Aaron Cooper

Job Titles:

Aaron is a Master Mariner who has worked within the oil and gas industry for 30 years including 16 years at sea onboard a variety of tankers, the last three years of which were as Master onboard vessels operated by Chevron Shipping Company. Aaron made the transition ashore in 2009 into a secondment role with EUNAVFOR as Merchant Navy Liaison Officer. In 2010 he joined Chevron's London Marine Assurance team as a Marine Superintendent focused on marine risk management primarily centred on third party tanker operations. Since then, he has held the position of Marine Superintendent for Chevron's operated fleet based in San Ramon, California as well as Global Offshore Marine Assurance Manager and Organizational Capability Project Manager. Aaron's most recent role, prior to joining OCIMF was Marine Assurance Manager (Americas) based in Houston, Texas. Over the past 10 years Aaron has represented Chevron in several OCIMF initiatives and working groups including Chair of the OVID Focus Group (OFG), member of the Offshore Marine Operations Group (OMOG), SIRE Focus Group, VIP Governance Working Group and Covid-19 Task Force Working Group. Aaron also led the Programs Governance Expert Group.

Abhijit Aul

Abhijit has over 10 years of experience as a marine engineering officer. He qualified as a Chief Engineer from the UK and holds a Master's degree in Maritime Operations and Management from City University, London. He joined Lloyd's Register (LR) in 2013 as an Engineer Surveyor. As a technical authority he led the regional refrigeration plan approval department, focussing on LPG/LNG cargo and gas-fuel systems. As Regulatory Affairs Lead, Abhijit led the development of internal policies and procedures, collaborating across multidisciplinary teams globally to implement the IMO's initial GHG reduction strategy. Abhijit represented LR as a member of the IACS Environmental Panel. He has participated in EU-funded research projects and offers insight into technical and regulatory challenges introduced by novel shipboard technologies such as carbon capture and storage aboard ships, and various low/zero-carbon fuels. He has advised flag administrations in developing the IMO interim recommendations for the carriage of liquefied hydrogen in bulk and the recent regulatory developments on the safety of ships using alternative marine fuels such as LPG, hydrogen, and ammonia.

Ajay Gour

Ajay joins OCIMF from INTERTANKO where he has been a Senior Manager responsible for all chemical tanker and Vetting related matters.Ajay started with Mobil Shipping in 1988 and has over 25 years of experience in the shipping industry sailing in different ranks onboard chemical, product and crude oil tankers, and on Oil-Bulk-Ore Carriers operating in both oil and dry cargo modes. Ajay holds a Masters degree in Shipping Trade and Finance from CASS Business School in London where he graduated with specialisations in Strategy and International Business, Chartering, Marine Insurance and Shipping Law. After completing his Masters in 2003, Ajay set up and ran a successful private business school as well as a private business which has given him invaluable business and management experience. With INTERTANKO he has developed industry regulations and best practice guidance and provided industry with wide-ranging operational advice building enduring relationships globally. His work has given him a deep understanding of current industry issues, regulations, oil company marine assurance processes, port state control, chemical, technical, operational and safety issues, and human element matters.

Anita Borsberry

Anita Borsberry joined OCIMF in 2010, her role as Training Accreditation Administrator is to coordinate and maintain the inspector training and accreditation activities for the Ship Inspection Report Programme.

Emma Carter

Emma Carter joined OCIMF in 2019 as the Conference Facilities and Office Administrator. In her role she works within the Business Support Team and facilitates the conferences that are held on this 4th floor at head office.

Fabiano Dias

Fabiano Dias joined OCIMF in 2015 as the IT Systems & Products Contracts Manager, a role that has since evolved to IT Manager. In his role, Fabiano manages and develops the organisations IT Infrastructure, including the outsourced and Cloud environments as well as OCIMF's Cyber Security. Having worked in the IT department of retail and recruitment industries in the past, Fabiano has enormous experience in IT Management including IT Service Continuity, Disaster Recovery, Business Continuity, Crisis Management and Cyber Security/Resilience Programmes. Fabiano is a Certified Information Security Manager (CISM) which is crucial in managing OCIMF's outstanding Cyber security practices.

