Alaina Clark

Alaina Clark is the Assistant Director for Stakeholder Engagement at the Cybersecurity and Infrastructure Security Agency (CISA). Working collaboratively across CISA, she oversees the agency's national and international partnerships and stakeholder outreach programs while directing efforts for shared engagement information and coordination that supports CISA's unified mission delivery. Leveraging the agency's convening authorities, Ms. Clark facilitates the CISA Director's national coordinator role by overseeing multiple sector and cross-sector functions, including that of Sector Risk Management Agency for eight of the nation's 16 critical infrastructure. Ms. Clark also oversees multiple partnership and advisory councils, including those that advise the Director and the President. These mechanisms for public-private partnership ensure that CISA directly engages subject matter experts to collaboratively identify then address high priority issues, often resulting in new products and services that help critical infrastructure stakeholders increase their security and resilience. Ms. Clark's initial role within CISA was as the Deputy Chief of External Affairs, where she led the agency's public affairs and digital messaging, legislative agenda, and branding-including CISA's social media, web presence and graphic design. Prior to her work with CISA, Ms. Clark served as the Deputy Assistant Secretary for Intergovernmental Affairs (IGA) for the Department of Homeland Security (DHS), where she directed the operations of IGA's state, local and Tribal teams. During that time, Ms. Clark led the standup of the Office of Partnership and Engagement (OPE), reporting directly to the Secretary of Homeland Security. The OPE standup consolidated core partnership offices, advisory councils, and national awareness campaigns to gain efficiencies and promote information sharing and coordination. Less than one year after establishing OPE, Ms. Clark became OPE's acting Assistant Secretary-leading the office through a Presidential transition. Before joining DHS, Ms. Clark supported the DHS Science and Technology Directorate and the DHS Office of the Under Secretary for Management as an employee of a private sector consulting firm. Ms. Clark holds a bachelor's degree in international studies from Dickinson College in Carlisle, Pennsylvania, and a master's degree in government with a concentration in homeland security from Johns Hopkins University in Baltimore, Maryland.

Billy Bob Brown

Billy Bob Brown, Jr., serves as the Executive Assistant Director for Emergency Communications within the Cybersecurity and Infrastructure Security Agency (CISA) since Oct 12, 2020. In this capacity, AD Brown is one of three CISA designated Executive Sponsors, as identified in the Cybersecurity and Infrastructure Security Act of 2018. Brown most recently served as the Associate Director, Priority Telecom Services Sub-Division as well as the Program Manager for both the DHS Level 2 Program Next Generation Networks Priority Services Program and the Level 3 Program Priority Telecommunications Services Program. In this role, he was responsible for providing priority telecommunications services over commercial networks to enable national security and emergency preparedness (NS/EP) personnel to communicate during congestion scenarios across the nation. Previous to this assignment, he served as the Chief Administrative Officer, Office of Emergency Communications (OEC) and worked with a team to develop, coordinate, and implement a Resources Management for OEC that provides fiscal planning, programming, budgeting and execution across the five-year Future Years Homeland Security Program. It also provides integrated facilities planning with human resource and staffing planning, and property management planning to ensure successful resourcing of OEC efforts to unify the entire emergency communications community. Previous assignments included a detail assignment as Director of Operations Integration, National Protection and Programs Directorate (NPPD), where he achieved Midterm Operational Capability of the NPPD Coordination and Operations as well as the NPPD Regional Pilot. This effort operationally tested the Directorate's integration of field forces to meet Cyber, Physical, and Emergency Communications challenges. Prior to this, Brown served as Chief, Regional Coordination Branch, OEC, leading a geographically dispersed team that facilitated operational communications coordination and collaboration at all levels of government. He advocated key emergency communications initiatives, programs, and activities designed to unify and lead the nationwide effort to improve NS/EP communications capabilities. Prior to joining the OEC in 2008, Brown served as an Operations Analyst with General Dynamics Information Technology and served as a career military officer in the United State Marine Corps as an Infantry Officer in various duty assignments with world-wide operational experience ranging from the Infantry Platoon to the Marine Expeditionary Force. Brown graduated from the United States Air Force Academy with a Bachelor of Science degree and holds a Master of Business Administration from Webster University.  He is a certified Project Management Professional (PMP).

