Allison holds a master's degree in public health from the University of California, Los Angeles, where she focused on social determinants of health within health improvement programs and the expansion of social safety nets. Since joining OHA in 2019, Allison has supported operations of the CCO Quality Metrics program through staffing of multiple public committees and reporting on CCO performance among a wide range of metrics. Andria Fultz, member of the OT-AAUP Executive Committee and associate professor in the Communication Department. André Ourso, MPH, JD is the Administrator for the Center for Health Protection. As Center Administrator, André oversees crucial programs that leverage public health's licensing and regulatory tools to protect the health of all Oregonians. Before taking the position of Administrator, André managed the Oregon Medical Marijuana Program (OMMP) where he oversaw implementation of significant portions of Oregon's regulatory scheme for marijuana legalization.
Prior to his arrival in Oregon in November 2015, André served as executive director of the Florida Board of Medicine. He also has served as an assistant general counsel supervising a team of attorneys and as a biological scientist and government operations consultant for the Florida Department of Health. He has a law degree and master of public health degree (epidemiology).
Andy calculates many of the Metrics for OHA's CCO Quality Metrics program while also supporting ongoing initiatives related to Oregon Health Plan maternal and child health. He is passionate about managing and presenting data to optimize equitable care for the people of Oregon. Andy is a native Midwesterner whose varied professional background includes pharmacy benefit management and value-based health care. He holds a bachelor's degree in Aerospace Engineering from the University of Michigan and an MBA from California State University - Fullerton. In his spare time Andy enjoys golf and hiking.

Brigid joined OHA in 2022 as the Certified Community Behavioral Health Clinic (CCBHC) evaluation analyst. Brigid is returning to behavioral health after working in county juvenile justice for 10 years. She has worked as an analyst for the EASA (EAST) program, OHSU Department of Psychiatry, State of Oregon as the MHSIP grant coordinator, and then in the Mental Health OHP Unit. She holds a master's degree from DePaul University in Chicago, where an internship at Thresholds research department hooked her on the use of data to improve services and outcomes. She has now lived in Oregon longer than Illinois, raising two now adult offspring here. In her spare time, she starts many craft projects that may eventually get completed and plays with her pandemic puppy.

Rachael Banks, MPA is the Director of OHA's Public Health Division. Prior to this role, she served as the Public Health Director for Multnomah County Health Department, the largest local public health division in the state of Oregon. She received her Bachelor's degree in Psychology from Gonzaga University and her Masters of Public Administration from Portland State University.
During her past 20 years in public health, she has led the Multnomah County Health Department's Healthy Birth Initiative (HBI), Healthy Families and REACH programs. She managed the tobacco policy program while it implemented Oregon's smokefree workplace law to over 80,000 businesses. She has worked to prevent sexually transmitted diseases, HIV, hepatitis C and drug overdoses, and provided injury prevention education to families in populations unfairly impacted by health inequities.
Advocating for health equity has been central to Ms. Banks' career. She helped develop Multnomah County's first disparity-focused Community Health Improvement Plan and led a unit that enacted culturally specific strategies in the African American/Black, Latinx/Hispanic, Native American/American Indian, Pacific Islander and immigrant/refugee communities.
Cara Biddlecom, MPH is the Deputy Public Health Director for the Public Health Division. In her role, Cara supports the division's legislative policy development, administrative rulemaking, partnerships with local and tribal public health authorities, and the implementation of division-wide initiatives, including health equity, public health modernization and the State Health Improvement Plan.
Cara's prior public health experience includes work in chronic disease prevention, health system transformation, adolescent health and HIV/STI prevention for injection drug users and justice-involved women. Cara holds a Master of Public Health degree from the University of North Carolina at Chapel Hill.

Carly joined OHA in 2021 and supports ongoing reporting on CCO metrics. She also supports measurement efforts for the All Payer All Claims data system, aiming to improve the accuracy, completeness, timeliness, and usefulness of data. Carly holds a master's degree in public health from Oregon State University, with a focus on health management and policy. During her graduate program, she interned with Samaritan Health Services Research Development Office, where she assessed REALD and SOGI data availability among CCO members. Prior to joining OHA, Carly worked as a county tobacco prevention specialist and conducted an analysis of tobacco retail environments. This analysis highlighted unjust burdens by geography, demographics, and retailer characteristics. She also formerly worked as a coalition coordinator for a Drug-Free Communities grantee in Pacific County, Washington. In her spare time, Carly enjoys reading, cooking, hiking, and training jiu jitsu.

Prior to joining the Oregon Health Authority, Dr. Sidelinger served as the Child Health Medical Officer and Interim Deputy Public Health Officer for the County of San Diego Health and Human Services Agency (HHSA). In this role, he helped provide strategic direction for HHSA programs that impacted children and public health through the County's vision, Live Well San Diego, to help all County residents be healthy, be safe and thrive. He worked across programs in behavioral health, child welfare, early childhood, eligibility operations and public health. In addition, Dr. Sidelinger worked with multiple partners in the community from the education, health and social service sectors.
Dr. Sidelinger obtained his undergraduate degree in chemistry and medical degree from Georgetown University. He completed his pediatric internship and residency at the University of Tennessee Health Science Center in Memphis and a fellowship in Community Pediatrics at the University of California, San Diego. Jen manages the CCO Metrics Dashboard and serves as contract administrator for several Health Analytics projects, including the Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey. Jen is passionate about simplifying and streamlining complex processes to provide clarity and visibility for OHA staff and external partners. Prior to joining OHA, Jen led strategic planning for an international medical device company and earned an MBA from the University of Oregon. Kate became the manager of the QMSE team in spring 2021. Previously, she worked on EHR-based measures for the CCO quality incentive measures program and was the program manager for the Clinical Quality Metrics Registry (CQMR). Before that, she worked for a consulting firm on health IT policy, for a health system as meaningful use program manager, and for OHIT as a lead policy analyst. Kate has a Master of Arts in English from Northwestern and a JD from Lewis & Clark. Outside of work, she enjoys reading, cooking, and practicing tai chi.

