Emilie C. Menefee

Emilie Menefee leads the Acquisition Management Division at Contracting Resources Group. She brings nearly 10 years of experience delivering contracting support solutions for the Government industry. As the Acquisition Management Division leader, Emilie is responsible for customer satisfaction, outstanding service delivery, staffing, and directs all aspects of security processing and regulatory compliance for the firm. Emilie supports the full acquisition lifecycle and provided acquisition strategic planning for multiple agencies to include: U.S. Army Human System Integration Directorate, the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), the Nuclear Regulatory Commission (NRC), the Vision Center of Excellence (VCE) and the General Services Administration (GSA), National Capital Region (NCR), Federal Acquisition Service (FAS). Emilie has a Master of Business Administration and holds a Bachelor of Science in Business Administration and Management from West Virginia University. She is also a certified Project Management Professional (PMP), a Certified Federal Contracts Manager (CFCM), and an active member of the National Contract Management Association (NCMA).

Mario J. Flores - COO

Mario Flores is the Chief Operating Officer (COO) of Contracting Resources Group. He brings over 20 years of experience delivering diversified strategic management, operational, accounting, financial, and acquisition solutions for the Government industry. As COO, Mario oversees all operations and delivery activities across the firm, helping to guide and execute CRG's strategic vision and continued growth while ensuring outstanding technical performance to meet customer mission requirements. Prior to joining CRG, Mario served 22 years in the United States Army and Army Reserves. During his military career he was part of The Joint Task Force-Full Accounting (JTF-FA) focused on achieving the fullest possible accounting of American missing from the Vietnam War. He also supported the White House Communications Agency and was deployed in Desert Shield and Desert Storm. After his military service, Mario entered into federal Government contracting where he supported several customers, including; The Joint Staff, The Assistant Secretary of the Air Force- Acquisition (SAF AQ), Defense Technical Information Center (DITIC), Federal Emergency Management Agency (FEMA), Defense Health Agency (DHA), and The Financial Crimes Enforcement Network (FINCEN). Mario holds a Master of Business Administration from Troy State University and a Bachelor of Science in Business Management from National Luis University. He is a certified Defense Financial Manager with Acquisition Specialty (CDFM-A), a member of National Contract Management Association (NCMA) and of the American Society of Military Comptrollers (ASMC).

Michelle Hoffman

Michelle Hoffman is a CPA with over 20 years' experience both in the federal government and leading financial operations for government contractors. She provides strategic support to CRG on all matters related to the government contracting procurement process including DCAA compliance and management of reporting requirements for all federal contract types. Her extensive experience with government contracting and expertise with federal acquisition regulations (FAR), allows her to provide CRG the strategies needed to expand and grow. Michelle currently serves as a board member of the Frederick Innovative Technology Center, Inc. (FITCI) a business incubator and accelerator for tech and biotech companies. She was recognized as the Greater Washington Society of CPAs "Experienced Leader-Woman to Watch Award" in 2016 and featured in SaaS Magazine's "Women in Tech" issue. Throughout her career, she has supported the business community through panels and training for organizations such as the Washington DC Economic Partnership Entrepreneur Road Map Series, the Greater Washington DC Society of CPAs, Women in Public Policy and DC Lean Startup Meetup.

Moira Shaw Rivera

Moira Shaw Rivera leads the Research, Analysis, and Evaluation Division at Contracting Resources Group. She brings over 15 years of experience delivering research, analysis, and program evaluation support with meaningful results for customers such as the Army, Centers for Disease Control and Prevention (CDC), and the Department of Housing and Urban Development (HUD). As the Research, Analysis, and Evaluation Division leader, Moira is responsible for customer satisfaction, outstanding service delivery, staffing, growth, and all aspects of business management that affect her division. Prior to joining CRG, Moira worked as a Public Health Scientist for the U.S. Army Public Health Center. In this role, she served as a subject matter expert on effective public health interventions to Senior Army Leaders, led and participated in the ongoing evaluation of the effectiveness of health promotion and disease prevention programs such as Army Wellness Centers, the Army Substance Abuse Program, and the Army Community Health Promotion Councils. Moira, a certified Project Management Professional (PMP), holds a Ph.D. from the University of Texas at El Paso and a Bachelor of Arts in Psychology from West Virginia University. She is a member of the Project Management Institute (PMI), the American Evaluation Association (AEA), and serves on the Executive Board for the Texas Evaluation Network.

Ronica (Roni) Gruver

Roni Gruver leads the Healthcare Operations Division at Contracting Resources Group. With 28 years of healthcare administration experience in the Military Health System (MHS), Roni brings a breadth of knowledge in strategic management, finance, acquisitions, supply chain and operational readiness solutions for the Government industry. She currently manages a portfolio of multiple projects supporting the Defense Health Agency (DHA), Navy Bureau of Medicine and Surgery (BUMED), and the Air National Guard (ANG). Roni is responsible for all program implementation, customer satisfaction, staffing, quality management, and performance improvement. Roni also assists the COO with developing policy, standardizing processes, and improving operational efficiency for the firm. Prior to joining CRG, Roni served in the Air Force (AF) as a Medical Service Corps Officer and was a Top Graduate of the AF Health Services Administration course. She has held various leadership positions of increased responsibility where she played a critical role in managing one of the nation's largest most diverse health care systems. After retiring from the AF, Roni continued her tenure with the MHS as both a federal and contract employee supporting the Navy BUMED senior leaders with MHS and business reform initiatives. She later transitioned to the DHA to implement and lead a team providing program management and healthcare consulting for the Reserve Health Readiness Program (RHRP) to improve individual medical readiness for all Reserve Component service members. Roni has a Master of Business Administration from Saint Lea University and a Bachelor of Arts in Business Administration from Warner Southern College. She is a lifetime member of the USAF Medical Service Corps Association (MSCA) and Military Officers Association of America (MOAA). Roni is also an active member of the American College of Healthcare Executives (ACHE) and the American Society of Military Comptrollers (ASMC).