Brandon Wales

Brandon Wales is the Cybersecurity and Infrastructure Security Agency's (CISA) first Executive Director, serving as the senior career executive helping oversee execution of CISA operations. He is responsible for leading long-term strategy development, managing CISA-wide policy initiatives and ensuring effective operational collaboration across the Agency. In February 2022, Wales was appointed as the lead for the Federal Government's domestic preparedness and response related to the Russian-Ukraine crisis. In this capacity, Wales was responsible for establishing and leading an interagency Unified Coordination Group (UCG) to ensure unity of effort, building U.S. government-wide strategic objectives, identifying and resolving gaps in operations and interagency coordination, and coordinating with federal, state, local, tribal, and territorial officials, as well as representatives of private sector and non-governmental entities. From November 2020 through July 2021, Wales was the Acting Director of CISA. In this capacity, he led CISA's efforts to defend civilian networks, manage systemic risk to national critical functions, and work across both the public and private sectors to raise the security baseline of the Nation's cyber and physical infrastructure. During his tenure as the acting Director, he led the agency's response to the SolarWinds Orion Supply Chain Attacks, Microsoft Exchange vulnerabilities, the Colonial Pipeline ransomware attack, Pulse Connect Secure vulnerabilities, and the Kaseya VSA supply chain ransomware attack, among many others, while completing the stand-up and reorganization of the Agency following the passage of the CISA Act of 2018, which established CISA as an independent agency. From August 2017 to December 2019, Wales directly supported the Secretary of Homeland Security beginning as the Senior Counselor to the Secretary for Cyber and Resilience, Wales was responsible for advising on cybersecurity, emergency management, incident response and building a more resilient nation. Following that assignment, he served as the Deputy Chief of Staff (Acting), developing and advancing the Department's strategic priorities. In June 2019, Wales assumed the role of Chief of Staff (Acting), assisting the Secretary in overseeing the Department, ensuring close coordination across its operational components and managing interagency relationships. Wales has been called upon to support a variety of Department-wide initiatives. When the Department began working on the first Quadrennial Homeland Security Review in 2009, Wales was asked to lead the review of the counterterrorism and cyber security mission areas. Following the 2013 release of Executive Order 13636, Improving Critical Infrastructure Cybersecurity, Wales led the effort to identify critical infrastructure at potential catastrophic risk from cybersecurity incidents.

Bridget Bean

Bridget Bean is the Assistant Director for the Integrated Operations Division (IOD) at the Cybersecurity and Infrastructure Security Agency (CISA). As the Assistant Director for Integrated Operations, she leads the agency's efforts around coordinating, collaborating, and executing CISA's operational activities to ensure seamless support and expedited responses to critical needs. Under her leadership, IOD ensures CISA's frontline, externally facing activities are coordinated, collaborative, and communicative across CISA allowing seamless support and expedited response to critical needs as well as delivering the full array of CISA's services across the nation. IOD enhances mission effectiveness, information sharing, and situational awareness by unifying the conduct and reporting of operations through a single report channel to provide leadership end-to-end operational visibility for physical, cyber, and communications activities. Additionally, IOD provides CISA-specific and incident-specific intelligence context and products to support all missions and conducts continuity planning and internal drills needed to track and improve the overall operational readiness throughout the enterprise. Before joining CISA, Ms. Bean was an independent consultant helping state, local, tribal and territorial governments, as well as small businesses and nonprofits, solve complex problems. Bridget previously served as a Senior Executive at the Federal Emergency Management Agency (FEMA) and the Small Business Administration (SBA) with extensive operational assignments in National Preparedness, Human Capital, and Economic Development. As FEMA's Acting Deputy Administrator for Resilience, the agency's third ranking official, Bridget led a team of 1,600 employees and directed an annual budget of $600 million. Prior to that role, she led FEMA's Grants Program Directorate, where she oversaw the strategic alignment of $20 billion in Homeland Security grants with emerging, multi-faceted threats, as well as the $600 million Grants Management Modernization effort. During her tenure with the SBA, Bridget served in several roles including Deputy Chief Operating Officer, Chief Human Capital Officer, and Washington Metropolitan District Director. Bridget is a graduate of George Mason University. She is an active member within her community, serving on the board of GovCon Leadership Advisory Council, a member of Executive Women in Government and is a volunteer with Fairfax County Community Emergency Response Team (CERT) team.

