The SWA charter was adopted by tribal ordinance 98-276 on April 12, 2000. According to the charter, the basic purposes of the organization are to (1) remedy unsafe and unsanitary housing conditions, (2) alleviate the acute shortage of dwellings, (3) assist persons of all income levels to obtain decent housing and (4) to provide for construction, reconstruction, improvement, extension, alteration or repair and operation of housing... SICANGU WICOTI AWAYANKAPI CORPORATION (SWA) coordinates and administers housing activities for the benefit of the Rosebud Indian Community at Rosebud, South Dakota.
