Abe Avila

Abe Avila has over 20 years in management and leadership and joined People's Care in 2014 as the District Manager of Central Valley. In 2022, Abe promoted to Regional Manager of Redwood Family Care Network. Prior to joining People's Care, Abe worked in Wireless Telecommunications for several carriers where he held several leadership and management roles. Abe's educational background is in Biblical and Pastoral Studies, where he is a graduate from the Latin American Bible College in Southern California.

Anthony (Tony) Kueter - CEO

Anthony (Tony) Kueter, is the Chief Executive Officer for Redwood Family Care Network (as of April 1, 2022), which is the parent company for People's Care and Sails Group. Tony started his career at People's Care in 2008 as the Chief Operations Officer and held this title for the past 14 years. During this time, People's Care experienced exceptional improvements in service and support delivery to people with I/DD, which in turn has resulted in substantial growth within the business. Our results have been related to solid leadership, creation of systems and processes that are directly tied to the success of the people we support and fostering a culture of "People First." Prior to coming on board with People's Care, Tony spent 21 years at UPS. He started his first management assignment at UPS in January of 1989 and has been managing ever since. Tony worked his way up the ladder at UPS due to his hard work, ethical standards, and leadership abilities. UPS provided Tony with exceptional management, business, and people skills trainings over the years; UPS was a driving factor for Tony's success and taught him how to be an effective leader. In business, Tony's greatest success has been creating a brand at People's Care that represents "Quality Service and People First." Tony is extremely excited to continue building this brand under the Redwood family name. In Tony's personal life, he is most proud of his family. This includes his wife of 28 years and four boys. His family serves as his rock, his inspiration, and his foundation.

Brian Decelles

Brian joined Redwood Family Care Network, Inc. in 2021 as its Chief Development Officer. With over 25 years of experience in business development, finance, and mergers & acquisitions in the healthcare industry, Brian is an innovative individual recognized for developing national business relationships, leading organizational change and operational improvements. As an industry leader, Brian is focused on relationship building, the development and execution of growth strategies, and generating new business opportunities. Before joining Redwood Family Care Network, Inc., Brian was the Vice President of Business Development for D&S Community Services LP, a regional, home and community-based health and human services provider with over $200 million in revenues based in Austin, TX. He was responsible for leading the growth initiative throughout the Southeast. Prior to his position at D&S Community Services, LP, Brian was a Director of Mergers & Acquisitions at Civitas Solutions, Inc., a publicly traded, home and community-based health and human services provider with over $1.3 billion in revenues. Brian partnered with executives and operating unit leaders to develop, lead, and execute on acquisition growth strategies for Civitas Solution's portfolio of businesses. Brian holds an M.B.A. in Finance from the Johnson Graduate School of Management at Cornell University and a B.A. in Philosophy from Boston College.

Bryan Maravilla

Bryan Maravilla brings with him 15+ years of experience in technology. His other professional experience includes website development, graphic design, software development and sales, project management, and experience as a creative director. He studied at DeVry University (Pomona Campus) with a bachelor's in business information systems (BA BIS). Bryan was appointed the Vice President of Information Technology in 2017, a year after joining People's Care, now Redwood Family Care Network. In this role, Bryan is responsible for the strategic direction and execution of all IT operations. He has direct oversight for all information systems and drives optimization and efficiency across the company. He puts customer service at the forefront of the department's operations and has a good understanding of bridging employees to technology.

Christopher L.Trevilla

Christopher L.Trevilla is the Director of Compliance and Training. Christopher has brought his creative vision, pragmatism, knowledge, and unshakable optimism to bear in his professional career in developmental services, which has spanned over 20 years. From a direct support professional in residential, day camp, and day service settings, to case management for employment services, a disability rights navigator, as a service coordinator as part of the California Regional Center system, a behavior management day program manager, to District Manager for Los Angeles and Orange County Residential operations, Chris has held a variety of roles and responsibilities in his career in the service of children, families, adults, and seniors living with intellectual and developmental disabilities. Across his career he has worked passionately to improve the quality of life for the hundreds of individuals and families he has had the privilege to serve. Christopher believes that the power of positive relationships make genuine growth and success possible, a formula that has served him well in his many roles, and a formula he plans to bring to bear as the new Director of Training and Compliance for Redwood Family Care Network. Chris is a Mexican-American organizational and cultural change agent hailing from Whittier, CA. Chris or ‘CT' has been an active idealist, leader, and organizer across Southern California for several decades, where he has advocated arts access, educational reform, health care, and disability rights. He is a published poet and author as well as experienced multidisciplinary performance artist. An avid reader, Christopher believes knowledge is a privilege best utilized in the service of his fellow man.

