A business executive, long-time government leader and former elected public official, Skip Cimino brings over three decades of experience to his representation of clients before the New Jersey state legislature and executive branch. Skip has served in chief executive and other leadership roles for a number of significant New Jersey institutions. As President and CEO of RWJ Hamilton, an acute care hospital with more than 1,800 employees, he strategized the acquisition of surgical and specialty care units, developed a $200 million revenue stream to ensure the long-term stability of the organization, and enhanced the services and marketability of the institution. He also served as President and Chief Administrative officer of CMX Engineering the successor firm to Schoor DePalma, a multi-state engineering firm, and served on the Board of Directors of Spiezle Architectural Group and First Bank. Skip also has a deep background in New Jersey's public sector. Immediately prior to joining Stevens & Lee Public Affairs, he was Executive Director to the New Jersey General Assembly Majority Office, advising the Speaker and leadership on policy, research and outreach program efforts. Earlier in his career, he served as an Assemblyman of the 14th Legislative District for the State of New Jersey, worked on the gubernatorial transition teams for Governor McGreevey and Governor Florio, and was Commissioner of Personnel on Governor Florio's Cabinet. As an advocate for his home state and neighborhoods, Skip has led many non-profit, philanthropic and community organizations focused on the region's economic advancement and well-being. He is Chairman Emeritus of Greater Trenton and Immediate Past Chair of the Princeton Area Community Foundation, and he has helped to lead the Mercer County Chamber of Commerce, the Independent College Fund Foundation of New Jersey, and the Chamber of Commerce of Southern New Jersey, among numerous others. In 2022, Governor Phil Murphy appointed Skip to the Board of Directors of the Capital City Redevelopment Corporation, a state agency charged with facilitating redevelopment in the Capital District of the City of Trenton. Erick combines nearly two decades of public sector leadership and private sector experience in the energy industry. He brings a keen understanding of the strategies and approaches to shaping and affecting policy through collaboration with trade groups, community groups, business and municipal stakeholders. Erick advises businesses in the utility, energy, hydrogen energy, software development and renewable energy sectors. A leading authority in New Jersey's energy and utility sector, he currently serves as President of the New Jersey Energy Coalition, where he assists water, electric, gas utilities and renewable energy companies with navigating and crafting regulatory policy. He also has a deep understanding of the interplay between cybersecurity and the energy industry, with experience managing the Best Practices in Cybersecurity Program for Protect Our Power, an independent organization of former electric utility industry, military, government and regulatory experts focused on strengthening the resiliency of our electric power grid. In addition, Erick is the current Chairman of the New Jersey Society for Economic, Environmental Development's Energy Committee, where he oversees energy-related initiatives and policy activism for the organization. As a confidential aide to a commissioner and the President of the New Jersey Board of Public Utilities, Erick advised on energy sector policy issues and liaised with New Jersey organizations, including the Motor Vehicle Commission (MVC), Department of Energy, Department of Environmental Protection, and the Economic Development Authority, to address issues regarding cybersecurity, workforce development, electric vehicles, and rulemaking. Prior to his roles in the energy and utility space, Erick was the Agency Manager of the NJ MVC. Erick has led and participated in key industry panels regarding utility policy, energy efficiency, solar, offshore wind, electric vehicle, hydrogen, nuclear energy and incentive programs at forums like NARUC, the New Jersey Business & Industry Association and EUCI. Maeve E. Cannon

Maeve concentrates her practice in public procurement and government contracts litigation, administrative law, and regulatory compliance. She assists corporate clients, large and small, in navigating New Jersey's government contracting world. She has litigated numerous bid protests, both as challenger and defender, in state court and before state administrative agencies for 30 years. She has an active appellate practice and regularly brings emergent applications in the Appellate Division and County courts. She also appears before state agencies and state and administrative courts on a variety of regulatory issues. Maeve has substantial experience in all aspects of government contracting disputes at the state and local levels and advises clients at each stage of the public bidding and contract process, including: Challenges to specifications; challenge and defense of contract awards Post bid contract issues, including change order negotiation, complaint response and defense, and contract extension negotiation Prevailing wage compliance, and administrative defense Suspension and debarment proceedings Cooperative Purchasing Systems, including creation of a CPS by lead agency Maeve has represented litigants in significant published and unpublished procurement cases, including the lottery, state health benefits, and vehicle inspection contracts. She also represents clients before a number of New Jersey state administrative agencies including labor, treasury, personnel and environmental protection. She has represented clients in connection with New Jersey Department of Labor prevailing wage audits, enforcement actions and hearings. Maeve has conducted client in-house trainings on bid preparation and compliance. She also has conducted client in-house training on prevailing wage compliance, including contracts spanning multiple jurisdictions, and contracts involving both prevailing wage and non-prevailing wage work, as well as work on state lease properties. Maeve has served as counsel to a number of public entities at the state and local levels. She currently serves as General Counsel to Ewing Township, NJ and was former General Counsel to the Borough of Princeton, where she served as counsel during the consolidation of Princeton Borough and Princeton Township. She was also general counsel to the Trenton Housing Authority for a number of years. She has served as outside counsel for Stockton University for Open Public Records Act- related litigation. She has served as outside procurement and appeals counsel to the New Jersey Schools Development Authority and represented that agency on a number of matters involving the agency's many procurements. She is a frequent lecturer on procurement and related topics. Patrick D. Kennedy

For nearly 40 years, Patrick has assisted private clients in navigating the often confusing and highly regulated business of public contracting and bidding, both on a state and local level in New Jersey. He has extensive experience in advising and assisting clients on the amicable resolution of ongoing procurement and contract compliance issues. Patrick has held several positions in New Jersey State Government. He began his career with the former Office of Fiscal Affairs of the New Jersey Legislature where he undertook reviews for legislative compliance and effectiveness of various state entities including the Division of Pensions, the Department of Civil Service, the Division of Building and Construction, and the Educational Facilities Authority. He also worked for the Department of Civil Service, and the State Division of Purchase and Property where he was Assistant to the Director responsible for bid protests and hearings, and contract compliance. He assisted in the formation of the New Jersey Office of Administrative Law, where he was the Assistant Director for Judicial Evaluation. Patrick also served as hearing officer for matters involving bid protests, vendor responsibility, and potential debarment. He acted as hearing officer in Keyes Martin v. Division of Purchase and Property, a leading case in New Jersey involving vendor responsibility and conflicts, and how such conflicts can impact on a bidder's rights to a State contract. Patrick formerly served as Treasurer of the Mercer County Democratic Organization.
