Bruno Santiago Paladines Puertas graduated in Ecology and Natural Resources Management at the Peoples' Friendship University of Russia, Moscow. He holds an MSc. in Human Ecology from the Free University of Brussels (Vrije Universiteit Brussel). He is currently working as coordinator of projects for conservation and sustainable use of biodiversity; he is responsible for fundraising and coordinator of the Dry Forest Mosaic; and, of the Scaling-up Program "Plataforma Amazónica", of the Corporación Naturaleza y Cultura Internacional (NCI), based in Loja - Ecuador. Since 2008, he has been the Executive Director of Fundación Naturaleza y Cultura Ecuador. For more than 23 years he has worked with communities and autonomous and decentralized governments in southern Ecuador and in the Ecuadorian Amazon, in processes of territorial management together with provincial governments, peoples and nationalities. At present, his main interest is focused on the implementation of holistic approaches to conservation and development. He has participated in several national and international publications and events. He is a musician and composer and graduated from the Salvador Bustamante Celi National Conservatory of Music in the city of Loja.

Carlos E. Aragon joins the GCF Task Force in Brazil. He brings more than 25 years of work experience in the Brazilian Amazon and 12 years in the Regional Amazon to the GCF. He has worked for the Amazon state of Acre, the national government, international intergovernmental organizations, the private sector, and non-governmental organizations. His knowledge of the opportunities and challenges associated with each of those sectors makes him a valuable member of the GCF team. Most recently, Aragon worked as Manager of the Program for Innovative Solutions at the Sustainable Amazonas Foundation and as the Coordinator for Climate Change and Sustainable Development at the Amazon Cooperation Treaty Organization. In those positions, he led and participated in the development, implementation, monitoring and evaluation, and fundraising for relevant participative programs and projects to conserve the Amazon rainforest. These programs included: the Forest Cover Monitoring Project in the Regional Amazon; the Sustainable Development of Extractive Reserves Program; and the Project for Indigenous Populations in Boundary Areas. At the international level, Carlos contributed to consensus building on forest, climate change and sustainable development within the framework of the UN system. He is a civil engineer and specialist in finance and development, with an MBA in Financial Administration and an MSc. in Environmental Economics.

Colleen Scanlan Lyons, Ph.D., is a cultural anthropologist who serves as the Project Director for the GCF Task Force. Colleen is also an Associate Research Professor with the Environmental Studies Program (ENVS), the Co-Director of the Laboratory for Energy and Environmental Policy Innovation, and a Research Associate with the Environment and Society Program in CU's Institute of Behavioral Science. In addition to her work with the GCF Task Force, Colleen teaches undergraduate and graduate courses on integrated conservation and development in Brazil's Amazon and Atlantic Forests, mentors students, and conducts research on topics ranging from livelihoods in the Atlantic Forest to artisanal mining in Peru and Colombia. She is completing a book on social movements in the biodiversity hotspot of Southern Bahia, Brazil. Colleen is passionate about engaging diverse groups of people-from governmental leaders and civil servants to civil society, private sector and philanthropic actors-to co-construct integrated approaches to conservation, development, and education. She has worked with a range of social-environmental institutions and organizations including the National Institute for Research in the Amazon (INPA), the American Forum for Global Education, the City of Boulder Open Space Department, the Climate Reality Project, the Inter-American Development Bank, and the Global Greengrants Fund. While her geographic expertise lies in Brazil, where she has nearly three decades of experience in the Amazon and Atlantic Forests, she has also developed projects in Bolivia, Belize, Costa Rica, Indonesia, Uganda, and the United States. She holds a BA from the University of Notre Dame, MA degrees in International Development and Anthropology from the School for International Training and CU, respectively, and a Ph.D. in Anthropology from CU.

Fabiola Muñoz Dodero joined the GCF Task Force in September 2021. She is a lawyer with a master's degree in Social Policy. Fabiola has been Minister of Environment and Minister of Agriculture and Irrigation besides other relevant appointments where she was also Deputy Director of the U.S. Forest Service Cooperation Program in Peru.
As a Minister of Agriculture and Irrigation, she managed to reach consensus on the position of the Executive, presenting and promoting the initiative to create the Ministry of Agrarian Development with a Vice-Ministry of Family Agriculture, which gave rise to the current Vice-Ministry of Family Agriculture Development and Agrarian Infrastructure. As Minister of the Environment, she assisted the implementation of the circular economy approach. She promoted the Framework Law on Climate Change and the Law that regulates single-use plastic and disposable packaging.
Fabiola is also currently the Coordinator of the Coalition for Sustainable Production and Co-Chair of the FACT Multistakeholder Taskforce that supports the development of the Forest, Agriculture, and Commodity Trade - FACT dialogue.

