Alex Joves

Alex Joves is the Cybersecurity and Infrastructure Security Agency (CISA) Regional Director for Region 5, where he leads the effort to understand, manage, and reduce risk to cyber and physical infrastructure in Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. Selected as the first CISA Region 5 Director in 2020, Mr. Joves oversees regional efforts to provide risk assessments, cross-sector analysis, information sharing, and capacity building. This includes mitigating the most significant cyber risks to the country's National Critical Functions; assisting statewide emergency communications planning; providing incident response support; and coordinating critical infrastructure efforts for special events such as the Indianapolis 500, Chicago Marathon and National Special Security Events. He currently serves on the FBI Chicago Field Office Joint Terrorism Task Force Executive Board. A career member of the Senior Executive Service, Mr. Joves brings 29 years of government service to the position, working in the Federal Civil Service and U.S. Coast Guard, including tours in the White House Situation Room, White House Military Office, U.S. Department of Homeland Security (DHS) Secretary's Office, and seagoing, law enforcement, search & rescue assignments in both the Atlantic and Pacific areas. He held leadership positions across DHS with the Principal Federal Official Program, Special Events Working Group, Office of Operations Coordination, Counterterrorism Advisory Board, National Terrorism Advisory System, National Infrastructure Coordinating Center, Chemical Facility Anti-Terrorism Standards, and the Office of Infrastructure Protection. Prior to his federal service, he was an attorney in private sector practice. Mr. Joves is a graduate of the U.S. Coast Guard Academy, The George Washington University Law School, and Chief Information Security Officer-Executive Education and Certificate Program at Carnegie Mellon University.

Billy Bob Brown

Billy Bob Brown, Jr., serves as the Executive Assistant Director for Emergency Communications within the Cybersecurity and Infrastructure Security Agency (CISA) since Oct 12, 2020. In this capacity, AD Brown is one of three CISA designated Executive Sponsors, as identified in the Cybersecurity and Infrastructure Security Act of 2018. Brown most recently served as the Associate Director, Priority Telecom Services Sub-Division as well as the Program Manager for both the DHS Level 2 Program Next Generation Networks Priority Services Program and the Level 3 Program Priority Telecommunications Services Program. In this role, he was responsible for providing priority telecommunications services over commercial networks to enable national security and emergency preparedness (NS/EP) personnel to communicate during congestion scenarios across the nation. Previous to this assignment, he served as the Chief Administrative Officer, Office of Emergency Communications (OEC) and worked with a team to develop, coordinate, and implement a Resources Management for OEC that provides fiscal planning, programming, budgeting and execution across the five-year Future Years Homeland Security Program. It also provides integrated facilities planning with human resource and staffing planning, and property management planning to ensure successful resourcing of OEC efforts to unify the entire emergency communications community. Previous assignments included a detail assignment as Director of Operations Integration, National Protection and Programs Directorate (NPPD), where he achieved Midterm Operational Capability of the NPPD Coordination and Operations as well as the NPPD Regional Pilot. This effort operationally tested the Directorate's integration of field forces to meet Cyber, Physical, and Emergency Communications challenges. Prior to this, Brown served as Chief, Regional Coordination Branch, OEC, leading a geographically dispersed team that facilitated operational communications coordination and collaboration at all levels of government. He advocated key emergency communications initiatives, programs, and activities designed to unify and lead the nationwide effort to improve NS/EP communications capabilities. Prior to joining the OEC in 2008, Brown served as an Operations Analyst with General Dynamics Information Technology and served as a career military officer in the United State Marine Corps as an Infantry Officer in various duty assignments with world-wide operational experience ranging from the Infantry Platoon to the Marine Expeditionary Force. Brown graduated from the United States Air Force Academy with a Bachelor of Science degree and holds a Master of Business Administration from Webster University.  He is a certified Project Management Professional (PMP).

Blair Duncan

Blair Duncan is the Chief Human Capital Officer (CHCO) of the Cybersecurity and Infrastructure Security Agency. He brings a wealth of experience to CISA, with more than 35 years of dedicated service as a senior leader in human capital, human resources, leadership development, management, and operations within Federal Government, including the Department of Defense. Before joining CISA in June 2024, Mr. Duncan was an independent consultant, providing commercial organizations with expert guidance on modernizing federal government human capital and human resources operations. Prior to his consulting work, he served as the Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer for the Department of Health and Human Services. In this role, he provided transformational leadership and oversight for HR policies and programs supporting over 85,000 employees worldwide. He is also a retired U.S. Army officer, holding a Master of Public Administration degree from Troy University and a Bachelor's Degree in Environmental Science from Shippensburg University.

