With a true appreciation for and belief in the importance of the public service, Christine has focused her 20+ year career on helping government organization serve their constituents. She works with leaders and contributors of all levels to understand and address their business needs. This includes activities to support visioning, strategic planning, project governance, management decision making, meeting facilitation, and more.
From her first job with a mainframe based system to more recent work on mobile optimized technology solutions, Christine also has extensive knowledge of all aspects system development life cycle, including strategic visioning, business processes modeling, requirements analysis, software design, development, testing, and implementation. She strives to use her management experience, analytical skills, and technical knowledge to help agencies meet their business goals.
Christine completed her undergraduate studies at the University of Notre Dame where she majored in computer applications and psychology. She holds a Masters of Liberal Arts in Management from Harvard University's School of Extension Studies.
Scott Bailey is the founder of SWBailey Consulting LLC. For the past 20+ years, Scott has focused his career on providing professional services to state and local public sector clients. Scott has detailed process and technical knowledge of state government, including law and justice, public safety, human services, education, finance, and administration. He has significant experience with strategic planning, process modeling, requirements definition, information system implementation, resource planning, and project management.
Scott graduated from the Georgetown School of Foreign Service and holds a Master of Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University. He served on the Maxwell School's Advisory Board from 2002 to 2010.
SWBailey Consulting LLC is led by Christine Bailey and Scott Bailey. Starting their careers in large management consultant firms, they have learned what works -- and what does not work -- for state agencies and their clients.