Gabriel Penteado joined the GCF Task Force as a Program Associate in September 2023. Gabriel is a practitioner contributing to sustainable inclusive development. He worked most recently as a consultant to the World Bank Group to facilitate a South-South Knowledge Exchange among representatives from Indonesia, the Democratic Republic of the Congo, and Brazil - his home country. The exchange fostered collaboration among officials to address deforestation and forest fires by sharing good practices and experiences in a variety of areas, including jurisdictional programs to reduce deforestation. He previously served as a Business and Investment Specialist at The Nature Conservancy, where he developed innovative solutions for sustainable supply chains and created accessible public communications materials. Gabriel holds a Master's Degree in Development Practice from the University of California, Berkeley and a B.A. in Public Administration with International Relations from Fundação Getúlio Vargas, in São Paulo. He speaks Portuguese (native), Spanish and English.

Jason Gray is an environmental attorney and climate policy expert who serves as Project Director of the Governors' Climate and Forests Task Force (GCF Task Force) at the Emmett Institute on Climate Change and the Environment at UCLA School of Law. Jason previously served as chief of California's Cap and-Trade Program at the California Air Resources Board (CARB), the state agency tasked with formulating and implementing the state's world-leading climate policies. In this position, Jason oversaw a staff of more than 30 experts and managers tasked with designing and implementing California's carbon market. He represented CARB within the GCF Task Force for nearly a decade, and previously served as manager of the Cap-and-Trade Program's market monitoring section and as an attorney supporting the development and implementation of climate and air quality regulations at CARB. Jason has also worked on environmental education, biodiversity conservation, local capacity building, and sustainable development projects with the U.S. Peace Corps and WWF in the Central African country of Gabon. He received a B.A. in Biology and French from Gonzaga University, and a J.D. and Certificate in Environmental and Natural Resources Law from Lewis & Clark Law School.

Martha Gutierrez Fontes joined the GCF Task Force in 2022. She currently manages the Global Secretariat's Operations out of the University of Colorado Boulder, Institute of Behavioral Science. Martha has 20+ years of combined experience in the planning, implementation, management, and development of diverse organizations, ranging from small businesses to multinational corporation. She has worked as part of Executive Committees and Leadership Teams, including as Commercial Director in Spain for Telvista, a leading Business Process Outsourcing company. During her time in Telvista, she led geographically dispersed teams and contributed to the company's exponential growth - from 200 to 7,000+ employees in little over 10 years.
She holds an International Business degree from the Autonomous University of Baja California, Mexico, as well as other professional development certificates.

Silvia Llamas is Coordinator of Operations in Pronatura Sur A.C., the organization that serves as the GCF Task Force Country Coordinator in Mexico. Silvia is Mexican and has a degree in Biology and a Master´s degree in environmental studies and social development. She has approximately 15 years of experience in institutional strengthening, planning, implementation, supervision and coordination of projects, programs and strategies on conservation and environmental issues. During her professional career, she has collaborated in initiatives focused on environmental conservation, natural resource management and rural development. In the last 5 years, she has had the opportunity to support and participate in regional and international alliances and strategies linked to the Reduction of Emissions from Deforestation and Degradation (REDD +), through low emission rural development and restoration projects. What Silvia enjoys most of her work are the constant challenges that the interaction between environment and social development generate, which encourage her to be in constant search to strengthen her own abilities, and thus her work can have better impacts not only in her professional life but also in her personal life.

William Boyd is Professor of Law at UCLA School of Law and Professor at UCLA's Institute of the Environment & Sustainability. Prior to joining UCLA in 2018, he was Professor and John H. Schultz Energy Law Fellow at the University of Colorado Law School and a fellow of the Renewable and Sustainable Energy Institute (RASEI), a joint institute between the National Renewable Energy Laboratory and the University of Colorado, Boulder. Professor Boyd teaches and conducts research in the areas of energy law & regulation, climate change law & policy, and environmental law. He received his Ph.D. from the Energy & Resources Group at UC-Berkeley and his J.D. from Stanford Law School. After law school, Professor Boyd clerked for Judge Diana Gribbon Motz of the United States Court of Appeals for the Fourth Circuit. Professor Boyd then served as American Association for the Advancement of Science Congressional Science Fellow and Counsel on the Democratic minority staff of the U.S. Senate Committee on Environment & Public Works. He then practiced energy, environmental, and climate change law with the firm of Covington & Burling LLP in Washington DC. Professor Boyd continues to be actively involved in energy and climate change law and policy at state, national, and international levels.
