Aaron Sandoval

Job Titles:

Aaron Sandoval is a cooperation expert in science, technology and innovation between Latin America and the European Union. He collaborated in several FP7 and Horizon 2020 projects from the European Commission engaging international networks of experts in policy dialogue on ICT, Smart Cities, Future Internet and the Digital Future. Within the framework of his Master Thesis, Aaron visited Open Development Cambodia as an external specialist to collect data about Digital Entrepreneurship and Sustainable Development Goals (education SDG 4, Decent Employment & Economic Growth SDG 8 and Urban development SDG 11) in the Framework of his Master Thesis in the Willy Brandt School of Public Policy at the University of Erfurt in Germany. "Open Development Cambodia is a proactive place to be, they are constantly surrounded with an enormous amount of Data and organizing events aimed at disseminating information and good practices, it was an awesome experience to be welcomed by such a nice team" he mentioned.

AN Oudom

Job Titles:
  • Data Research and GIS Officer
Oudom is a Data Research and GIS Officer. His primary responsibilities include reviewing public domain documents for data collection and archiving. He is also responsible for updating and creating maps and information graphics based on publicly available data. Oudom holds an engineer's degree in Water Resource Engineering and Rural Infrastructure as well as a master's degree in Transportation and Infrastructure Engineering at the Institute of Technology of Cambodia (ITC). Before joining ODC, He worked for a well-known private petroleum company as a Transport Intern.

An Songmouy

Job Titles:
  • Economics Editor - Researcher
Songmouy is an Economics Editor-Researcher at Open Development Cambodia. She holds a Bachelor of International Affairs and Economics from Lafayette College in 2022. Before joining ODC, Songmouy worked as a senior research analyst at a market research company. Her main responsibilities include publishing daily news summaries, conducting research, producing economics-related content, and other editing support tasks. She also coordinates and supports different projects within ODC.

Andrew Coccoli

Job Titles:
  • Legal Research Intern With
Andrew Coccoli is a legal research intern with Open Development Cambodia. He studies law at William & Mary Law School, where he is pursuing concentrations in environmental law and international law. He expects to graduate in Spring 2023 with a J.D. Recent research areas include the sustainable development agenda and the international trade in endangered species. Andrew joined ODC in late May, and he has been working on a literature review on cyber norms operationalization in Cambodia/ASEAN, data protection and personal data, and data-centric digital rights. In addition, he also participated in Cambodia ICT Camp 2022 as a presenter and designed an ICT survey for the event.

Angela Maria Maalouf

Angela is currently a third-year French law student and a first-year business law Magistère Juriste d'Affaires at Paris II Panthéon-Assas, Paris, France. In her work at ODC, she conducted research, produced topics, publications, and reports based on the universal taxonomy of Open Development Cambodia, particularly on Business structures and legal registration, Banking and financial services policy and regulation, Securities exchange policy and regulation, Health care policy and administration, Patient rights, and as well as the blog posts on​ "COVID-19 Legislative response in Cambodia" and "Response to COVID-19: Cambodia's economic policy and administration". Angela believed that through this ODC internship, she had a meaningful experience expanding her knowledge and skill with ODC team and areas of research.

Arthur Champeroux

Arthur is finishing his Masters 2 in International Business Law and International Security and Defense Law at both Paris II and Université de Grenable Alpes in France, from Phnom Penh. He conducted research on Stock Market in Cambodia, Data protection in the context of Indigenous Peoples in Cambodia and the latest updates about Company Registration in Cambodia. He believes working with ODC was a great opportunity to dig in specific topics of interests and enrich him with the team knowledge belonging to ODC members and culture of work.

Atif Choudhury

Atif is a first-year law student at William and Mary School of Law in the USA. He came to ODC after his first year, and he prepared a draft briefing paper on Cambodia's elections and collected data for ODC's anticipated regional page. Atif called his experience at ODC "a bold and eye-opening adventure". He wrote about his experience on the William and Mary School blog. "As a clueless, rising 2L law student who had not even had the opportunity to take an American election law class (much less possess any familiarity with Cambodian election law), I have to admit the responsibility of being in charge of such a hugely important task was a bit daunting. Yet as I began researching Cambodia's electoral history and framework of governance and pored over the finer details of the Law on Election of Members of the National Assembly (or LEMNA, as it is affectionately known), I began to adapt and mold the project as my own." - Atif Choudhury

BAN Chanphalla

Job Titles:
  • Social Development Editor - Researcher
Chanphalla is a Social Development Editor - Researcher of Open Development Cambodia. His main responsibilities are daily news summary, conducting research, producing social development related contents, translating, editing and other reporting tasks. Chanphalla is an International Relations (IR) graduate of Institute of Foreign Language(IFL), the Royal University of Phnom Penh in 2017. Before joining ODC, Chanphalla worked as Future Forum's young research fellow on which he has conducted various projects. His latest research project concentrated on STEM education in Cambodia.