Filipe Santana

Filipe is a distinguished professional with extensive experience in the design, engineering, and operation of tankers, OSVs, and marine terminals. As the Environmental Functional Committee secretary, he orchestrates OCIMF's energy transition initiatives. He also manages the Structure and Engineering Expert Groups.

Graham Coles

Job Titles:

Graham began his career at sea, sailing as a cadet with an offshore operator and progressively sailed on various types of offshore support vessels that included Platform Supply Vessels, Anchor Handling Tug supply vessels, Dynamic Positioning Dive Support Vessels and DP construction vessels for a period of nearly 12 years. In 2007, Graham moved ashore and began working as a Marine Superintendent for an offshore vessel operator. Over the next four years, he progressed to the role of Operations Manager and was responsible for supporting a fleet of 27 offshore vessels. Between 2011 and 2016, Graham worked for Exxon Mobil (IMT) and BG Group in several upstream marine assurance positions. In 2016, he joined Chevron as a Marine Advisor as part of the ‘Future Growth Project - Wellhead Pressure Management Project', (FGP-WPMP). After three years supporting this project, Graham moved to Bangkok to take over the role of Marine Safety, Reliability and Efficiency (MSRE) Process Authority for Asia South Business Unit. This role was responsible for leading and implementing upstream marine assurance activities across the region. Graham has previously participated in OCIMF activities at OVID Focus Group (OFG), Offshore Marine Operations Group (OMOG), and he has also acted as OCIMF DP Representative to the Nautical Institute, Dynamic Positioning Training Executive Group (DPTEG).

Karen Davis - Managing Director

Job Titles:

Karen Davis is a veteran master mariner with significant experience in downstream and upstream business gained at ConocoPhillips. She spent 15 years at sea, sailing from Third Mate to Master aboard supertankers carrying crude oil and clean products. In 2001, Karen transitioned from sailing aboard ships to their technical management, and in 2013 became ConocoPhillips' Global Marine Assurance Manager leading a decentralised team focused on eliminating marine risk. In 2019, Karen was seconded to Qatargas Operating Company as a Limited Senior Adviser supporting OPCO and North Field Expansion Project. Karen is a member of the Green Award Foundation's Board of Experts and was a member of the OCIMF Executive Board from 2016 to 2019. Karen joined OCIMF in December 2021 as Managing Director.

Kevin Coelho

Kevin is a Class 1 Master Mariner with just over 30 years of substantive experience in the Shipping and Maritime Industry. Kevin started his career out at sea with Mobil Shipping before moving across to Shell, having sailed on a variety of oil tankers and LNG carriers. Kevin made the transition ashore in 2003 where he worked for Brunei Shell Petroleum as an Offshore Marine Operations Supervisor involved in upstream and downstream maritime operations, with responsibilities ranging from on-hire and suitability inspections for vessels in the offshore industry, serving as a Tow Master for MODU's to Piloting and Load Master duties for vessels calling at the crude oil export terminal SBMs and LNG export terminal. Kevin then transitioned to London to work in Shell Shipping and Maritime as a Marine Facilities Advisor in the Ports and Terminals department and in a Global Maritime Assurance role. Kevin then joined Shell Australia to work as the Terminal Team Lead onboard ‘Prelude' FLNG and was involved with the Asset for her final 6 months in the yard through to hook-up, commissioning and start-up operations. Most recently Kevin has been working in the Maritime Security, Emergency Response and DPA department of Shipping and Maritime based in London. In previous years, Kevin represented Shell at OCIMF in the Offshore European Regional Panel group and in the Competence Assurance Guidelines for Mooring, Loading and Lightering Masters working group.