Boyden Rohner

Boyden Rohner is the Assistant Director for the Integrated Operations Division at the Cybersecurity and Infrastructure Security Agency (CISA). In this role Boyden continues the work she did as the Deputy Assistant Director to help lead CISA's mission to share information and deliver services to local communities that increase the security and resilience of US critical infrastructure. Previously Boyden was an Associate Director in CISA's Cybersecurity Division where she expanded CISA's vulnerability management programs. Prior to joining CISA, Boyden oversaw the Department of Homeland Security's Enterprise Cybersecurity Operations Center and held various roles organizing correspondence and briefings in direct support of the President of the United States and the Secretary of Homeland Security. Before DHS, Boyden was a Surface Warfare Officer in the United States Navy. She served on three destroyers and deployed to the Middle East in support of Operations Enduring and Iraqi Freedom.

Bridget Bean

Bridget Bean is the Executive Director of the Cybersecurity and Infrastructure Security Agency (CISA), serving as the senior career official responsible for the internal operationalization of the agency's priorities and resources to meet our mission requirements. By driving integration and alignment internally and externally, the Executive Director drives enterprise operational excellence and institutional continuity to realize the full range of the agency's capabilities. She is currently the Senior Official Performing the Duties of Director of CISA. Before accepting this role, Bridget was the agency's first Chief Integration Officer. As CISA's Chief Integration Officer, Bridget led the integration of the agency's operations and ensured CISA's frontline of regional staff seamlessly supported the critical infrastructure that Americans rely on every hour of every day. Through Bridget's leadership, CISA expanded the delivery of services by four-fold, demonstrably reducing risk to critical infrastructure. She enhanced the mission effectiveness of CISA as the National Coordinator for Critical Infrastructure and Resilience by unifying end-to-end operational visibility for physical, cyber, and communications activities. Additionally, Bridget oversaw the provision of incident-specific intelligence context and products to support all missions and conducted continuity planning and internal drills needed to track and improve the overall operational readiness throughout the enterprise. Before joining CISA, Bridget was an independent consultant helping state, local, tribal, and territorial governments, as well as small businesses and nonprofits, solve complex problems. Bridget previously served as FEMA's Acting Deputy Administrator for Resilience, the agency's third ranking official. At FEMA, Bridget led a team of 1,600 employees and directed an annual budget of $600 million. Prior to that role, she led FEMA's Grants Program Directorate, where she oversaw the strategic alignment of $20 billion in Homeland Security grants with emerging, multi-faceted threats, as well as the $600 million Grants Management Modernization effort. Bridget has also served as a Senior Executive at the Small Business Administration (SBA), where she had extensive operational assignments in National Preparedness, Human Capital, and Economic Development.

Erin Buechel Wieczorek

Erin Buechel Wieczorek is the Acting Chief External Affairs Officer at the Cybersecurity and Infrastructure Security Agency (CISA). Before being named to this post, she served as CISA's Director and Deputy Director of Legislative Affairs from February 2018 - December 2020. In this role, she oversaw the execution of the Agency's legislative agenda and managed the Congressional outreach during the stand-up of the Department of Homeland Security's (DHS) newest component and multiple new legislative authorities. Under her leadership, CISA realized an increase of more than $500 million above the Agency's initial budget request; the successful passage of the Cybersecurity and Infrastructure Security Act of 2018, which established CISA as an independent operational component within DHS; the adoption of the Fiscal Year 2021 National Defense Authorization Act which provided CISA with more than 12 critical additional authorities to improve cybersecurity and resilience; and passage of the DOTGOV Act of 2020 which transferred DOTGOV security from the General Services Administration to CISA as part of the FY21 Omnibus Appropriations Act. Before joining the Department in 2018, Erin spent nearly ten years with various Department of Defense elements working in public and legislative affairs. She served as the Director of the Strategic Communications Division for the Program Executive Office Enterprise Information Systems (PEO EIS) acquisition organization, managing public affairs, legislative affairs, internal review and social media/graphics. She also served in the Office of Legislative Affairs at the Joint IED Defeat Organization (JIEDDO) combating direct threats from improvised explosive devices (IED) in the Iraq and Afghanistan theaters through rapid acquisition. Prior to her Executive Branch service, Erin led Congressional relations and public affairs campaigns at public relations agency Golin (previously GolinHarris) focused on appropriations, technology and higher education. Erin started her career on Capitol Hill. She is a proud Penn Stater and earned her MA in Government and her MBA from Johns Hopkins University. She holds a Department of Defense acquisition level III certification in program management and was honored to be a Bryce Harlow Foundation Fellow while completing her graduate studies.