CHHENG Pheaktra

ICT in Education Project Officer Pheaktra works as an ICT in Education Project Officer at Open Development Cambodia. He is in charge of coordinating the implementation of all project activities, monitoring and evaluating project results, conducting training for target groups, producing progress reports, publishing promotional material and project success stories on social media, compiling related news, articles, and laws, collaborating with stakeholders from the government to the non-government and private sectors, and other secondary tasks. Holding two bachelor's degrees in English Communication and Tourism Management, he has experience in conducting market and social research projects, including but not limited to formal and non-formal education, youth development, community-based tourism, and SMEs, and in coordinating a national youth volunteer program. He is strongly passionate about research and projects concerning social inclusion, sustainable development, ICT and mental health, data analysis, and translation work. Share Tweet Share

Dechkunn Chhay

Dechkunn Chhay received his B.Sc in Information Technology Management from the American University of Phnom Penh and Computer Science from Fort Hays State University. He used to be a volunteer for the first ICT Camp in Siem Reap, 2018 which was conducted by ODC. His research interest includes cybersecurity, data security, e-governance of Southeast Asian countries. Dechkunn firmly believes that internship at ODC will provide him with valuable data and documents in his fields of interests.

Gabriel Milgram

Gabriel obtained a Master's degree in Public Business Law and specialized in the development of public services. After working for the French electricity distribution operator and for a NGO promoting better management of public services, he chose to prepare a Master's degree in Management to better understand the operational issues of his main areas of interest. At ODC, he is doing research and publishing on legal and judicial topics, from constitutional law and fundamental freedoms, to commercial law, to urbanization issues. He is convinced that he will learn a lot from the ODC team and through his experience in Phnom Penh.

HANG Visith

  • Investment Data Research Officer
Visith is a Data Researcher at Open Development Cambodia (ODC). At ODC, he is responsible for the desk research and data collection on foreign investment from multi-languages sources and translates it. Under the direct supervision of Data Research and GIS Specialist and Research and Web Content Manager, he works closely with several ODC teams in developing online resources on foreign investment and its impact on the development of Cambodia. He is also responsible for providing the Executive Director with written and oral reports, translating and interpreting services to any other team members if needed. He graduated bachelor degree with a major in English from the Institute of Foreign Language (IFL) and a master degree with a major in Chinese English Translation from Beijing Language and Culture University (BLCU). Before becoming a member of ODC, he had been engaged in many interpreting and translating careers.

HENG Huy

Job Titles:
  • IT and Website Advisor
IT and Website Advisor Huy Eng graduated with a double major in Computer Science from Royal University of Phnom Penh (RUPP), and International Study from Institute of Foreign Language (IFL). She has been working for ODC since it was firstly established in 2011. With several years of experience in web development, she takes the leading role in developing an online information resource for Cambodia's development community. She guides oversee and manages works of the IT team to ensure accuracy and technical competence. Jessica Duval

Jessica is pursuing a Master in Public Law at Universite Libre de Bruxelles. Jessica spent her summer with ODC as a legal research intern, during which time she completed a briefing paper on the law and judiciary sector in Cambodia, and collected more than 2000 law texts to build a compendium of law for the ODC Law & Regulations page.

Juliet Atellah

Job Titles:

  • Research Assistant
Juliet Atellah is a research assistant, data analyst and human rights activist. She joined ODC under South South Media lab (SSMlab) fellow program, a short-term in-residence program, allowing young professionals and innovators from the media sector in East Africa and South East Asia to network and collaborate. She is currently working at theelephant.info, a platform for engaging citizens to reflect, re-member and re-envision their society by interrogating the past, the present to fashion a future. She is an upcoming data journalist focused on stories related to health, governance and human rights. She has a degree in Bachelor of Science in Statistics from the university of Nairobi. At ODC as a fellow, her main aim is to apply open data and civic education strategies to strengthen the rights to information of vulnerable communities immediately affected by international corporate and national governments' economic interests in the sector of Extractives. In a comparison between Kenya and Cambodia, she is examining both the negative and positive impacts that extractive industries, such as mining, oil and gas have on the social and environmental level. A future collaborative database system on extractive mining in both Kenya and Cambodia could serve as a tool to disseminate information to the respective affected communities.

