Dr. Daniel Muse

Doctor Muse Is a board certified emergency physician who has over 30 years of experience in the field. He has been practicing at Signature Healthcare Brockton Hospital for the last eleven years. Doctor Muse has also served as EMS medical director overseeing 13 departments and agencies. For the last five years, he has assisted the local district attorney's offices in advising and training law enforcement agencies in the use of nasal naloxone. This initiative was recently extended to school nurses and trainers in the Plymouth, Norfolk and Middlesex county communities. Doctor Muse also works with local communities speaking on the issue of substance abuse at schools and community organizations. For the last four years, he has also served as medical advisor for the Municipal Police Training Center. Doctor Muse has extensive involvement in his community. Prior to medical school, he served along with his wife as a Peace Corps Volunteer in El Salvador and Guatemala. He has coached both hockey and lacrosse at the local and state level. He also founded Canton Lacrosse at both the youth and high school level. In the past, Doctor Muse also brought a group of college students to Lima, Peru to work at a special education school in a under privileged area of the city called Canto Grande.

Dr. Jason Tracy oversees the care of nearly 100,000 emergency department patients per year. Prior to joining South Shore Health, Dr. Tracy was a Chief Resident of Emergency Medicine at Beth Israel Deaconess Medical Center, and has held multiple leadership positions in emergency medicine. He lectures internationally on emergency department operations, design, and leadership.

Jason M. DeLappe

Jason M. DeLappe began his work with Plymouth County Outreach in January of 2023 as a full time Recovery Coach. His lifetime experiences with addiction and recovery resulted in a strong desire to give back to the people and places where he grew up. Formerly a resident of Kingston, MA. Jason moved to Fall River, MA and graduated the Stepping Stone Inc. men's program in December of 2021. As a member of Stepping Stone Jason began volunteering as group leader at Fall River's Peer To Peer Recovery Support Center. This continued through January 20023. As often as three days a week Jason would facilitate a daily meeting known as Breakfast Blend, building relationships in the community and In the center. In March 2022, Jason completed the Connecticut Community for Addiction Recovery (CCAR) Recovery Coach Academy. A graduate of Massasoit Community College in Brockton, Jason took classes at Bridgewater State University majoring in Finance. Jason has 17 years customer service experience as a produce clerk as well as a 7 year career as a Supervisor/Business Analyst for BlueCross BlueShield Of Massachusetts. Currently working with PCO Jason has begun weekly scheduled visits at the Plymouth County Correctional Facility as a Recovery Coach and group leader for PCO. He is currently working on his Addiction Recovery Coach certification with the state and continues to make a difference in our community.

John Dunn

Chief John "Jack" Dunn began his career in law enforcement while serving in the United States Air Force from 1985-1990. Chief Dunn served in the United Kingdom for three years, and in Arkansas. In 1990 Chief Dunn joined the Guilford, Connecticut Police Department. He served as a patrol officer, field training officer, detective, sergeant, shift commander, training coordinator, SWAT team operator, and SWAT team commander, detective sergeant, lieutenant, CALEA accreditation manager, and deputy chief. Chief Dunn retired from the Guilford Police in 2016, after 26 years of service. In December of 2016 Chief Dunn was sworn in as the Chief of Police for the Town of Hull. Chief Dunn has received numerous commendations throughout his career He holds a Bachelor's Degree in Law Enforcement Administration, a Master's Degree in National Security and Public Safety both from the University of New Haven, and a Master certificate in Criminal Justice Education from the University of Virginia. He is also a graduate of the prestigious FBI National Academy 249th Session. Chief Dunn is married and is the father of three adult children.

Chief Marc Duphily has been a police officer for 25 years. He began his career in 1995 with the New Bedford Police Department, transferring to the Carver Police Department in 2002. In Carver, he rose through the ranks and was appointed Chief of Police in July of 2013. He holds both, a Bachelor's Degree and Master's Degree in Criminal Justice from Curry College. He is currently an Assistant Control Chief and the Unit Commander of the SEMLEC Regional SWAT team. His also a past President of the Plymouth County Chief's Association. Chief Duphily and the Carver Police Department have been part of the Plymouth County Outreach initiative since its inception.

