INTERCOMMISSION

The INTERCOMMISSION deals with humanitarian aid directed towards disadvantaged foreign communities, therefore aid provided within the same State, although very important, will not be the main object of the discussion and only some informative references will be given to them. INTERCOMMISSION associates the concept of humanitarian aid with that one of overseas international cooperation, meanwhile the set of procedures for mobilizing humanitarian aid within the borders of a State depends on its internal regulatory mechanisms and depending on the case, may take the name of civil protection or civil defense, represented by Departments or Ministries for Emergencies, National Agencies for Emergency Management, and so on. In short, we can say that English speaking Countries, including several Members of the Commonwealth, are generally equipped with NEMAs (National Emergency Management Agencies) or NEMOs National Emergency Management Organizations) whilst European Union is generally equipped..