James Burd

James Burd is the Chief Privacy Officer for the Cybersecurity and Infrastructure Security Agency (CISA). Burd has served in this capacity since October 2018, and he has worked in various privacy and data governance capacities at CISA and its predecessor agency, the National Protection and Programs Directorate (NPPD), since 2011. Burd leads CISA's Office of the Chief Privacy Officer (OCPO) and is responsible for ensuring CISA integrates full individual privacy protections into the management of a safe, secure, and resilient cyber and physical infrastructure. The OCPO represents the privacy interests of all Americans by promoting transparency, fairness, and equality in CISA's activities, strategies, and operations. Previously, Burd was the deputy chief privacy officer for NPPD and served as a senior privacy analyst working on issues related to cybersecurity, physical security, information sharing, identity management, biometrics, law enforcement, and national security. Burd's work as a senior privacy analyst was critical to establishing the Cybersecurity Information Sharing Act of 2015's privacy and civil liberties safeguards. Prior to joining DHS in 2011, Burd supported the Smart Border Alliance, working on data quality issues for DHS information systems. Burd started his professional career working on data quality issues for a telecommunications company.

John P. Durkin

John P. Durkin is the Regional Director for Region 2 within the Cybersecurity and Infrastructure Security Agency, where he leads the effort to protect and enhance the resilience of the nation's physical and cyber infrastructure for New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands. Prior to this position, he was CISA's Chief of Protective Security for Region 2 and a Protective Security Advisor assigned to New York City. Before joining CISA, Mr. Durkin served as the Supervisory Air Marshal in Charge of the Newark Field Office of the Federal Air Marshal Service for six years, where he was named SAIC of the year in 2015. Mr. Durkin is a 24-year veteran of the New York City Police Department, where he spent most of his career in the Emergency Service Unit of the Special Operations Division and retired as a Deputy Inspector in command of the Aviation Unit. Other assignments during his tenure at NYPD included Commanding Officer of the Intelligence Division's Protective Intelligence Unit and of the Threat Assessment Unit. Mr. Durkin holds a Bachelor of Science degree in Criminal Justice from the State University of New York, a Certificate in Police Management from the Columbia University Graduate School of Business, and a Master of Science degree in Homeland Security Management from Long Island University. He is a contributing author to "Leadership in Dangerous Situations," a textbook used by cadets at the United States Military Academy, and to "Only as Strong as Its Weakest Link: Resilience of the Healthcare Supply Chain in New York," for Homeland Security Today, which outlined the findings of the New York City Healthcare Regional Resiliency Assessment Project. Mr. Durkin is a retired U.S. Army Reserve Intelligence Officer, a veteran of Operations Iraqi and Enduring Freedom, and served at the tactical, combatant command, and strategic levels.

Juan Arratia

Juan Arratia is the Executive Director of the CISA Chief of Contracting Office (COCO) at the Cybersecurity and Infrastructure Security Agency (CISA). As the COCO, he will support CISA to provide management and oversight over the contracting and procurement function and work with the Department of Homeland Security, Office of Chief Procurement Officer (OCPO), and Office of Procurement Operations (OPO), ensuring compliance with statutory, regulatory, and higher-level policy requirements. As the CISA COCO, he will oversee strategic support for CISA's procurement and contracting in a manner consistent with the missions of the agency, program objectives, applicable laws, regulations, principles, and standards. Previously, Mr. Arratia served as the Deputy Director, Office of Procurement Operations, Office of the Chief Procurement Officer, from 2018 to 2021. In this role, he supported all aspects of OPOs contracting portfolio, including acquisition policy, support & governance, acquisition workforce development, and data/reporting. Prior to joining DHS, Mr. Arratia was the Senior Procurement Executive at the Office of Personnel Management. Mr. Arratia began his contracting career in the United States Marine Corps as an Active Duty Contracting Officer and then transitioned to support the Department of the Navy as a civilian supporting both the Deputy Assistant Secretary of the Navy, Acquisition and Procurement Office and the Deputy Assistance Secretary of the Navy, Financial Management and Comptroller.

Julius Gamble

Julius Gamble serves as the Regional Director for Region 4 of the Department of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA). In this role, he leads CISA's efforts to reduce risk and enhance the cyber and physical resiliency of critical infrastructure throughout the eight southeastern states (AL, FL, GA, KY, MS, NC, SC and TN). He works with public sector partners, such as state, local, tribal, and territorial governments, as well as private-sector organizations essential to the nation's homeland security. Prior to joining CISA, he served as the assistant deputy chief of staff (G6) for the U.S. Army Forces Command (FORSCOM), where he provided leadership over the command's IT and cybersecurity operations. He has also held previous leadership positions with DHS, the U.S. Customs and Border Protection and the city of Baltimore. A strong advocate for students seeking cybersecurity careers within the federal government, Gamble has also served as an adjunct faculty member for the University of Maryland's Global Campus Master of Science in Cybersecurity Technology Program since 2016. Gamble earned a Master of Science Degree in Information Systems from the American University, a Master of Divinity Degree from The Howard University School of Divinity and a Bachelor of Science Degree in Business from Bowie State University. He holds several information technology industry certifications and is the recipient of several awards in recognition of his leadership, management, and technology contributions.