Nick Potter - Chairman

Nick Potter is General Manager of Shell Shipping & Maritime for Asia, Pacific and the Middle East, a position he has held since August 2016. Previously Nick was Global Head of Maritime for BG Group before the combination with Royal Dutch Shell. Nick has undertaken shipping leadership roles for Shell and BG Group in the United Kingdom, United States, Russian Federation, Caribbean, and Singapore, where he is currently based. He holds a Master of Engineering degree and an Honours degree in Mechanical and Marine Engineering, He is a Fellow of the Institute of Chartered Shipbrokers and a Fellow of the Institute of Marine Engineering, Science & Technology. Nick was previously vice chairman and a director of OCIMF - having been involved in the board since 2014. He is a board member of the Singapore Maritime Foundation, past chairman of the Lloyds Register Asia Shipowners Committee, director of Shell Tankers (Singapore) Private Limited and Shell International Shipping Services.

Philip Pascoe - Chief Legal Officer

Philip Pascoe joined OCIMF as the General Counsel in April 2007. Philip spent 10 years in the Royal Navy as a Seaman Officer where he specialised as a Hydrographic Surveyor. He served in many parts of the world including spending a year working with the United Nations in Cambodia. After leaving the Royal Navy, Philip completed a Master of Science Degree in International Transport at the University of Wales College of Cardiff. He studied law attending the College of Law in Guildford. Philip qualified as a Solicitor in 1998 at the maritime law firm Constant & Constant in London. During his time in private legal practice he experienced a broad range of wet, dry, ship building and trade disputes. Philip left Constant & Constant as a salaried partner to join OCIMF.

Rebecca Harrison

Rebecca joined OCIMF in 1998 as the Secretarial Assistant. When the SIRE Inspector Accreditation Programme was created in 2000 Rebecca moved in to the SIRE team as Inspector Accreditation Administrator where she enjoyed being the focal point for the Inspectors, helping to set up training courses and maintain their accreditation. In the 2010 reorganisation the Office Manager role was created. In this role Rebecca oversees the administration for the secretariat, setting up meetings and events as well as making sure the offices are maintained to a high standard.

Rohit Bajaj

Rohit began his career at sea in 1991 and sailed on various types of oil and gas tankers, subsequently joining Shell in 2006. After completing seven years in command, Rohit moved ashore and began working as a Maritime Assurance Assessor for Shell Shipping & Maritime's Assurance team in Singapore in 2011. Rohit was part of the initial testing and rollout of Global Maritime Assurance System and the reorganisation team of the Time Charter Cell. He also led the project to adopt the global vetting manual's alignment with regional procedures, keeping in mind the dynamic nature of regional shipping needs while being fully compliant with Group HSSE requirements. More recently he helped align regional management review processes with the latest industry guidelines and developed a tool that has now been accepted in the other regions as well. He supported Global DS maritime incidents and was the APME Incidents focal point. Passionate about diversity and inclusion, Rohit was also the D&I focal point and accredited facilitator for SIETCO and carried out learning sessions with staff on D&I topics. He is a trained MS auditor, Associate Fellow of the Nautical Institute and holds an MBA degree in Shipping and Logistics. Outside of work, he enjoys F1 simulation, drumming and adventure road trips.

Russell Pegg

Russell graduated from Britannia Royal Navy College in 1979 and served in a variety of sea going appointments before qualifying as a Warfare Officer in 1989 followed by staff training in South Africa & assignments in Washington DC and the UK Ministry of Defence. In 1999, he was appointed Head of Policy at the Directorate of Overseas Military Activity which led to international appointments at NATO and in January 2008 a move to Naples where he served as the Head of Operations at NATO's Maritime Command responsible for the Article V Operation, ACTIVE ENDEAVOUR. Developing the policy to create a UK National Maritime Information Centre to enhance maritime development, safety, security and resilience, he was appointed as the inaugural Director in 2010, a post he continued to hold after leaving the Royal Navy. Russell joined the Secretariat in May 2014 and is responsible for threat and risk advice to the membership and management of the Maritime Security Committee. He was awarded the NATO Meritorious Medal and made an Officer of the British Empire for services to maritime security in 2008. He is a Fellow of the Chartered Management Institute and Associate Fellow of the Nautical Institute.