Chief Matthew Perkins started his Law Enforcement career with the Lakeville Police Department in 1994 as a Dispatcher. Chief Perkins became a Lakeville Police Officer in 1995 and served at the ranks of Detective, Sergeant, and Lieutenant before becoming Chief of Police in 2019. Chief Perkins holds a Master's Degree in Criminal Justice from Lasell University and earned his Bachelor's Degree from Western New England College. In 2016, Chief Perkins attended President Obama's 21st Century Policing Briefing at the White House. Chief Perkins is dedicated to the 21st Century Policing model which includes building partnerships with the public through successful community policing programs and building trust through transparency with use of technology like body worn cameras. Chief Perkins is the Control Chief for SEMLEC's Mobile Command Vehicle.

Michael Miksch

Chief Miksch started his law enforcement carrier in 1995 with the Carver Police Department. During his 18 years with the Carver Police he served as the DARE Officer, Internal Affairs Officer, and Court Officer. Chief Miksch was promoted to the rank of Sergeant in 2001. He became the Administrative Sergeant in 2007 and was promoted to Chief in 2010. Since 2013 he has served as Chief of the Hanson Police Department. Chief Miksch has a Bachelors degree in History from Bridgewater State College and a Masters in Criminal Justice Administration from Western New England College. Chief Miksch is a graduate of the 241st session of the FBI National Academy. He also is a past President of the Plymouth County Chiefs of Police Association and past President of the Southeastern Massachusetts Chiefs of Police Association.

Timothy Hanlon

Chief Hanlon was appointed as a Whitman Police Officer in 2000. In 2003 he was assigned as the Detective for the Town, and in 2005 he was promoted to Sergeant. In 2012 he was appointed as the Deputy Chief of the department, and in September of 2019 he was appointed as the Chief of Police. Over the course of the last 20 years, he has served many roles within the department including the DCJIS liaison for the department, and also the Court Prosecutor. Chief Hanlon received his Associate's Degree at Massasoit Community College, Bachelor's Degree at Bridgewater State College, and his Master's Degree in Criminal Justice Administration at Western New England College in 2001. Chief Hanlon served as the Vice President of the Southeastern Massachusetts Detective Association. Chief Hanlon graduated from the FBI National Academy's 255th Session in 2014. In 2017 Chief Hanlon completed the Certificate in Local Leadership for Public Safety and Community Challenges through Suffolk University.

Vicky, a person in recovery, began her mission to fight substance use disorder in 2017 as a volunteer Recovery Coach working alongside Plymouth County Outreach Officers. She is an AmeriCorps Alumni and served one year with Plymouth County Outreach (PCO) through the Police Assisted Addiction and Recovery Initiative (PAARI) in 2018. Vicky held multiple positions with PCO prior to her current role as Executive Director. In this role she works closely with PCO's 27 municipal police departments and Chiefs, Bridgewater State University, community medical partners and numerous other community partners in harm reduction, treatment, prevention and recovery to identify gaps in service and implement new programing to meet the needs of the community. Vicky serves on the DEC steering committee and sub-committee, the public safety subcommittee for the Plymouth County Drug Abuse Task Force, the CHNA-23 steering committee and the Healing Connections steering committee and sub-committee. Vicky is a volunteer phone operator for Never Use Alone Massachusetts. Vicky is a Certified Addictions Recovery Coach through the state of Massachusetts. She is a certified trainer for the Recovery Coach Academy through the Connecticut Community for Addiction Recovery (CCAR) as well as a Recovery Coach Supervisor trained through The Massachusetts Bureau of Substance Abuse Services (BSAS). Vicky is also a certified trainer for the National Alliance for Drug Endangered Children curriculum in the state of Massachusetts as well as the How Being Trauma Informed Improves Criminal Justice Responses curriculum through SAMHSA. Vicky received a leadership award from the Police Assisted Addiction and Recovery Initiative in 2018.Vicky has presented at numerous national conferences and events including the COSSAP National Forum, The Rx Drug Abuse and Heroin Summit, the Police Assisted Addiction and Recovery Initiative (PAARI) National Summits, the Stimulant Summit, the Police, Treatment and Community Collaborative (PTACC) summit and Massachusetts Children's Alliance (MACA) conference.

Walter Sweeney

Chief Sweeney began his career with the Hanover Police Department in 1982 when he was appointed to the position of Patrol Officer. In this capacity he was the Executive Officer for the department. In 2008 he was appointed Chief of Police. Chief Sweeney has served as the Acting Town Manager for the Town of Hanover.