Cait Conley

Cait Conley is the Senior Advisor to the Director, a role that includes responsibilities supporting CISA's election security efforts. Conley leads CISA's work in partnering with state and local election officials to manage and reduce risk to the Nation's election infrastructure. Conley brings a wealth of election security experience and knowledge to this role having previously served as the Executive Director of the bipartisan Defending Digital Democracy Project, based out of Harvard University's Belfer Center. As Executive Director, she led the development and implementation of strategies, tools and recommendations for election administrators, election infrastructure providers, campaign organizations and leaders involved in democratic processes to better defend against cybersecurity threats. Conley is an experienced combat veteran with demonstrated leadership in global special operations, cyber operations, and counterterrorism. Most recently, Conley served as the Director for Counterterrorism for the National Security Council prior to joining CISA as a Senior Advisor to the CISA Director. Conley is a graduate of the United States Military Academy at West Point and holds a Master's degree in Business Administration from the Massachusetts Institute of Technology and a Master of Public Policy Degree from Harvard University's Kennedy School of Government.

Dallas Brown

Dallas Brown is a Senior Counselor and the Organizational Ombudsman for the Cybersecurity and Infrastructure Security Agency at the Department of Homeland Security. A career member of the Senior Executive Service, he joined DHS in 2008, initially as Chief Operating Officer and Acting Under Secretary for CISA's precursor, the National Protection and Programs Directorate, at that time. A former Army Colonel and proud "Soldier for Life," he served in leadership positions with infantry, armor and mechanized units in the U.S., Europe and Persian Gulf region, and on operational deployments in Kuwait, Haiti, Bosnia and Iraq. He also served on the National Security Council Staff at the White House, with the Joint Staff and Office of the Secretary of Defense at the Pentagon, and as Director of U.S. Central Command's Joint Interagency Coordination Group at MacDill Air Force Base, Florida and forward in Qatar, Kuwait, Iraq and Afghanistan. He earned Paratroop, Ranger and Distinguished Tank Crew qualifications as a young officer, and later the Army's 6Z (Strategist) skill identifier. He holds degrees from the Woodrow Wilson School at Princeton University, Harvard Kennedy School and Army War College; and has been recognized with fellowships by the Council on Foreign Relations, Center for Strategic and International Studies, Ford Foundation and National Science Foundation. Affiliations include the Veterans of Foreign Wars, 10th Cavalry Regiment (Buffalo Soldiers) and NAACP.

David Patrick

David Patrick is the Cybersecurity and Infrastructure Security Agency's (CISA) Chief Acquisition Executive (CAE). As CISA's CAE, he provides management and oversight for all acquisition and procurement functions of CISA consistent with the missions of the agency, applicable laws, regulations, principles, and standards. David is leading the realignment of CISA acquisition and procurement activities and the transformation of the Office of the Chief Acquisition Executive (OCAE). Prior to joining CISA, David served as the US Immigration and Customs Enforcement's (ICE) Deputy Assistant Director (DAD) of the Office of Investment and Program Accountability (OIPA) and Deputy CAE. In this role, he oversaw all aspects of ICE's $4.4 billion acquisition program portfolio, including acquisition policy, support & governance, acquisition workforce development, and data/reporting activities. Additionally, while at ICE David served in an acting capacity as ICE's CAE and ICE Office of Strategy, Policy, and Plans' (SPP) Deputy Assistant Director. From 2010 to 2017, David served in multiple leadership positions within the Department of Homeland Security's (DHS) Office of Program Accountability and Risk Management (PARM), including as Director of Acquisition Operations and Director of Policy and Governance. In these roles, he led and oversaw acquisition program governance of the Department's $18 billion portfolio of major acquisition programs, development of DHS' major acquisition and systems engineering policies, acquisition program management training requirements, and acquisition reporting activities including coordination with Congressional and Government Accountability Office (GAO) overseers. Before his role at PARM, David served as a Program Manager at US Customs and Border Protection (CBP), leading two DHS major acquisition programs; the Border Patrol Facilities Program ($6.8 billion) and the Mobile Assets Program ($1.25 billion). Before joining DHS in 2007, he served as a Project Manager, Risk Manager, and Requirements Manager for IT programs at the US Census Bureau. From 2000 to 2004, David was a Banking/I.T. Consultant for ISECON-AG in Pfaffenhofen, Germany. Additionally, from 1995 to 2000, David served in the US Air Force Reserves as Combat Arms Training and Maintenance (CATM) Instructor. David holds DHS (Level III) and FAC P/PM (Senior-level) Program Manager certifications, FAC-COR (Senior-level) certification, and is a Project Management Institute (PMI) certified Project Management Professional (PMP). David Rosado