Karen S. Evans

Karen S. Evans is the Executive Assistant Director for Cybersecurity at the Cybersecurity and Infrastructure Security Agency (CISA) within the Department of Homeland Security. In this role she guides CISA's cybersecurity efforts as the national coordinator for critical infrastructure security and resilience. Evans formerly served as the first Assistant Secretary for Cybersecurity, Energy Security and Emergency Response for the U.S. Department of Energy (DOE). Following U.S. Senate confirmation in August 2018, she was sworn in on September 4, 2018, and provided strategic direction, leadership and management to address emerging threats while improving energy infrastructure security and supporting the DOE national security mission. From March 2020 through January 20, 2021, Evans served as the Chief Information Officer (CIO) of the U.S. Department of Homeland Security. Prior to being named Assistant Secretary at DOE, Evans was the national director of the U.S. Cyber Challenge, a public-private partnership focused on building the cyber workforce. A dedicated public servant, Evans served as the Administrator for the Office of Electronic Government and Information Technology at the Office of Management and Budget (OMB) during the George W. Bush administration. At OMB, she oversaw nearly $71 billion in annual IT funds, including implementation of IT throughout the federal government. She also held positions with the National Park Service, the Department of Agriculture, and the Department of Justice. Evans co-founded SafeGov, which advised United States government entities on cloud computing and previously served as the Managing Director of the Cyber Readiness Institute. Evans holds a PhD in Business Administration, a Master of Arts in Public History, and a Bachelor of science in Chemistry from West Virginia University. She is an elected fellow of the National Academy of Public Administration.

Matthew McCann

Matthew McCann is the Region 1 Director for the Cybersecurity and Infrastructure Security Agency (CISA) within the U.S. Department of Homeland Security. Region 1 is headquartered in Boston and serves the six New England states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont. CISA works with partners to defend against today's digital and physical threats and collaborating to build more secure and resilient infrastructure for the future. Through leadership of field-based resources and capabilities, Regional Directors guide CISA's numerous programs. Mr. McCann has served as the Regional Director since 2016. He is the senior CISA official and is accountable for the execution of programs to defend critical infrastructure against the threats of today, while coordinating and collaborating with partners across government and the private sector, to secure against evolving threats of tomorrow. Mr. McCann is also responsible for directing incident management activities as they relate to critical infrastructure restoration and resilience. Before his CISA tenure, Mr. McCann was the Deputy Director, Preparedness Division for the Federal Emergency Management Agency in Region 1. Prior to this role, he was an Assistant Director at the Department of State's flagship National Passport Center. Mr. McCann served 27 years in the U.S. Coast Guard, retiring as a Captain (O6). During his military service, Mr. McCann responded to many major contingencies included the 9/11 Attacks, Hurricane Katrina, and Deepwater Horizon. Early in his career, Mr. McCann worked in operations management in the chemical and airfreight industries. Mr. McCann earned a BA from Norwich University and an MPA from the University of New Hampshire. He is an alumnus of Harvard University's NPLI Executive Education Program, the GS Graduate School's Executive Potential Program, and completed Joint Professional Military Education studies at four war colleges. Mr. McCann is accredited as an IAEM Certified Emergency Manager, NIMS Type I Incident Commander, and ASIS Certified Protection Professional.

Mona Harrington

Mona Harrington is a cybersecurity and risk management executive with over two decades of federal government experience. As Assistant Director of CISA's National Risk Management Center (NRMC) since September 2022, she spearheads efforts to safeguard critical infrastructure against cyber and physical threats. Harrington's leadership has enhanced the NRMC's analytic capabilities, fostering improved information sharing and risk management between government and industry. She spearheads several of CISA's pivotal strategic initiatives including election security, emerging technologies, and supply chain resilience. Additionally, she serves in several key positions on behalf of CISA, including as the co-chair for both the Information and Communications Technology Supply Chain Risk Management Task Force and the Space Weather Operations, Research, and Mitigation (SWORM) Subcommittee. She also serves as a member of the Election Infrastructure Subsector Government Coordinating Council Executive Committee. Harrington's career includes 17 years in executive IT and cybersecurity roles within the Judiciary. She holds a Master of Science in Applied Sciences from the Rochester Institute of Technology, in Cyber Security and chemical, biological, radiological, and nuclear warfare.

