Dr. Ash Philliber - Managing Director

Dr. Ash Philliber (they/them) has worked with the company since 1995. Ash started full-time as a data analyst in October 2009 becoming an Evaluation Coordinator in 2011, a Senior Research Associate in 2017, and Managing Director in 2020. Ash has a PhD in Human Services with a specialty in public service leadership and a Master's in Human Services with a specialty in nonprofit management. Ash has worked on a wide variety of programs, including those in unplanned and teen pregnancy prevention, journalism, academic achievement, and community engagement. Their projects often require a variety of services, including data cleaning and analysis, data collection, portfolio management, and report writing. Their specialties include randomized control trials, long-term follow up studies, database creation, and inclusive evaluation design. Ash often leads workshops and presentations across the country in a wide variety of topics. Ash has been awarded the Douglas Kirby Award for Excellence in Research from the Planned Parenthood Federation of America. This award is given for changing the field of evaluation and was awarded for their impact on inclusive research and evaluation. Ash participates in frequent refresher trainings whenever possible to update their ability to conduct culturally centered, social justice-based work. Outside of work, they are part of movements to strive for racial justice, gender equality, and LGBTQ inclusivity.

Dr. Randi Burlew

Dr. Randi Burlew received her PhD in psychology from the University of Michigan and is also a licensed clinical psychologist in the state of North Carolina. Randi has several publications and has been a board member for Executive Service Corps, a Fellow for Emerging Leaders in Public Health at the University of North Carolina at Chapel Hill, and a White House Fellow as a Special Assistant to the Secretary of Veterans Affairs. During her time at Philliber, Randi has conducted several multi-site evaluations, as well as neighborhood studies. In addition, she has evaluated a wide range of school and social service-based programs. Randi often leads projects related to education/academic achievement, HIV/AIDS, teen pregnancy, and youth development.

Dr. Sally Brown

Dr. Sally Brown has been a Senior Research Associate with Philliber since 1995. She has both an MSW and PhD from the School of Social Welfare at the University of California, Berkeley. Sally has more than twenty years of experience as a program evaluator both in University and private sector settings. In addition, she is also a member the Editorial Board of the American Journal of Sexuality Education, a member of the School Based Health Alliance (formerly the National Association of School Based Health Centers), the Commissioner and Treasurer of First 5 Yolo, which administers grant funding targeted to children aged birth to 5 and their families to ensure that all Yolo County children are healthy, safe, and ready to learn, and the Chair of the Juvenile Review Board in Yolo County, CA, which is a community diversion program for first time and low risk offenders. Sally's ability as an evaluator is enhanced by her ten years of direct service experience as a counselor, case manager, and advocate for runaways, juvenile delinquents, youth in the child welfare system, and pregnant and parenting teens. She works across a wide range of projects including those in legal services and crime prevention, teen pregnancy prevention, early childhood education and school readiness, youth development, educational policy, school health policy, evaluation capacity building, health, mental health, child welfare and family support, homeless services, and journalism and media projects. For each evaluation project, Sally prepares an evaluation manual that provides detailed instructions for each data gathering instrument. In addition, Sally has developed "tool kits" and other "how to" manuals for building evaluation capacity. Sally has a keen interest in making evaluation data useful and accessible to staff and program administrators for the purposes of improving practice.

Dr. Susan Philliber

Dr. Susan Philliber has more than 30 years of experience in evaluation and basic research. She is an adjunct professor at Columbia University and is the author of five books and countless articles. She holds a PhD in sociology and demography from Florida State University. Susan has been the lead evaluator on several national projects in youth development, teen pregnancy, school achievement, community development, juvenile crime prevention, and other areas of human service delivery. She has received the Douglas Kirby Award for Excellence in Research for her lifetime of contributions to the field of teen pregnancy prevention research. She is extensively published and widely recognized for her ability to provide training in evaluation to program staff and others who lack prior technical training.

Edward (Ed) Parker

Edward (Ed) Parker has been a data analyst with Philliber Research & Evaluation since 1992. He has a Bachelor of Science degree in Business Administration from Utica College of Syracuse University, and a Master of Arts degree in Sociology from the State University of New York, College at New Paltz. His experience at Philliber is diverse and includes evaluation of projects involved with young fathers, teen pregnancy, housing, the homeless, needle exchange, HIV/AIDS, prison, high school initiatives, and after school tutorial programs. His responsibilities include creating program models, designing forms for use in evaluations, SPSS and STATA programming, data analyses, graphic design, and creating reports and presentations.

Heather Hirsch

Heather Hirsch joined Philliber Research & Evaluation as a Data Analyst in February 2001 and became an Evaluation Coordinator in October 2005. She has a Master's of Science in Criminal Justice from Northeastern University. Her portfolio includes projects in the area of unintended pregnancy, school readiness and school success, early childhood, youth development, teen pregnancy, and other areas of human service programs. Along with data cleaning, data analysis, and report writing, Heather coordinates and conducts interviews, trainings, and data collections.

Rita Turner

Rita Turner has been with Philliber Research & Evaluation since 1991. She has a Bachelor of Arts degree in Mathematics/ Business from The College of Saint Rose in Albany New York and a Master of Science degree in Educational Administration from the State University of New York, College at New Paltz. Rita has more than 30 years of experience in day-to-day project management of the evaluations of human services programs. In addition to analysis and report writing, Rita also provides training and technical support to new data analysts.

William Philliber

Dr. William (Bill) Philliber has more than forty years of experience in program design, development, and evaluation. He is the author of five books and many articles. Bill holds a PhD in sociology from Indiana University. His recent activities include evaluation of out-of-school time programs, early childhood education programs, teen pregnancy prevention programs, HIV/AIDS treatment and prevention programs, school improvement projects, and organizational capacity building efforts. He regularly leads community engagement processes around the nation.