David Rosado serves as the Regional Director for Region 9 at the Cybersecurity and Infrastructure Security Agency (CISA), where he leads the effort to protect and advance the resilience of the nation's physical and cyber infrastructure in the states of Arizona, California, Hawaii, Nevada, the territories of American Samoa and Guam, and the Commonwealth of the Northern Mariana Islands. Prior to joining CISA, Mr. Rosado had a distinguished career in public service and security management. Mr. Rosado served as Chief of Police in the City of Hartford, Connecticut where he oversaw a department with over 400 police officers and a budget of approximately $46 million. Mr. Rosado also served for 20 years with the Connecticut State Police, where he achieved the second-highest rank in the agency as Lieutenant Colonel. In this role, he oversaw more than 800 sworn and civilian employees and was responsible for all operational components of the agency, including patrol, investigations, specialized units, and protection of critical infrastructure statewide. After Mr. Rosado's law enforcement career, he worked for Major League Baseball in New York City, serving on a national level as MLB's Chief Security Liaison to all of Minor League Baseball. Mr. Rosado also served as Chief Operations and Chief Security Officer of a logistics and technology firm in Connecticut. Most recently, Mr. Rosado, also an attorney, worked in private practice at a litigation firm in Hartford, Connecticut. Mr. Rosado is fluent in Spanish and received a Bachelor of Arts degree in sociology from the University of Connecticut, and a Juris Doctor degree from the University of Connecticut School of Law. He is also a graduate of the FBI National Academy, Session 249, in Quantico, Virginia.

Dr. David Mussington

Dr. David Mussington currently serves as the Executive Assistant Director for Infrastructure Security at the Cybersecurity and Infrastructure Security Agency (CISA). Since February 2021, he continues to lead CISA's efforts to secure the nation's critical infrastructure in coordination with government and the private sector. Key areas of focus include vulnerability and risk assessments; securing public gatherings; developing and conducting training and exercises; and securing high-risk chemical facilities. Dr. Mussington has academic as well as private and public sector experience. Immediately prior to joining CISA, Dr. Mussington was Professor of the Practice and Director for the Center for Public Policy and Private Enterprise at the University of Maryland School of Public Policy. His research and teaching activities focused on integrated cyber physical system risk management, election cybersecurity, and critical infrastructure security risk management. He is published in academic and professional journals, including published handbooks by the University of Oxford in the U.K., working papers co-written with partners at the U.S. Naval War College, and peer reviewed articles in the Institute of Electrical and Electronics Engineers outlets about metrics and risk frameworks for cyber defense. Most recently, he conducted projects on election cybersecurity, social media information security issues, and the security of Internet and Communications Technology supply chains. At RAND Corporation, Dr. Mussington led counter terrorism and cyber security studies for the Department of Defense, the Department of Transportation, and Amtrak. He later served as Amtrak's senior official overseeing infrastructure protection, counter terrorism, and emergency response programs as Amtrak's Chief of Corporate Security . At the Institute for Defense Analyses, as the Assistant Director of the Information Technology and Systems Division (ITSD), Dr. Mussington directed cybersecurity studies for DHS, the Office of the Director of National Intelligence, the Federal Communications Commission, and the North Atlantic Treaty Organization. He also led cyber risk assessments for the Bank of Canada and for private sector entities in the U.S. and Canada. In 2010, Dr. Mussington served as the U.S. Department of Defense (DOD) Senior Adviser for Cyber Policy, where he led the preparation and release of the 2011 Defense Strategy for Operating in Cyberspace, which was DOD's first enterprise-wide cyber strategy document. He later served on the Obama administration's National Security Council staff as Director for Surface Transportation Security Policy. Dr. Mussington has a Doctorate in Political Science from Canada's Carleton University and undertook post-doctoral work at Harvard's Belfer Center (where he was a MacArthur Scholar) and at the U.K.'s International Institute for Strategic Studies (IISS). In 2021, Dr. Mussington was elected a life member of the Council on Foreign Relations.