Nicole Windham

Nicole Windham is the Chief Operations Support Officer for the Cybersecurity and Infrastructure Security Agency. As the Chief Operations Support Officer, she oversees the facility, logistic and environmental functions for CISA, including the CISA Headquarters Consolidation project and regional build outs across the nation. Prior to this role, she was the Director of Management for the Department of Homeland Security (DHS) National Protection and Programs Directorate (NPPD) where she oversaw the budget, finance, human resources, information technology, and administrative services for the Directorate. Windham also served as the NPPD Director of Budget and Financial Administration overseeing the budget and financial operations for the Directorate's $3 billion annual appropriations and fee collections, including cybersecurity, infrastructure protection, identity management, and the protection of federal facilities. Prior to joining DHS, Windham was an associate at Booz Allen Hamilton. She served as program manager of several DHS Component engagements, providing budget and finance, human resources, information technology, and strategic planning support. She also previously worked at Lockheed Martin, where she supported the Joint Strike Fighter, the Coast Guard Deepwater program, and the Aegis Combat System. Windham attended the DHS Capstone Program, Department of Defense Vanguard Senior Executive Development Program, and the Federal Executive Institute Leadership in a Democratic Society. She received a B.S. in Business from Drexel University where she was a member of the Division. I field hockey team. She resides in Virginia with her husband and two children.

Patrick Massey

Mr. Massey serves as the Regional Director of the Cybersecurity and Infrastructure Security Agency (CISA) Region 10 office in Seattle where he is responsible for assisting private and public sector partners enhance the security and resiliency of critical infrastructure facilities and systems in the states of Alaska, Idaho, Oregon, and Washington. Prior to joining CISA in 2016, Mr. Massey served for twenty years with the Federal Emergency Management Agency (FEMA) Region 10 office including as the Director, National Preparedness Division, Regional Integration Branch Chief, Technological Hazards Branch Chief, and as a Hazard Mitigation Specialist. In addition, Mr. Massey served in various operational assignments on numerous disasters throughout the country over his career. Prior to joining FEMA, Mr. Massey served as the Assistant State Hazard Mitigation Officer with the Illinois Emergency Management Agency. Trained as a Nuclear, Biological, and Chemical Officer in the United States Army, Mr. Massey served in a tank battalion in Germany and in the First Gulf War. Mr. Massey is a career member of the United States Senior Executive Service. He holds several professional certifications including CISM, CRISC, and CPP, and has earned a B.S. in Electrical Engineering Technology, and an M.S. in Environmental Planning from Southern Illinois University, an M.A. in Security Studies from the Naval Postgraduate School, and an M.A. in Strategic Studies from the United States Army War College.

Phil Kirk

Phil Kirk is the Region 7 Director for the Cybersecurity and Infrastructure Security Agency (CISA) in the U.S. Department of Homeland Security (DHS). Region 7 is headquartered in Kansas City, Missouri, and serves the states of Iowa, Kansas, Missouri and Nebraska. CISA works with partners to defend against today's digital and physical threats and collaborating to build more secure and resilient infrastructure for the future. Mr. Kirk was selected as Regional Director of the Office of Infrastructure Protection in the National Protection and Programs Directorate (NPPD) of DHS in 2016, prior to the creation of CISA through the Cyber Security and Infrastructure Security Act of 2018. He then served as the Acting Director of CISA Region 7 for two years until his appointment to the Senior Executive Service in January 2021. He is the senior CISA official in the region and is accountable for the successful execution of the numerous and varied CISA programs across the Region 7 area of responsibility. Previous to his tenure with CISA, Mr. Kirk spent over 20 years of his federal career in a diverse and progressive set of positions in the Federal Emergency Management Agency (FEMA) in Region 7, most recently as the Federal Preparedness Coordinator and National Preparedness Division Director. In 1998-1999, Mr. Kirk left FEMA and moved to Washington, DC, where he helped stand-up the U.S. Chemical Safety and Hazard Investigation Board, before returning to Kansas City and FEMA. He began his federal career in 1989 on the staff of a Member of Congress from the state of Kansas before joining FEMA in 1994. Mr. Kirk earned a Master of Arts in Security Studies from the Naval Postgraduate School Center for Homeland Defense and Security, and he holds a Bachelor of Science degree in Agricultural Economics from Kansas State University. Mr. Kirk and his spouse, Shelly Kirk, reside in Oak Grove, Missouri.