Katherine L. Hart

Katherine was a graduate student from the Texas Wesleyan School of Law. Katherine spent her summer in 2013 with ODC, during which she completed a briefing paper on the Cambodian health sector. Currently, Katherine is working for AlliedBarton Security Services and still studying international security, medicine, and legal policy.

KOEM Chhuonvuoch

Natural Resource and Land Editor - Researcher / Project Coordinator Chhuonvuoch is a Natural Resource and Land Editor - Researcher / Project Coordinator of Open Development Cambodia. She holds a Bachelor of Environmental Science from the Royal University of Phnom Penh (RUPP) ​and Bachelor of Arts in Teaching English to Speaker of Other Languages from Paññāsāstra University of Cambodia (PUC), as well as Master's degree in Disaster Management (International Program) from Naresuan University (NU), Thailand, 2021. She previously worked as an Associate Team Leader in an EIA company and published conference and scientific journals on various academic research platforms. Her primary responsibilities include collaborating on website design and content development, conducting research, compiling legal documents, policy papers, reports, and other natural resource development-related publications, conducting outreach and promotional activities, and advising and guiding research fellows. LEANG Kimhuoy

Job Titles:
  • Housekeeper
Kimhuoy is mainly responsible for maintaining the ODC office, a good environment, cleanliness, and a well-organized office. She also assists in drinks and snacks preparation for guests and staff as needed during meetings, training, and workshops and takes care of all the kitchen supplies. Before joining ODC, Kimhuoy used to work at Bayon Airlines for seven years as an airline catering.

LIM Sovatey

Job Titles:
  • Extractive Industry Revenue Project Officer
Vatey is an Extractive Industry Revenue Project Officer at Open Development Cambodia. She is mainly responsible for researching the various types of revenues and taxes generated by extractives, identifying potential sources of information on extractives, including primary and secondary sources, and producing progress reports. As of 2022, she holds a Master's Degree in Environmental Science and Engineering from Hohai University, China. In 2019, she graduated with an Engineering Degree in Water and Environmental Engineering in Water Resources Engineering and Rural Infrastructure from the Institute of Technology of Cambodia. Prior to joining ODC, she worked for private companies and projects as a field team leader, project assistant, or consultant.

Lisa Zhao

Lisa is now in China starting a tech company with her partners. She came to ODC after her first year of law school at Columbia Law School in the U.S.A. During her internship, she prepared a draft briefing paper on Chinese investment in the Mekong region and its impacts. Besides doing research, Lisa contributed to in-house hackathons such as dataset review and metadata development parties. "I enjoyed my time at ODC with all the great, hard-working and passionate co-workers! I learned so much about Cambodia's economic development. It was very interesting to assess developments from different perspectives. ODC is doing great work in Cambodia and I hope the regional website will launch soon and provide public information to the region!" - Lisa Zhao

LOCH Kalyan

Job Titles:
  • Data Research and GIS Specialist
Kalyan is a data research and GIS specialist at Open Development Cambodia (ODC). He used to work for ODC since it was firstly established in 2011 until 2015. Later he led GIS technical project of GPS navigation in a private sector. He joined back to ODC in 2019. He is responsible for leading the team in all data-related research activities, focusing on gathering, organizing, and display data about a particular location in a digital format. He also uses GIS technology to compile, maintain, and update information from a variety of sources for the public's use and ensure that data across all topic areas are complete, accurate, and up-to-date. He graduated in Land Management and Land Administration in 2011 and holds a Master's Degree in Natural Resources Management from the Royal University of Agriculture (RUA) in 2020.