Dr. Elizabeth Kolmstetter - CHRO

Dr. Elizabeth Kolmstetter is the Cybersecurity and Infrastructure Security Agency's (CISA) Chief People Officer. In her role, Kolmstetter works closely with Director Easterly, Chief of Staff Kiersten Todt, and members of the leadership team, in close coordination with the Office of the Chief Human Capital Officer and the Office of Equity, Diversity, Inclusion and Accessibility. Dr. Kolmstetter continues to build the CISA Culture into our everyday activities and plays a critical role in ensuring an enduring "People First" culture. Prior to CISA, Kolmstetter was the Director of Talent Strategy and Engagement in National Aeronautics and Space Administration's (NASA) Human Capital Office. She was responsible for programs including employee engagement and culture, workforce strategy and planning, and people analytics. In 2021, she was named Deputy for Culture & Workforce Transformation to focus on NASA's Future of Work, Digital Transformation, and Diversity & Inclusion imperatives. Her work directly contributed to NASA being named the Best Place to Work in Government (large agencies) for ten years in a row. With 29 years of public service, she has pioneered innovative programs across agencies including NASA, U.S. Agency for International Development (USAID), Central Intelligence Agency (CIA), Federal Bureau of Investigation (FBI), Director of National Intelligence (ODNI), and Transportation Security Administration (TSA). While at ODNI, she established the Intelligence Community Cybersecurity Recruiting and Retention Task Force in support of the Comprehensive National Cybersecurity Initiative (with Department of Defense and Department of Homeland Security). This work resulted in the Government's first Cybersecurity Competency Directory and standards, still in use by the National Institute of Standards and Technology (NIST) and Office of Personnel Management (OPM) for cybersecurity professionals. Kolmstetter received the 2022 Meritorious Presidential Rank Award, 2010 National Intelligence Superior Service Medal, 2020 NASA Outstanding Leadership Medal, 2010 Hollins University Distinguished Alumnae Award, the Society for Industrial & Organizational Psychology (SIOP) 2006 M. Scott Myers Award for Best Applied Research and is a Fellow of SIOP. She received her Ph.D. and M.S. in Industrial and Organizational (IO) Psychology from Virginia Tech and her B.A. in Psychology and Computer Science from Hollins University. She and husband, Michael, are the proud parents of twins Miles and Nicole (now 23).

Eric Goldstein

Eric Goldstein serves as the Executive Assistant Director for Cybersecurity for the Cybersecurity and Infrastructure Security Agency (CISA) as of February 19, 2021. In this role, Goldstein leads CISA's mission to protect and strengthen federal civilian agencies and the nation's critical infrastructure against cyber threats. Previously, Goldstein was the Head of Cybersecurity Policy, Strategy, and Regulation at Goldman Sachs, where he led a global team to improve and mature the firm's cybersecurity risk management program. He served at CISA's precursor agency, the National Protection and Programs Directorate, from 2013 to 2017 in various roles including Policy Advisor for Federal Network Resilience, Branch Chief for Cybersecurity Partnerships and Engagement, Senior Advisor to the Assistant Secretary for Cybersecurity, and Senior Counselor to the Under Secretary. At other points in his career, Goldstein practiced cybersecurity law at an international law firm, led cybersecurity research and analysis projects at a federally-funded research and development center, and served as a Fellow in Advanced Cyber Studies at the Center for Strategic and International Studies, among other roles. He is a graduate of the University of Illinois at Urbana-Champaign, the Georgetown University School of Public Policy, and Georgetown University Law Center.