Robert (Bob) Costello - CIO

Robert (Bob) Costello is the Chief Information Officer (CIO) at the Cybersecurity and Infrastructure Security Agency (CISA). As the CIO, he leads the Agency's efforts to develop, deploy, secure, and support technology solutions for the agency. Prior to this, he was a Public Sector Civilian Strategic Advisor at World Wide Technology. In this role, he engaged with federal government customers to identify and solve their most complex challenges, leveraging his extensive federal agency experience to develop and deliver innovative solutions that meet their needs and serve their mission. Bob brings a wealth of experience serving over 13 years at DHS, both at Immigration and Customs Enforcement and Customs and Border Protection. He also served as the Senior Executive Service as the Executive Director (XD) of the Office of Information and Technology (OIT) Enterprise Networks and Technology Support Directorate (ENTSD) at CBP, as well as serving concurrently in the role of Acting XD of the Border Enforcement and Management Systems Directorate. During his tenure in ENTSD, he oversaw the modernization of the largest data network in DHS, improved connectivity to cloud service providers, and dramatically increased the agency's usage of mobility platforms. He also oversaw the agency's movement to the TIC 3.0 framework and implemented zero trust solutions at the network level. He led the operations of the agency's land mobile radio network, the National Law Enforcement Communications Center, and maintenance of the non-intrusive inspection systems utilized at all ports of entry. He also directed all software development for the U.S. Border Patrol, and all of the agency's mission support systems, moving over 100 applications to a SECDEVOPS development methodology. Earlier in his career, Costello served as the Deputy Executive Director (DXD) and acting XD for OIT's Field Support Directorate (FSD) supporting information technology, radio systems, and enforcement technologies worldwide, as well as worked at ICE as the Director of Network Engineering overseeing networks worldwide and implementing solutions for mobility and datacenter migrations, e-discovery, and collaboration solutions. Costello is a nine-year veteran of the U.S Air Force and U.S. Air Force Reserves. He holds a Bachelor of Arts degree in Organizational Leadership from Fordham University and is a Certified Information Systems Security Professional and Project Management Professional.

Robert M. Russell

Robert M. Russell currently serves as the Acting Regional Director for the Cybersecurity and Infrastructure Security Agency (CISA), Region 6, headquartered in Irving, Texas. His staff oversees risk management and physical and cyber security activities for private and public sector partners in Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. He regularly interacts with state and local Homeland Security officials and is the CISA Director's representative to Region 6 stakeholders. Mr. Russell previously served as the CISA Interagency Security Committee Regional Advisor and was responsible for implementing Presidential Executive Order 14111 to strengthen and reinforce the importance of the security of executive branch federal facilities in the face of both persistent and emerging threats across 11 states in regions 6 and 8. Mr. Russell also served as the U.S. Citizenship and Immigration Services (Office of Security & Integrity) Deputy Regional Security Manager, covering 10 southeast states, and led senior geographically dispersed field security managers. He also spent time as the Social Security Administration (SSA) Lead Security Advisor, in the development of the Program of Requirements for the new National Service Data Center where he received two Associate Commissioner's Citations. He managed the planning, development, and evaluation of the SSA's field facility security risk assessments/analysis initiatives to ensure the cost-effective protection of facilities, equipment, personnel, documents, and security systems. He also administered the security operations and policy for developing, implementing, and evaluating a comprehensive physical security program, and conducted risk assessments and corrective safeguard actions for SSA headquarters and field facilities. He honorably served in the U.S. armed forces for more than 21 years. After retirement from the armed forces, he served as a Sheriff Deputy Criminal Detective in Charlotte County, Florida before entering federal service in July 2005. He is a graduate of Southern Illinois University where he received a Bachelor of Science in Vocational Workforce Education and Human Resource Development. He also earned associate degrees in Criminal Justice and Personnel Management from the University of Maryland.

Scott McCarthy

McCarthy is responsible for the strategic direction of the Office of the Chief Security Officer, ensuring a safe and secure work environment, and promoting organizational excellence, integrity, and accountability to stakeholders. He provides executive leadership to the OCSO executive officer and the Associate Chiefs for Security Programs, Personnel Security, Enterprise Security, Internal Affairs, and Threat Management. Prior to this position he served as the Executive Officer for CISA OCSO, Director of Personnel Security for DHS NPPD, Operations Manager for a government contractor, and Regional Manager for the National Capital area and prior to that, the East Coast area of operations overseeing investigations for the Office of Personnel Management (OPM) and Defense Counterintelligence Security Agency (DCSA). He is a US Marine Corps veteran with multiple overseas deployments, one being with a Marine Expeditionary Unit (SOC). He was stationed with HMH-462 in MCAS Tustin, MCAS Miramar, and MCAS Futenma, Okinawa Japan. His military and civilian awards include the Navy and Marine Corps Achievement Medal, Sea Service Deployment Ribbon W/1*, Armed Forces Expeditionary Medal, Humanitarian Service Medal, Meritorious Unit Commendation, Certificate of Appreciation. The 2021 DHS Security Team of Excellence award, and the US Immigration and Customs Enforcement Director's 2021 Partner award. McCarthy provides almost 30 years of combined military, government contractor and Federal service experience. Spencer R. Fisher