Sach Sharma

Sach Sharma joined OCIMF in June 2019 as the Compliance Officer on a three-year secondment from Equinor ASA where he was involved in marine assurance and new building vessel activities. Following restructuring of OCIMF secretariat his job title changed to Quality Assurance Officer. His role is to work with the Quality Assurance Manager to ensure that OCIMF programme participants and stakeholders comply with the terms and conditions for programme participation, as well as to assist with maintaining the programmes Quality Management systems and associated processes and tools, including data analysis, ensuring ongoing quality monitoring and improvement to support risk management activities. In addition he contributes to training and development of inspectors and quality assessors.

Sarah Campbell

Sarah has worked in publishing for 20 years, starting out as a production assistant at a print shop and later moving into editorial. She has worked on all kinds of materials, from newspapers and magazines to pamphlets and books. She is an experienced editor, having spent five years editing non-fiction trade books and another six years on periodicals and marketing materials. An enthusiast for languages, she completed a degree in German Language and Literature at Birkbeck, University of London, in 2013, studying part time while working full time. Her priority as an editor has always been ensuring clarity, accuracy and accessibility in texts.

Saurabh Sachdeva

Saurabh brings 25 years of diverse operational and strategic leadership experience from the maritime and shipping industry. Saurabh joined OCIMF on secondment from bp in April 2021. He is responsible to manage the affairs of the newly formed Publications & Advocacy department and is also the Secretary to Two Principal committees - tanker, barges, and terminals (TBT) and offshore, to ensure governance and management of risk, Health, safety, security, environment (HSSE), technical standards, environmental social governance (ESG), publications and advocacy. In OCIMF, Saurabh leads a diverse team of technical advisers, with an overall responsibility to manage Nautical, Engineering, Security, Environment, Human factors, Offshore, and Regulatory affairs (IMO) activities, and management of communication and publications. He also serves as the OCIMF's Chief representative to the IMO, and management of all key relationships with governments, IMO, and industry trade bodies. Prior to joining OCIMF, Saurabh held series of leadership roles in bp shipping for nearly a decade, with a responsibility to manage global operating systems and standards, strategy, risk, audits, and compliance. He also led shipping's government & industry affairs, maritime policy, and advocacy. Previously, Saurabh has also held various senior trade industry positions in the UK, which included heading the British Tug owners' Association as its Secretary General, Marine Manager at the UK Chamber of Shipping, and a Marine Adviser to the Merchant Navy Training Board (MNTB). Saurabh professionally trained and qualified as a Master mariner with Command Pilotage in the UK and additionally, holds Masters in maritime operations and management, along with lead environmental and marine auditor qualifications. He is a Fellow of the Institute of Chartered Shipbrokers (UK), and an elected Younger Brother of the Corporation of Trinity House, London. Saurabh lives in London with his wife and two kids, and outside of work he enjoys travelling, current affairs, swimming, and tennis.

Steve Alder

Steve has 33 years of experience in the Maritime industry. He started his career at sea, working for Overseas Shipholding Group (OSG) and transitioned ashore in 2001. He served as a Technical Superintendent before covering various positions in Safety, Quality, Environmental and Security. Steve joined Chevron Shipping Company in 2006 as Regional HSSE Superintendent, in Singapore, responsible for managing the HSSE aspects related to ship repair and new construction. He then became HSSE & Process Safety Manager, in California, where he remained until returning to the UK. Recently supporting OCIMF as Strategy Implementation Manager, Steve is well-versed in the OCIMF Strategy and has worked well with the Secretariat to assist with many work streams. He has a wealth of experience in management systems, governance, and HSSE within the Oil & Gas Marine sector.

William Elkins

Bill has more than 30 years of ICT experience developing and managing enterprise systems in maritime risk management, healthcare, and financial services. He has a deep knowledge of ICT strategy, software development, IT operations, and experience with the Oil & Gas Marine sector. As a maritime software division lead, he provided vessel operators with an end-to-end software solution and performed consulting services to promote the best practices within TMSA, other management system assessments, and NIST cybersecurity frameworks. He started his career in IT in 1987 building bespoke software applications and network for clients in multiple industries. Having spent his career in both consulting and management positions, he provides a deep understand of the challenges faced in ICT operations. He has held ICT leadership roles in industry leading companies within insurance and healthcare.