Erin Buechel Wieczorek

Erin Buechel Wieczorek is the Acting Chief External Affairs Officer at the Cybersecurity and Infrastructure Security Agency (CISA). Before being named to this post, she served as CISA's Director and Deputy Director of Legislative Affairs from February 2018 - December 2020. In this role, she oversaw the execution of the Agency's legislative agenda and managed the Congressional outreach during the stand-up of the Department of Homeland Security's (DHS) newest component and legislative efforts related to the Agency's #Protect 2020 election security effort. Under her leadership, CISA realized an increase of more than $500 million above the Agency's initial budget request; the successful passage of the Cybersecurity and Infrastructure Security Act of 2018, which established CISA as an independent operational component within DHS; the adoption of the Fiscal Year 2021 National Defense Authorization Act which provided CISA with more than 12 critical additional authorities to improve cybersecurity and resilience; and passage of the DOTGOV Act of 2020 which transferred DOTGOV security from the General Services Administration to CISA as part of the FY21 Omnibus Appropriations Act. Before joining the Department in 2018, Erin spent nearly ten years with various Department of Defense elements working in public and legislative affairs. She served as the Director of the Strategic Communications Division for the Program Executive Office Enterprise Information Systems (PEO EIS) acquisition organization, managing public affairs, legislative affairs, internal review and social media/graphics. She also served in the Office of Legislative Affairs at the Joint IED Defeat Organization (JIEDDO) combating direct threats from improvised explosive devices (IED) in the Iraq and Afghanistan theaters through rapid acquisition. Prior to her Executive Branch service, Erin led Congressional relations and public affairs campaigns at public relations agency Golin (previously GolinHarris) focused on appropriations, technology and higher education. Erin started her career on Capitol Hill. She is a proud Penn Stater and earned her MA in Government and her MBA from Johns Hopkins University. She holds a Department of Defense acquisition level III certification in program management and was honored to be a Bryce Harlow Foundation Fellow while completing her graduate studies.

Harvey O. Perriott

Harvey O. Perriott currently serves as the Regional Director for the Cybersecurity and Infrastructure Security Agency (CISA), Region 6 headquartered in Irving, TX. His staff overseas risk management, and both physical and cyber security activities for private and public sector partners across five states including Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. He regularly interacts with state and local Homeland Security officials and is the CISA Director's representative to Region 6 stakeholders. Prior to this assignment, he served as the Chief, Protective Security for CISA Region 6 providing leadership and management to a team of 13 Protective Security Advisors (PSAs) across 5 states. His PSAs supported infrastructure risk management and acted as emergency management and physical security advisors to Federal, State, local, and Tribal officials. Prior to this assignment, he served as the Protective Security Advisor for the North Texas District from 2006-2017. From November 2004 until June 2006, Mr. Perriott served as the Staff Director for the Office of Infrastructure Protection's Risk Management Division located in Washington, DC. In this capacity he facilitated the daily operations of a division consisting of 130 federal and contract personnel. Mr. Perriott brings extensive experience and training to the agency in the fields of security, counterterrorism, and special operations. With over 25 years' experience in U.S. Special Operations, Mr. Perriott has been involved in various military operations directed at counterterrorism activities. Mr. Perriott was recognized for his contributions to Operation ENDURING FREEDOM with a Bronze Star Medal. He has served within CISA or its predecessors for 17 years. Mr. Perriott holds a Bachelor's Degree in Human Resource Management and a Physical Security Professional certification with the ASIS; he has an in-depth knowledge of technical and physical security, threat and vulnerability assessments, analysis of requirements, and the development of operational plans. He has been married for over 33 years, with two children and one grandson.

James Burd

Burd leads CISA's Office of the Chief Privacy Officer (OCPO) and is responsible for ensuring CISA integrates full individual privacy protections into the management of a safe, secure, and resilient cyber and physical infrastructure. The OCPO represents the privacy interests of all Americans by promoting transparency, fairness, and equality in CISA's activities, strategies, and operations. Previously, Burd was the deputy chief privacy officer for NPPD and served as a senior privacy analyst working on issues related to cybersecurity, physical security, information sharing, identity management, biometrics, law enforcement, and national security. Burd's work as a senior privacy analyst was critical to establishing the Cybersecurity Information Sharing Act of 2015's privacy and civil liberties safeguards. Prior to joining DHS in 2011, Burd supported the Smart Border Alliance, working on data quality issues for DHS information systems. Burd started his professional career working on data quality issues for a telecommunications company.

