Chris Steves

Chris has over 30 years of experience in the refining and petrochemicals industries in a variety of roles, including Process Engineering & Design, Economics and Planning, and Operations. His experience with operating companies includes leadership in assembling and managing a diverse team in order to meet production and expense budgets, and in maintaining safe operation. Since coming to Norton Engineering, Chris has worked on a variety of projects for NEC clients all over the world, and he uses all of his experience to help in leading the Norton Engineering team to find innovative, cost effective, and successful solutions for our clients.

David Osborn

Job Titles:
  • Gulf Coast Engineering Manager
David has over 26 years of thermal system design and integration experience, including work in clean energy, maritime, petrochemical, and petroleum industries. Previously, David has held senior technical leadership positions with Advanced Power & Energy Consulting, Jacobs Engineering Group, Motiva, Royal Dutch Shell, Pratt & Whitney, and UTC Aerospace Systems (formerly Hamilton Sundstrand). He holds a Bachelor of Marine Engineering from the State University of New York Maritime College, a Master of Mechanical Engineering from Stevens Institute of Technology, and a Master of Science from Rensselaer Polytechnic Institute.

Deke Lincoln

Deke has over 25 years of experience in the engineering and technology business, providing services to the following industries: refining, chemicals, petrochemicals, power, and pulp and paper, and renewable fuels. Deke has significant domestic and international business development experience and the innate ability to create a winning atmosphere while fostering a team environment. He has managed projects and teams successfully from concept to completion with excellent organization and listening skills.Deke earned a Bachelor of Engineering (Civil/Structural) from Union College in Schenectady, NY. He is a registered Professional Engineer in the state of NC.

Jim Moore

Job Titles:

Jim has over 30 years of experience in the Petroleum Refining, Chemical and Petrochemical industry, and has held strategic project roles, process engineering, senior management, and leadership positions within Phillips 66, and AECOM (formerly URS). He holds a Bachelor of Chemical Engineering from the University of South Alabama and is extremely active with Alumni activities, fundraising, engineering curriculum and technical support to USA. Jim provides engineering support for our clients as well as helping with NEC technology development, and he is based in our New Orleans office.

Jim founded Norton Engineering in 1993 after over a decade of working for Exxon in various different fields of engineering including combustion and petrochemicals. Beginning NEC as lone engineer, he since expanded the company to encompass three offices in two different states that provide process engineering services throughout the globe. Jim has 38 years of experience in engineering, design, operations and troubleshooting in the petroleum process, specialty chemicals, lubricants, energy and environmental fields. He is a registered Professional Engineer in the state of NJ.

Rick Todd - President

Rick has over 20 years of experience in various facets of chemical engineering related to technology licensing, OEM supply, product R&D, equipment automation/commissioning/troubleshooting and process safety. Prior to joining Norton Engineering, Rick was Manager of Process Engineering for the Gas Separation Division at CB&I and PSA Development Manager at H2Gen Innovations, Inc. Rick earned a Bachelor of Engineering (Chemical) and a Ph.D. (Chemical Engineering) at Monash University in Australia. Rick is a registered Professional Engineer in the state of NJ.