Spencer R. Fisher is the Chief Counsel for the Department of Homeland Security's (DHS) Cybersecurity and Infrastructure Security Agency (CISA), which serves as the Nation's risk advisor, working with partners to defend against today's threats and collaborating to build a more secure and resilient infrastructure for the future. Prior to joining CISA, Mr. Fisher served as a Chief Counsel with the Office of the Director of National Intelligence (ODNI), Office of General Counsel. In this position, he managed a team that supports the Directorate of Mission Integration including the Deputy DNI for Mission Integration, the DNI's principal advisor on all aspects of intelligence, the President's Daily Brief staff, the National Intelligence Council and the National Intelligence Managers including the Cyber, Economic Security/Financial Intelligence, Election Threats/Foreign Malign Influence, and Space Executives. He provided legal counsel to senior Intelligence Community (IC) leadership on key intelligence and surveillance legal issues including intelligence activities, analysis, and production under applicable Executive Orders, Presidential directives, and other laws and policies. In 2019 and 2020, he served on a Joint Duty Assignment as a Deputy Legal Advisor at the National Security Council, Legal Affairs Directorate (NSC Legal). At NSC Legal, he provided legal counsel on national security and foreign relations issues to the Cybersecurity, International Organizations and Alliances, African Affairs, International Trade and Economic Affairs, and Strategic Planning Directorates. From 2017 to 2019, Mr. Fisher was assigned as Chief Counsel for the National Counterintelligence and Security Center where he provided legal advice and analysis on key counterintelligence and security issues, including critical infrastructure security, to the Director of National Counterintelligence and Security. Mr. Fisher's work in the Intelligence Community began in September 2015, initially serving as legislative counsel at ODNI where he was responsible for coordinating the development of the IC's legislative program. Prior to joining the IC, Mr. Fisher served as a Trial Attorney with the Civil Rights Division of the United States Department of Justice (DOJ). While at DOJ, he litigated several major federal voting rights cases on behalf of the United States, including Texas v. Holder (2012) and United States v. North Carolina (2015). Mr. Fisher has served in the United States Marine Corps Reserve for over 22 years (currently a Chief Warrant Officer 4). He is assigned to the Marine Innovation Unit in New York and is also a distance education student at the Marine Corps University Command and Staff College. He has held numerous leadership positions in the Marine Corps Reserve including as a Ground Combat Element Project Officer at the Marine Corps Warfighting Laboratory in Quantico, Virginia and as an Executive Officer and Platoon Commander in the 6th Engineer Support Battalion in Wilmington, Delaware. Mr. Fisher has also worked as an Adjunct Professor of Law at George Washington University Law School and clerked for the United States Court of Appeals for the Third Circuit. Steven Harris currently serves as the Acting Executive Assistant Director for Infrastructure Security at the Cybersecurity and Infrastructure Security Agency (CISA). In this role, he leads CISA's efforts to secure the nation's critical infrastructure in coordination with government and the private sector. Key areas of focus include vulnerability and risk assessments; securing soft targets and crowded places; training and exercises; and securing high-risk chemical facilities. Prior to this position, he has served as the Deputy Executive Assistant Director for Infrastructure Security, as well as the Acting Deputy Director and the Acting Assistant Director for Infrastructure Security within CISA. He previously served as the Deputy Director of National Protection and Programs Directorate's (NPPD) Office of Cyber and Infrastructure Analysis. He has also been NPPD's Deputy Chief of Staff and Director of NPPD's Office of Professional Training and Development. Before joining DHS, Mr. Harris worked in the Department of Defense in various roles. He has served as Deputy for Policy at the Defense Security Cooperation Agency (DSCA) in the Office of the Secretary of Defense, and at both Naval Air Systems Command and the Navy International Programs Office. He has also served as the Chief of the Leader Development Programs at the Defense Civilian Personnel Advisory Service in the Office of the Under Secretary of Defense for Personnel and Readiness. Tarek Abboushi - CFO