Before serving in her current role, Jen was the head of Firm Resilience at Morgan Stanley, responsible for ensuring preparedness and response to business-disrupting operational incidents and risks to the Firm. She also helped build and served as the first Global Head of Morgan Stanley's Cybersecurity Fusion Center, the Firm's center of gravity for cyber defense operations. Jen has a long tradition of public service, to include two tours at the White House, most recently as Special Assistant to President Obama and Senior Director for Counterterrorism and earlier as Executive Assistant to National Security Advisor Condoleezza Rice. She also served as the Deputy for Counterterrorism at the National Security Agency. John P. Durkin

Mr. Durkin is a 24-year veteran of the New York City Police Department, where he spent most of his career in the Emergency Service Unit of the Special Operations Division and retired as a Deputy Inspector in command of the Aviation Unit. Other assignments during his tenure at NYPD included Commanding Officer of the Intelligence Division's Protective Intelligence Unit and of the Threat Assessment Unit. Before his service at CISA, he spent a year at the National Weather Service as the Director of Communication and Executive Affairs, where he helped launch the start of the Weather Ready Nation initiative to formerly recognize partners who improve the nation's readiness, responsiveness, and overall resilience against extreme weather, water, and climate events. Mona Harrington

As Assistant Director, she collaborates with public-private partners to identify, analyze, and mitigate risk from cyber and physical threats to critical infrastructure. Under her leadership, the NRMC is advancing its integrated analytic capabilities to support how government and industry share information, manage risk, and prepare and respond to threats. Through the facilitation of strategic, cross-sector risk management efforts, Harrington oversees some of CISA's key initiatives to include the securing of elections, emerging technologies, and supply chains. She is the governmental co-chair for the Information and Communications Technology Supply Chain Risk Management Task Force. Assistant Director Harrington is an accomplished executive who brings over 20 years of Federal Government experience. She has worked in a variety of leadership roles requiring the direction of multi-million-dollar budgets. Her expertise spans cybersecurity, strategy, risk management, critical infrastructure, human capital, operations, and the implementation of best practices in critical infrastructure environments. Prior to joining CISA, Assistant Director Harrington served in several positions for the U.S. Election Assistance Commission (EAC), including as the Executive Director and the Chief Information and Security Officer. As the Executive Director, she partnered with CISA on election critical infrastructure security initiatives and led COVID-19 response efforts; providing online resources to election officials as they prepared to administer elections during the pandemic. In addition, she directed the distribution of more than $425 million in security grant funds and $400 million in CARES Act funds to the states. Harrington assembled new cyber and clearinghouse teams to assist EAC stakeholders leading up to the 2020 election. Harrington can be credited with advancing the Voluntary Voting System Guidelines 2.0 (VVSG 2.0) to completion in 2021. While serving as Chief Information and Security Officer at the EAC in 2018, Harrington was credited with modernizing the network and improving the EAC security posture of IT systems and critical infrastructure. Harrington directed the implementation of modern and secure security devices, virtual networks, and migrated to Cloud services. Harrington has proven herself to be an expert change agent and strategic thinker with extensive expertise in leading teams of professionals in the implementation of effective strategies that improve productivity while meeting agency goals. Nicole Windham

Nicole Windham is the Chief Operations Support Officer for the Cybersecurity and Infrastructure Security Agency. As the Chief Operations Support Officer, she oversees the facility, logistic and environmental functions for CISA, including the CISA Headquarters Consolidation project and regional build outs across the nation. Prior to this role, she was the Director of Management for the Department of Homeland Security (DHS) National Protection and Programs Directorate (NPPD) where she oversaw the budget, finance, human resources, information technology, and administrative services for the Directorate. Windham also served as the NPPD Director of Budget and Financial Administration overseeing the budget and financial operations for the Directorate's $3 billion annual appropriations and fee collections, including cybersecurity, infrastructure protection, identity management, and the protection of federal facilities. Prior to joining DHS, Windham was an associate at Booz Allen Hamilton. She served as program manager of several DHS Component engagements, providing budget and finance, human resources, information technology, and strategic planning support. She also previously worked at Lockheed Martin, where she supported the Joint Strike Fighter, the Coast Guard Deepwater program, and the Aegis Combat System. Windham attended the DHS Capstone Program, Department of Defense Vanguard Senior Executive Development Program, and the Federal Executive Institute Leadership in a Democratic Society. Nitin Natarajan