Long Lina

Long Lina is a third-year student at the Royal University of Agriculture's Department of Land Management and Land Administration. He interned at ODC as a Data Research and Geographic Information System intern from August 2022 to February 2023. He was trained on how to conduct desk research in data collection and to prepare datasets for map production. During these 06 months, he was able to assist the ODC Data and Mapper team in updating monthly land reclassification and land concession data executed from Royal Decrees, and Sub-decrees, and collecting data related to budgets and public services from the ISAF M&E Database system. ​

Luke Flanagan

Luke studies information systems and biological science at the University of Sydney. While having a one-month break between his volunteer assignment in Vietnam and before the new semester started, Luke assisted ODC's IT team to improve the current spatial database in MySQL and conducted testing on preparations for establishing a standard spatial database structure.

Mr. BE Chantra

Mr. BE Chantra is the lead organizer of BarCamp in Cambodia, an international, innovative, and open technology conference. He is in charge of overall event planning, funding and coordination of all activities, ensuring the events run smoothly and meet expected outcomes. He has also organized and participated in many local events and workshops such as the Blogger Summit, Startup Weekend Cambodia, TechCamp Phnom Penh, Clogger Corner, Personal IT workshop, Mekong ICT Camp, youth camps, and regional Bar Camps. His goal has been to promote the effective use of technology tools for individual organizations and businesses. He has worked on the organization of private events and campaigns requiring social mobilization. Besides event management, he is also an online content, social media and marketing specialist. Chantra was elected chair of ODC's governing board in October, 2013.

Mr. BUN Tharum

Job Titles:
  • Communications Lead at InSTEDD ILab Southeast Asia
Mr. BUN Tharum is currently a communications lead at InSTEDD iLab Southeast Asia, a locally run innovation lab focused on the sustainable design and development of technologies for social good. A blogger and self-claimed digital diplomat in Cambodia since 2004, Tharum initiated the first technology conference BarCamp Phnom Penh. He also possesses an extensive background in online journalism and digital media. His works can be found on GlobalVoicesOnline.org, The Phnom Penh Post, Asian Correspondent, and Voice of America. Tharum is an alumnus of the International Visitor Leadership Program (IVLP), the U.S. Department of State's premier professional exchange program.

Mr. Ian RAMAGE

Job Titles:
  • Founder and Director of Angkor Research
Mr. Ian RAMAGE is the founder and director of Angkor Research and Consulting. With a Master of Science degree in Psychology from the University of Wollongong, New South Wales, he previously worked as a psychologist in juvenile detention centers in Australia and, as a consultant, prepared interdepartmental policies and guidelines on child protection and the mentally ill for the New South Wales state government. He moved to Cambodia in 1999, where he became a visiting lecturer and course advisor in psychology at the Royal University of Phnom Penh. Since 1999, he has successfully completed over 120 research projects in Cambodia with UN agencies, bilateral donors and NGOs, with a focus on program and impact evaluations in the fields of public/reproductive health, social welfare, gender, environment, agriculture and socioeconomics. He transitioned to the ODC Board from the pre-board advisory group, where he was one of the original members

Mr. John WEEKS

Mr. John WEEKS is an IT/open source enthusiast and educator. He has facilitated numerous socially responsible IT projects in Southeast Asia via House32 Web Design, and is currently managing Open-Comics.net.

Mr. MOUN Vichet

Mr. MOUN Vicheth has completed an outstanding bachelor of Philosophy in Yangon, Myanmar. He used to be an Editor and a member of Advisors Team of Annual publishedbooks of Cambodian Buddhist Students Monks Association in Myanmar between 2007 and 2010. The published books are the composed of life, virtue, social circumstances, humanity, good deeds and bad deeds, and family, etc. Those books are intended to inspire people to lead their lives on a virtuous path. He was also a coordinator of the Cambodian Buddhist Students Monks Association to the Cambodian Embassy in Myanmar and international donors. He was also a member of the discussing on the Law on Associations and Non-Governmental Organizations with representatives of the Cooperation Committee for Cambodia (CCC) and Ministry of Interior officials. He has a broad knowledge on the meditation retreat. He teaches people how to do mindfulness meditation techniques for managing stress and psychic power.

Mr. Norbert KLEIN

Mr. Norbert KLEIN, also one of ODC's original advisory board members, is a patriarch of the Internet community in Cambodia, having been instrumental in setting up Cambodia's Internet system in the 1990s. Norbert was also a founder and long-term head of the Internet Society of Cambodia, as well as a founder and board member of the Open Institute, an NGO leader in ICT4D. He set up and managed the Mirror, an early and long-running news aggregator, which operated from 1997-2009. Norbert is "actively retired." He continues to consult and speak on Internet and Internet governance issues around the world.

