police's Joint Financial Crimes Unit.

Mark Hoban - Chairman

Mark Hoban joined the Board of Commissioners in December 2018 and was appointed as Chair in April 2020. Mark has a successful career at the interface of business, politics and public policy. A Chartered Accountant, Mark worked for PwC before being elected as MP for Fareham in 2001. Between 2010 and 2012, Mark served as Financial Secretary to the Treasury, where he had responsibility for the UK Government's financial services policy and its work on the post crisis reforms to financial regulation. He also had day to day responsibility for the Government's policy for EU financial services regulation. After Mark retired from Parliament in 2015, he embarked on a portfolio career. He is the Chair of Flood Re, a specialist reinsurer which is regulated by the Prudential Regulation Authority and the Financial Conduct Authority. Mark is a non-executive director of the London Stock Exchange plc and Borsa Italiana SPA. In addition, he is a Senior Adviser for IHS Markit and PwC and also sits on their Advisory Council. In August 2018 he was appointed to the Bank of England's Enforcement Decision Making Committee. Mark also undertakes pro bono work as both Chairman of the International Regulatory Strategy Group and a director of TheCityUK. In these roles, he has been instrumental in leading the City's response to Brexit.

Matt Palmer

Matt Palmer joined the Board of Commissioners in 2020. Matt is an experienced audit committee chair and a Fellow of the Association of Chartered Certified Accountants. A former auditor, Matt trained with KPMG and brings more than 20 years of experience in financial services both in Jersey and internationally, including senior executive experience across the trust and fund management, retail banking, insurance and Fintech sectors. Matt is a specialist in quantitative risk management, with a particular focus on operations, technology and cyber security risk. He has led information technology, enterprise risk management, and client facing business lines, both in Jersey and globally. A director of boutique risk advisory firm Cyberclaria and an advisor to start-ups across risk and capital markets, he is closely involved in the UK Fintech sector and in Jersey's digital economy.

Peter Pichler

Peter Pichler joined the Board of Commissioners in January 2015. Peter has had an international career in financial services with experience of a wide range of jurisdictions, both onshore and offshore. His most recent full time role was as Chief Operating Officer and Finance Director of Mourant Ozannes, one of the largest offshore law firms with offices in the Channel Islands, Cayman, BVI, London and Hong Kong. Previously he was CEO of Deutsche Bank Offshore based in Jersey, Guernsey, Cayman, Dublin, Luxembourg and Mauritius. His direct responsibilities have covered finance and IT, banking operations, risk and compliance, internal audit, global custody, HR, treasury and corporate banking. In Jersey and in other financial centres, he has been a director of regulated companies engaged in banking, investment business, and trust, company and fund administration, and he has been a director and chairman of the audit committee of a FTSE 350 company. He is a fellow of the Institute of Chartered Accountants in England & Wales and is also a Canadian Chartered Professional Accountant.

Simon Morris

Simon Morris joined the Board of Commissioners in January 2015. Simon joined the London law firm CMS Cameron McKenna Nabarro Olswang in 1980, qualified as a solicitor in 1982 and has been a partner since 1988. He is a member of the firm's finance group, advising financial institutions on a broad range of regulatory matters including in relation to market conduct, systems and controls, governance, and responding to regulatory concerns. Simon has represented firms in over 400 regulatory and disciplinary proceedings brought by UK and overseas regulators. Simon is author of Financial Services: Regulating Investment Business (Oxford UP), and is a member of the City of London Law Society Regulatory Committee. He was named as the Best Regulatory Lawyer of 2008 at Complinet's Fourth Annual Compliance Awards in January 2008.