Kate Nass is the Deputy Chief Financial Officer for the state and works in the Chief Financial Officer at the Department of Administrative Services (DAS). The Chief Financial Officer is responsible for putting together the Governor's Recommended Budget every two years and advising the Governor on financial matters that impact the state.
Prior to coming to DAS, Kate was the deputy director of finance at the Oregon Health Authority after the implementation of the Affordable Care Act. She also served a stint as the interim Chief of Staff for the Early Learning Division when the state stood up early learning hubs. She has also been a CFO analyst focused on early learning, health and human services. Kate holds a degree in Finance from the University of Oregon.

Katie oversees the CCO quality measures for electronic health records (EHR) and staffs the Health Plan Quality Metrics Committee. Throughout her career, she has blended public health evaluation and governmental policy recommendations with the goal of creating proposals and reports that reflect the needs of the community. She helped conduct a national cross site evaluation of the Minority AIDS initiative for the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse Prevention. Katie then transitioned to policy and medical claims analysis. She created supports budgets for people with intellectual and developmental disabilities (IDD) in seven states for Medicaid Home and Community Based Services (HCBS) waivers and helped to create analytic layers for Colorado's All Payer Claims Databases (APCD) and Oregon's All Payers All Claims (APAC) database. She enjoys developing methodologies for healthcare analysis, providing technical assistance, and engaging the community, especially those most impacted by health inequities, in policy analysis and decision-making. Katie has a Bachelor of Arts in Sociology with Honors from the University of Oregon and a Master of Public Health with an emphasis in Community and Behavioral Health from the University of Maryland, College Park. Outside of work, she can be found reading, quilting, and cajoling her family into going on hikes.

Nadia Davidson, MPH, MS in Finance is the Director of Finance for the Oregon Public Health Division. This unit is responsible for the oversight of fiscal operations across the Division, including development and execution of the Division budget, contract oversight, and administrative and human resource support.
Prior to her role in Oregon, Nadia served as the Director of Administration in the New York City Department of Health and Mental Hygiene's Bureau of Environmental Disease and Injury Prevention. Over the course of her career at the NYC DOH, she was responsible for fiscal support for programs and initiatives for health equity, childhood and adult lead poisoning, city-wide gun violence prevention, environmental hazards, chronic disease, and most recently the COVID-19 pandemic. Her prior experience includes identifying and securing increased funding and additional resources to support access to healthcare services in historically disinvested areas throughout NYC.

The OHIS is a population survey for all people in Oregon and the MHSIP survey contacts Medicaid clients in Oregon who receive mental health services. Rebekah enjoys using data visualization techniques to make survey data more accessible, understandable, and actionable. Outside of managing programs and working with data, Rebekah enjoys time with family and friends, too many creative hobbies, and making her way through several baking and patisserie books. Rebekah holds a master's degree in health science and public policy from Boise State University.

Rep Rob Nosse represents House District 42 Inner SE and NE Portland. He is serving his third term. His committees include Rules, Ways and Means where he is the sub-committee co-chair for Human Services and Healthcare where he has served as the vice chair since his first term. When not working in the legislature, Nosse also works as a union representative for the Oregon Nurses Association helping the nurses to bargain their contracts and implement the programs of the union. Sara has international experience in health and well-being policy development and social science research, managing the research team at the British Transport Police and later working as a researcher and policy advisor for social services in London, England. Before returning to her native Oregon in 2011, Sara was the deputy director of research for New York City's Medicaid, TANF, and SNAP programs, where she led projects aimed at improving outcomes for low-income New Yorkers. She enjoys analysis and public policy development, having coordinated and collaborated with community partners in strategic planning and local policy analyses throughout her career. At the Oregon Health Authority, Sara works closely with Oregon's Coordinated Care Organizations (CCOs) and other stakeholders to develop quality metrics to ensure CCOs are improving care, making quality care accessible, eliminating health disparities, and controlling costs for the populations they serve. She holds a Master of Science from the London School of Economics and Political Science.

Her background in social work led her to an interest in labor. She moved from Missouri to Oregon in 2000 to defeat both anti-worker and anti-government ballot measures. Siobhan stays mentally active by thinking about how employers can change the workplace to keep workers healthy and stays physically active by holding as many walking meetings as her co-workers will allow. Siobhan lives in Portland with her son.

Timothy Noe, PhD, is the Administrator for the Center for Prevention and Health Promotion. Dr. Noe received his PhD in Public Affairs (Public Policy and Management with a strong emphasis in organizational development and design) from the University of Colorado Denver. His work has focused on social determinants of health, organizational management and interventions to reduce health disparities.
Dr. Noe has worked in the social research field for 20 years, most recently at the University of Colorado Denver's (UCD) Centers for American Indian and Alaska Native Health. He was also the director of the CDC-funded Center of Excellence in Eliminating Health Disparities and REACH National Network, which were comprehensive diabetes and cardiovascular disease risk reduction programs with urban American Indian clinics across the nation.