Mr. OUM Vantharith

Mr. OUM Vantharith is an advocate for free and open knowledge movements in Cambodia. His interests span from #OpenData, to #OpenAccess, #OpenLicensing, #Crowdsourcing #OnlineCollaboration and micro-financing. He first got involved with the open source movement doing localization into Khmer language. Later he discovered Wikipedia and has been a volunteer since July 2006, becoming an administrator for Khmer Wikipedia in 2009. He is also a project lead for ccCambodia to promote the Creative Commons movement in Cambodia. His general areas of interest include foreign languages, photography and travel.

Mr. PUTH Chan

Mr.​ PUTH​ Chan​ Choth​ is​ an​ ICT​ manager​ of​ an​ international​ humanitarian​ organization​ in​ Cambodia.​ He​ is​ also​ a​ technical​ working​ group​ of​ CCC​ (Cooperation​ Committee​ for​ Cambodia)​ that​ help​ to​ contribute​ an​ effective​ use​ of​ ICT​ for​ civil​ society​ organizations​ as​ well​ as​ contributing​ of​ ICT​ section​ from​ NGO​ sectors​ to​ the​ government​ national​ strategic​ development​ plan.​ His​ education​ background:​ 2010​ Diploma​ of​ Leadership​ and​ Management,​ UK.​ 2004​ Diploma​ of​ Open​ Source​ Software​ and​ Integration,​ Japan.​ 2001​ Bachelor​ degree​ of​ Computer​ Science​ and​ Engineering,​ Cambodia.

Ms. SIN Kim Sean

Job Titles:
  • Deputy Chief of Party and Grants Manager
Ms. SIN Kim Sean is the Deputy Chief of Party and Grants Manager in the East-West Management Institute's Program on Cambodian Civil Society Strengthening (CCSS). She is a lawyer, an arbitrator in labor field for Arbitration Council and arbitrator in commercial field for Cambodia's National Arbitration Center and for the Singapore Institute of Arbitrators (SIArb). Kim Sean's previous work experience includes being a programme officer at the Asia Foundation, a legal instructor at the University of San Francisco and then the Community Legal Education Center, a founding member of the Human Rights Task Force in Cambodia, and a researcher at the Legal Center for Research Documentation of the National Assembly. She holds a Master's degree in International Laws and Economics from the World Trade Institute in Switzerland, a Bachelor of Law degree from Cambodia's National Institute of Management and the Royal University of Law and Economics in Cambodia, a Certificate from the University of San Francisco, and a Certificate as a Legal Research Scholar from the University of Michigan in the United States of America. In these positions, Kim Sean has held to high ethical principles in pursuit of transparency and democracy, in both spirit and practice.

Ms. THOL Syvane

Ms. THOL Syvane is a recent graduate of Master of International Business from The University of Melbourne, Australia. She also holds a Bachelor of Finance and Banking at Royal University of Law and Economics, and a Bachelor of Education in Teaching English as a Foreign Language at Cambodian Mekong University, Cambodia. In her university life, she was successfully granted a competitive LIVE (Lead, Intern, Volunteer, Experience) Project as a leading consultant, supported by Study Melbourne (Victorian State Government). She has worked closely in the communities and accredited as an awarded Leader, appreciation for high capability, and contribution on training and community development of leader programs such as becoming a mentor and performing a pivotal role in the Global Leaders Program. Besides, she is an assistant director of a law and taxation consulting company. Within her post, she is dynamic and enthusiastic, and actively assists in providing indispensable support to the team of processing, research, updates, analysis, and reviews of documents. Furthermore, she has experience in financial institutions such as Mega International Commercial Bank and Cambodian Public Bank Plc. By utilizing her experience and skills, she has extensive knowledge and specializes in substantive credit and trade finance as one of the necessary skills to bring success to the business and social development. In addition to corporate matters, she has been selected highly and formally as an Alumni of Distinction awardee for the Faculty of Business and Economics, Melbourne.

Natalia Polakova

Natalia is a second-year Master's student in Economics at Mannheim University in Germany. She also holds a Master's degree in Economic Policy and Administration from Masaryk University, Czech Republic. In her research, she specializes in development economics, particularly education and human capital formation. During her internship, Natalia will be supporting ODC team in project activities with Ministry of Education, Youth and Sport. Additionally, her work will include research on education quality and learning outcomes in Cambodia.

