Bill Baranowski

Bill Baranowski, P.E. is the president of RoundaboutsUSA. RoundaboutsUSA was created in 1999 to spread the good news about roundabout safety in the US and Mexico. He provides roundabout design assistance and peer reviews for public agencies and private developments. Bill's signature design project is the light-rail roundabout located in Salt Lake City, UT in 2000. He has design experience with over 200 roundabouts constructed in the USA. Bill is the City Traffic Engineer for West Jordan, UT.

Brooke Struve

Job Titles:
  • Design Engineer at the Federal Highway Administration 's Resource Center
Brooke Struve is a Safety/Geometric Design Engineer at the Federal Highway Administration's Resource Center in Lakewood, Colorado. Prior to joining the Resource Center, she was on the Preconstruction Team in FHWA's Office of Infrastructure. There, she worked to advance best practices in the design discipline across the agency and provide technical support for Interstate access, geometric design, and accessible design for disabled pedestrians. Brooke has worked as a Project Manager for FHWA's Eastern Federal Lands Highway Division and as a Team Leader for the Utah Department of Transportation, leading the development and design of projects ranging from low-volume recreational roads to urban arterials and freeways. Brooke has a B.S. in Civil Engineering from Brigham Young University and is a licensed professional engineer in the State of Utah.

Charles Moses

Charles Moses recently retired as the Environmental Programs Coordinator for the Nevada Department of Agriculture (NDA). During his tenure at NDA, Charles was a credentialed Federal Insecticide, Fungicide, and Rodenticide Act inspector and served as agency safety officer and Acting Plant Industry Administrator. He has over 35 years of experience in Pesticide Regulatory, Education, and Training. He also served as Program Manager for the U.S. Environmental Protection Agency, Pesticide Enforcement and Certification Grant and Cooperative Agreement. He holds a Bachelor of Science degree in Forestry and Master of Science degree in Agribusiness.

Chris Robb

Job Titles:

Chris Robb is an Area Representative for Maxwell Products, a leading manufacturer of hot pour crack seal and mastics. He has been with the company for the past 5 years. Dr. Ronald W. Eck

Dr. Ronald W. Eck, P.E. is Professor Emeritus of Civil Engineering at West Virginia University and Director of the West Virginia LTAP Center. Ron's career has focused on traffic engineering and roadway safety. He has been involved in forensic engineering matters for 40 years and has testified in roadway cases in 20 states.

Greg Duncan

  • Senior Engineer at Applied Pavement Technology, Inc
Greg Duncan is a Senior Engineer at Applied Pavement Technology, Inc., with more than 30 years of pavement materials, construction, and roadway maintenance engineering experience. He is a certified National Highway Institute (NHI) instructor and regularly teaches NHI's "Maintenance Leadership Academy" and "Constructing and Inspecting Asphalt Paving Projects" courses. Greg regularly works on national and state projects dealing with preventive maintenance treatments.

Howard McCulloch

Job Titles:
  • Design Specialist for NYSDOT
Howard McCulloch has been the roundabout design specialist for NYSDOT since 2000. In that role, he has been involved in nearly every roundabout project in New York State. Howard formed NE ROUNDABOUTS in the spring of 2003 and incorporated in 2014. NE ROUNDABOUTS has presented roundabout design and capacity analysis utilizing SIDRA Intersection workshops in over 30 states.

James Murphy

Job Titles:
  • Stormwater Program Chief
James Murphy is a Stormwater Program Chief within the Nevada Department of Transportation. Since 2008, James has assisted with the development and implementation of NDOT's Stormwater Management Program, including the Department's Construction Site Best Management Practices (BMP) Program. James is experienced in BMP regulations and implementation for construction site stormwater compliance. James graduated from the University of Nevada with a BS in Environmental and Natural Resource Science and an MS in Hydrologic Sciences, and is currently a Certified Professional in Municipal Stormwater Management.

Nicole Oneyear

Nicole Oneyear is a Research Engineer at the Institute for Transportation (InTrans) at Iowa State University. Her research has focused on various safety topics including automated enforcement, rural curves, rural intersections, low-cost safety countermeasures, local road safety and work zone safety.

Raquel Floyd

Raquel Floyd has over 30 years of private and public sector design and construction experience with scheduling, cost, estimating and progress audit for both owners and contractors. She has provided professional services across all public and private industries including; specialty, residential, heavy industrial projects, hotel/casino, high rise, transportation, commercial, water/wastewater for both owners and contractors. Complimented by her team of dedicated project controls experts, she has extensive scheduling, delay and claims management, estimating, and cost control on all project types. They specialize in project and executive level status reporting as it relates to trending, forecasting, and managing risk for their clients for any type delivery method. Ms. Floyd has extensive experience instituting ‘best practices' for her clients in implementing and managing critical path method scheduling, cost performance and progress audits. She directly manages roll-out and process management of high profile and at-risk projects for both contractors and owner clients; excelling in communication and collaboration with all project stakeholders.

Robinson Vasquez

Robinson Vasquez has worked with ARTBA as a safety training and business development manager since 2012. He is an experienced trainer and business manager, with responsibilities for various safety training contracts and liaison with the Hispanic community in the USA and Latin America. Before joining ARTBA, Robinson served as an attorney, specializing in labor and construction law in his native Peru. Robinson is a qualified ARTBA, Occupational Safety and Health Administration, and National Safety Council instructor and co-creator of different English and Spanish safety training materials.

Scott Alquist

Scott Alquist is a 34 year safety professional specializing in construction safety, general industry safety and hazardous materials. Scott has completed the National Highway Institute "Train the Trainer" program and is an Occupational Safety and Health Administration authorized instructor. Currently, he is the Program Manager for Truckee Meadows Community College's Safety Center.

Todd Morrison

Todd Morrison, P.E. is a road safety advocate as a speaker, workshop instructor, and online trainer. For the past 12 years, he has worked for numerous contractors, Local Technical Assistance Programs, cities, counties, and DOTs. He has taught over 500 workshops and trained over 15,000 individuals. He retired from the Kentucky Transportation Cabinet after serving in the Divisions of Construction, Maintenance, and Traffic. At the Cabinet, he worked with environmental, work zone, construction and maintenance concerns as an Environmental Coordinator, Maintenance/Traffic Engineer, and as a Branch Manager for Operations. Recently, Todd served for 2 years as Kentucky's Safety Circuit Rider helping local agencies identify low cost improvements to reduce crashes. Todd is an ATSSA certified Traffic Control Supervisor, Flagging Instructor, and Traffic Control Design Specialist.