As part of the Office of the Chief Financial Officer (OCFO), Abboushi is also responsible for program analysis and evaluation, financial operations/reporting, business process transformation, audit/internal controls and economic analysis for CISA and interfaces closely with all external stakeholders in DHS, other government agencies, The Office of Management and Budget, and Congress. Prior to joining CISA in April 2021, Mr. Abboushi was the Chief Financial Officer for Mission Services, the Chief Information Officer (CIO) and Command Element at the Defense Intelligence Agency (DIA) where he led PPBE processes and program integration. He also served as DIA's Acquisition Executive for Policy and Planning for all acquisition matters where he gained both Department of Defense (DOD) and Intelligence Community (IC) approval for DIA's 1st Joint Major Acquisition Program to transform military intelligence. He also served at the Intelligence Advanced Research Projects Activity (IARPA) in the Office of the Director of National Intelligence as Chief Acquisition Officer and resource manager where he advised the Director and led various support functions for executing multiple programs focused on Customer-driven hard and difficult problems. Thomas Gonzalez serves as the Cybersecurity and Infrastructure Agency's (CISA) Acting Regional Director for Region 9, where he leads the effort to protect and advance the resilience of the nation's physical and cyber infrastructure in the states of Arizona, California, Hawaii, Nevada, the territories of American Samoa and Guam, and the Commonwealth of the Northern Mariana Islands. Prior to his appointment as (A) Regional Director, Mr. Gonzalez served as Region 9's Regional Operations Chief, responsible for all aspects of the CISA mission implemented across the region's area of responsibility. Before coming to CISA, Mr. Gonzalez served as the Assistant Deputy Federal Security Director for the DHS Pacific Threat Assessment Branch, which included the Behavioral Detection Program; Pacific Explosive Detection K9 program, and the Pacific Technical Security Specialist - Explosives Program throughout the State of Hawaii, Guam, American Samoa, and the Commonwealth of Northern Mariana Islands. Mr. Gonzalez also served as the DHS Pacific Senior Counter Threat Officer for Improvised, Weapons of Mass Destruction (WMD), Counter Unmanned Arial System's (CUAS), and Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) threats and vulnerability assessments. Mr. Gonzalez served in the U.S. Army for 27 years, retiring on Oct. 1, 2010. He achieved the rank of Command Sergeant Major. Trent Frazier

Leveraging the agency's convening authorities, Frazier facilitates the CISA Director's national coordinator role by overseeing multiple sector and cross-sector functions, including that of Sector Risk Management Agency for eight of the nation's 16 critical infrastructure. He also oversees multiple partnership and advisory councils, including those that advise the Director and the President. Valerie M. Cofield - Chief Strategy Officer

Valerie M. Cofield serves as the Chief Strategy Officer of the Cybersecurity and Infrastructure Security Agency (CISA). Ms. Cofield serves as the principal policy and strategic adviser to CISA leadership and senior management, integrating strategy across all the organization's mission areas and ensuring policy, strategy, and operational consistency throughout the agency. Prior to CISA, Ms. Cofield served at the Federal Bureau of Investigation (FBI) for 22 years in a variety of roles. She was a Deputy Assistant Director (DAD) for the Cyber Capabilities Branch within the FBI's Cyber Division where she led coordination and deployment of the division's technical tools and capabilities, and oversaw cyber-related training, recruiting, hiring, and budgeting for the division. She also served in a senior executive role as chief of staff of the Science and Technology Branch and as a DAD of the Digital Transformation Office (DTO), where she engaged with interagency partners and other key stakeholders on policy issues related to current and emerging technologies and their impact on law enforcement. In 2019, Ms. Cofield was selected as the FBI's senior detail to the Cyberspace Solarium Commission. This Congressional Commission was authorized through the FY2019 National Defense Authorization Act (NDAA). Its mission was to develop a national strategy for preventing cyberattacks of significant consequences. While on the Commission, Ms. Cofield was a Senior Director and Task Force Lead. The Commission completed its report in March of 2020 with over 75 recommendations, 25 of which were included in the FY21 NDAA and enacted into law. Ms. Cofield holds a bachelor's degree in Economics with a minor in Accounting from UCLA.

William J. Ryan

William J. Ryan (Bill) was appointed Regional Director (RD) for Region 3 in 2016. Region 3 is headquartered in Philadelphia, PA and serves Pennsylvania, Delaware, Maryland, Virginia, West Virginia, and Washington, DC. As CISA RD, Bill sets strategic level guidance for, and maintains an operational view of, the region's cyber and physical infrastructure security and resilience mission. He also serves as an advisor and liaison between DHS and representatives from all levels of government, domestic and international, as well as the private sector. Prior to his appointment as RD, Bill served as a DHS Protective Security Advisor (PSA) in the Philadelphia District from 2005 to 2016. As a PSA, he contributed to the development of the national risk picture by assisting with the identification, assessment, and monitoring of critical infrastructure. He also acted as a physical and technical security advisor to government agencies and the private sector in the U.S. and overseas. Bill is a member of the Senior Executive Service. He has held multiple university adjunct professor positions, and was a contributing author to a text book entitled "Cross-Disciplinary Perspectives on Homeland and Civil Security." Bill holds a Master of Business Administration degree from Drexel University in Philadelphia, a Bachelor of Science degree from the University of Delaware, and has completed the Senior Executive Fellows Program at Harvard University's Kennedy School of Government.