NAY Maneth

Job Titles:
  • Communications Manager
Maneth manages social media platforms, designing, and programs of Open Development Cambodia (ODC). He is also in charge of other internal and external communications. Maneth graduated from the Institute for International Studies and Public Policy, RUPP, with International Relations major and completed his exchange study at Carroll College, USA. He later became an International Relations lecturer at the Institute for over 3 years. Then, he worked as a Digital Marketer at private companies and is now working as a Communications Manager at ODC.

OURN Vimoil

Program and Partnership Manager Vimoil is a Program and Partnership Manager at Open Development Cambodia (ODC). She provides strategic oversight and management for the Innovations in Social Accountability in Cambodia (ISAC) project and the research contributions to ODC content, while also coordinating all aspects of the Innovations in Social Accountability in Cambodia (ISAC) project. She is also responsible for developing training programs and training target groups on how to use ODC's website. She holds two bachelor's degrees in economic development and English for translation and interpreting, and Master's degree in environment, development and sustainability from Chulalongkorn University. Before being a part of ODC, she was a programme assistant at Cambodia Development Resource Institute (CDRI) and an assistant to managing director at a private company. Share Tweet Share

PA Settevin

Tevin's main responsibility is to assist the Finance & Admin units in providing admin/logistic support for the events, preparing Travel Authorization (TA) forms and clearance, maintaining the fixed asset and inventory lists, procurement works, handling cash advance, and scanning and copying financial documents. Tevin held a bachelor's degree in Economic Development from the University of Law and Economics in 2020. Before joining ODC, Tevin had more than 3 years of experience with private company sectors in Admin & Procurement.

PHY Sakhoeun

Mr PHY Sakhoeun graduated Master's degree of Management from Human Resources University in 2012, Bachelor's degree of English Literature from Build Bridge University (BBU) in 2009, and Bachelor's degree of Accounting from the National University of Management in 2003. Relevant to working experience, Mr Sakhoeun has thirteen years experiences on Financing, Administration and Human resources with both local and international organizations in Cambodia. Since the early of 2018, Mr Sakhoeun is a Finance and Admin Manager at Open Development Cambodia (ODC), and works closely with ODC Executive Director under the main responsibilities such as: verifying all the payment documents and accounting transaction before posting to the accounting system, making a financial report for Executive Director and donors timely, preparing the budget proposal to donors, preparing all projects budget monitoring reports and submitting monthly to Executive Director. Besides this, he also facilitates in the process of auditing, monitoring the effectiveness of in-hand budget using, providing technical support to Finance and Admin Officer, coordinating on staff recruitment and orientation, reviewing staff payroll and other related benefits, taxation documents, national social security fund, organization policy and procedure and revising if there are gaps, also doing other tasks which mentioned in the job description.

Romeo Garreau

Romeo obtained a Master's Degree in Environment and Law from Université de Rennes I in France. He was a legal researcher intern at ODC for 6 months, during which he contributed to several topic pages related to the environment and natural resources in Cambodia. Romeo also worked along with the data and mapping team, and represented ODC at promotional events such as Barcamp, Inno-Tech Festival and Science and Engineering Festival. "My internship brought me a broad understanding of Cambodia's trends, and it has strengthened my motivation into taking action for environmental protection. Ross Natividad

Ross is a student at William and Mary Law School in Williamsburg, Virginia, U.S.A. He interned at ODC from May to July 2014 and conducted research and drafted a briefing paper on Cambodia's rubber industry. Besides doing research, Ross contributed to in-house hackathons such as dataset review and metadata development parties. SAM AN Mardy

Information Technology and Website Manager Mardy's main responsibilities are managing and overseeing ODC platform and network infrastructure. He is in charge of involving in and monitoring the development and maintenance of ODC platform under collaboration from other ODC team. Moreover, he is responsible for providing technical guidance and support as well as identifying, preventing, and mitigating IT-related issues of the network infrastructure and project implementation. Mardy is a graduate from the Institute of Technology of Cambodia (ITC) majoring in Computer Science and holds a Bachelor of Education in Teaching English as a Foreign Language from the Institute of Foreign Languages (IFL). SEUN Vichra

Job Titles:
  • Web Development and IT Officer
Vichra is mainly responsible for ensuring the well-functionality of IT network systems and infrastructure, including hardware and software. Moreover, his primary responsibility is on digital security control, system upgrade, and other IT-related support. Additionally, he supports website development and maintenance. Vichra held a bachelor's degree in Computer Science from the University of Cambodia in 2018. Before joining ODC, Vichra had more than five years of experience with private and non-private sectors in IT support.