Prior to joining CISA, Natarajan served in a variety of public and private sector positions spanning over 30 years. Most recently he served as an executive with consulting firms within the National Capital Region, providing subject matter expertise on a variety of topics, including cybersecurity, homeland and national security, critical infrastructure protection, environmental emergency management, continuity of operations, and health security matters. Natarajan also held a number of federal government roles to include Deputy Assistant Administrator at the U.S. Environmental Protection Agency, the Director of Critical Infrastructure Policy at the White House/National Security Council, and as a Director at the U.S. Health and Human Services overseeing healthcare and public health programs. Prior to serving in the federal government, Natarajan served in positions at the state/local government level and served as a hospital administrator in New York. At the beginning of his career, Natarajan spent 13 years as a first responder in New York, which included service as a flight paramedic. He was the Commander of a federal medical response team, based in New York, and has extensive experience deploying to natural and man-made disasters throughout the nation. He holds an undergraduate degree from the State University of New York and a graduate degree from the United States Naval Postgraduate School.

Patrick Massey

Prior to joining CISA in 2016, Mr. Massey served for twenty years with the Federal Emergency Management Agency (FEMA) Region 10 office including as the Director, National Preparedness Division, Regional Integration Branch Chief, Technological Hazards Branch Chief, and as a Hazard Mitigation Specialist. In addition, Mr. Massey served in various operational assignments on numerous disasters throughout the country over his career. Prior to joining FEMA, Mr. Massey served as the Assistant State Hazard Mitigation Officer with the Illinois Emergency Management Agency. Trained as a Nuclear, Biological, and Chemical Officer in the United States Army, Mr. Massey served in a tank battalion in Germany and in the First Gulf War. Previous to his tenure with CISA, Mr. Kirk spent over 20 years of his federal career in a diverse and progressive set of positions in the Federal Emergency Management Agency (FEMA) in Region 7, most recently as the Federal Preparedness Coordinator and National Preparedness Division Director. In 1998-1999, Mr. Kirk left FEMA and moved to Washington, DC, where he helped stand-up the U.S. Chemical Safety and Hazard Investigation Board, before returning to Kansas City and FEMA. Mr. Kirk earned a Master of Arts in Security Studies from the Naval Postgraduate School Center for Homeland Defense and Security, and he holds a Bachelor of Science degree in Agricultural Economics from Kansas State University. Mr. Kirk and his spouse, Shelly Kirk, reside in Oak Grove, Missouri.

Robert (Bob) Costello - CIO

Robert (Bob) Costello is the Chief Information Officer (CIO) at the Cybersecurity and Infrastructure Security Agency (CISA). As the CIO, he leads the Agency's efforts to develop, deploy, secure, and support technology solutions for the agency. Prior to this, he was a Public Sector Civilian Strategic Advisor at World Wide Technology. In this role, he engaged with federal government customers to identify and solve their most complex challenges, leveraging his extensive federal agency experience to develop and deliver innovative solutions that meet their needs and serve their mission. Bob brings a wealth of experience serving over 13 years at DHS, both at Immigration and Customs Enforcement and Customs and Border Protection. He also served as the Senior Executive Service as the Executive Director (XD) of the Office of Information and Technology (OIT) Enterprise Networks and Technology Support Directorate (ENTSD) at CBP, as well as serving concurrently in the role of Acting XD of the Border Enforcement and Management Systems Directorate. During his tenure in ENTSD, he oversaw the modernization of the largest data network in DHS, improved connectivity to cloud service providers, and dramatically increased the agency's usage of mobility platforms. He also oversaw the agency's movement to the TIC 3.0 framework and implemented zero trust solutions at the network level. He led the operations of the agency's land mobile radio network, the National Law Enforcement Communications Center, and maintenance of the non-intrusive inspection systems utilized at all ports of entry. He also directed all software development for the U.S. Border Patrol, and all of the agency's mission support systems, moving over 100 applications to a SECDEVOPS development methodology. He was also heavily involved in implementing IT solutions for COVID-19, redesigning remote access solutions and deploying several new applications. Earlier in his career, Costello served as the Deputy Executive Director (DXD) and acting XD for OIT's Field Support Directorate (FSD) supporting information technology, radio systems, and enforcement technologies worldwide, as well as worked at ICE as the Director of Network Engineering overseeing networks worldwide and implementing solutions for mobility and datacenter migrations, e-discovery, and collaboration solutions. Costello is a nine-year veteran of the U.S Air Force and U.S. Air Force Reserves. He holds a Bachelor of Arts degree in Organizational Leadership from Fordham University and is a Certified Information Systems Security Professional and Project Management Professional.