Siem San

Siem San is a third-year student at the Faculty of Land Management and Land Administration of the Royal University of Agriculture and works as an intern in Data Research and Geographic Information Systems (GIS). San is responsible for collecting data, data entry, and working with spatial data to create datasets across sectors in Cambodia for the ODC website and engaging with the ODC's outreach activities. San joined ODC from May 9, 2023, to November 18, 2023.

SIV Vatana

Job Titles:
  • Research and Web Content Manager
Vatana has been working with ODC as an Editor-Researcher and Research and Content Officer since 2016. Vatana has been acknowledged for her leadership in organizing and overseeing the content and web development teams in the expansion of online resources. She was enthusiastically promoted to Research and Web Content Manager in late 2020. In her present position, she is given multiple duties to guarantee that the work plan and project goals are met. She controls the daily operations of the content teams and website, as well as the project activity plan, and takes the lead in site design and development. Vatana also collaborates with the ODC team to monitor web traffic and uphold editorial standards, ensuring timeliness content, completeness, and user-friendliness. Before joining the ODC, she was a Research Assistant for the Australian Centre for International Agricultural Research (ACIAR) framework project (LWR-ID/2009/046) and various university research schemes. Vatana graduated from the Institute of Technology of Cambodia (ITC) in 2014 with a degree in Water Resources Engineering and Rural Infrastructure.

SOK Haingkheang

Job Titles:
  • Communications Officer
Kheang is in charge of producing ODC's communication materials as well as assisting with various ODC activities such as trainings, workshops, and meetings with key stakeholders and partners. He also publishes blog posts about ODC's activities.

Sok Srey Lux

Srey Lux​ is a fourth-year student at the Department of Media and Communication (DMC) of the Royal University of Phnom Penh (RUPP). She joined ODC in May as a communication intern under the Partnership and Communication team, working on producing digital communications materials. Equipping with a media-related knowledge background, she assists in making communication materials, including booklet design and contents, and photographing at the Cambodia ICT Camp 2022 and other ODC events.

Tey Sovannratanak

Ratanak is currently an MBA student majoring in Digital Marketing at Harbour.Space University, Spain and Thailand. He has graduated from Department of International Studies majoring in International Economic at Institute of Foreign Languages. Ratanak tremendously interested in strategic planning, media & production, digital marketing, campaign management and also event management. Ratanak expected that by working at ODC, he would be able to actively support and improve the communication team in achieving various goals.

Thaung Vanndynata

Vanndynata Thaung is a student who is currently pursuing an advanced diploma in finance at Raffles International College Cambodia and a postgraduate diploma in business management at Kingston International School Singapore. Vanndynata is currently exploring work outside of her field, which is why she is interning as a communication intern at Open Development Cambodia (ODC).

THY Try

THY Try is an Executive Director/Editor-in-Chief of Open Development Cambodia (ODC). In 2011, he joined ODC as an advisory board member, and later on, he became a chairman of the board. As an Executive Director/Editor-in-Chief, Try plays an important role in increasing public access to current and historical data and information about Cambodia's development trends in an online ‘open data' platform, compiling freely-available data from a wide range of public sources. Prior to joining ODC, Try worked for the National Network on Extractive Industry Social and Environmental Impact (EISEI) as a coordinator of Development and Partnership in Action (DPA) for four years. He also spent two years with ADHOC as a human rights investigator and another two years with Indochina Research Limited (IRL) in social and commercial research. He also holds multiple degrees and training-related certificates.

VONG Pisith

Job Titles:
  • Senior Data Research & GIS Officer
Pisith works as a Senior Data Research & GIS Officer /Capacity Building Coordinator at Open Development Cambodia (ODC). He satisfactorily completed Engineering's Degree of Geo-Resources and Geotechnical Engineering (GGE) from the Institute of Technology of Cambodia (ITC) in 2019. During the year of his graduation in 2019, Pisith was granted a scholarship for a one-semester exchange program at Chulalongkorn University, Thailand where his thesis was completed for successful graduation in ITC.