David Cottrell - CFO

Bringing in 40+ years of experience, David has spanned a career working around entrepreneurial environments, building company finance, HR and IT infrastructures as well as developing and growing teams. Rarely content with the status quo, David's continuous drive directs a rare blend of abilities to clients' advantage. Combining acute business foresight with practical strategies, he charts an astute course through all financial climates. Identifying directions and strongest offerings, David propels businesses towards growth during critical times. He is technologically focused, and is adept at building and streamlining business processes, identifying cost optimizations and revenue enhancements, as well as constant evolving of best practices. David also prefers opportunities where he can make a difference, well beyond the numbers, where human capital is prioritized. A native Californian living in Santa Monica, and an alumnus of the University of Southern California (a second-generation Trojan). David is a Certified Public Accountant (inactive) in the State of California.

Donna Oddo - CHRO

Donna joined Redwood Family Care Network in 2021 and comes to us with over 25 years of experience in Human Resources. Donna is new to the Health and Human Services Field. She feels very fortunate to be part of a company that is making such a huge difference in the lives of so many people. Our employees work tirelessly to care for the individuals we serve. It is important to Donna that the employees in the field that are doing such important work receive the service and support they deserve. Donna oversees a skilled and dedicated team of individuals in Human Resources, Payroll, Safety, Workers Comp, Recruiting and Onboarding. Donna believes good leadership requires guidance, teaching, motivation, listening and appreciation.

Jose Mendoza

Jose Mendoza has worked in the Health and Human Services Field for over 18 years in various capacities including Case Management, Program Development, and Operations. Jose brings together a unique mix of clinical and business experience that allows him to take a well-balanced approach between finances and patient centered care. His time Operations and Program Development enable him to understand the needs of the people we serve while ensuring an outcomes evidence based compassionate approach to care. Jose is a graduate of the University of Southern California where he completed his degree in Finance with an emphasis in Marketing Psychology. After starting a career in Finance and Product Development, Jose felt called to begin a new career aimed at helping individuals and families confronting mental health challenges. Through his work in the Mental Health and Substance Use field, he strives to affect positive change in the lives of our clients and the community.

Justin Trott

Justin joins Redwood Family Care Network with over 15 years of leadership experience in healthcare operations, strategy and development. Justin has been responsible for building high performing healthcare operations and service teams in both Orange County and the Inland Empire and is excited to be joining the Redwood Family Care Network. Justin has a passion for servant leadership, building culture and a deep belief in stewardship for people who need special help across the healthcare spectrum. Michelle Mainez - COO

Michelle Mainez was named the Chief Operations Officer for Redwood Family Care Network in April 2022. Michelle contributes more than 27 years of experience in the health and human services field serving in various leadership capacities. Michelle has a proven track record in development, delivery and growth of high quality supports and services for individuals with intellectual and developmental disabilities across the lifespan. Michelle has a longstanding commitment to create pathways of opportunity and development for aspiring leaders in the health and human services field. Michelle originally joined People's Care as the Executive Director of Community Engagement and Development and expanded her role with the establishment of Redwood Family Care Network in June 2021. Michelle was responsible for the agency's legislative advocacy and community relations. She established and Co-Chaired the Retention and Culture Committee and led marketing, branding, communication, and many agency initiatives. She provided guidance to operation leaders and partnered with regulatory agencies on new development, project management, facility maintenance and focused quality improvement needs. Outside of work, Michelle enjoys giving back to her community as a member of the National Charity League and Board Member of the Richard D. Davis Foundation for the Developmentally Disabled. She is a first-generation college graduate with a Masters degree in Rehabilitation Counseling from California State University, San Bernardino. She is fueled by her family both as a wife and a mother of two daughters and believes in the importance of making room for humor and laughter in our daily lives. Michelle's "Why" is her passion to inspire others to invest their time, talents, and skills towards driving meaningful change in their communities and in the lives of others.

Sharon Han

Sharon joined People's Care in 2019 as Senior Director of Revenue and Contracts, oversees all rate and contract negotiations, and fleet management. She was previously with Inland Regional Center for 9 years working in resource development in partnership with service providers. Prior to working at the regional center Sharon was a small business owner for 12 years. Sharon has a B.A from University of Washington.

Steve Perez

Steve Perez has over 20 years experience in the field of behavior analysis, working with infants to adults across a vast array of diagnoses and conditions. He has also served in the management and data analysis of ABA and its provider networks for both the social services and managed care systems at the county level. He began college as a student of electrical engineering, but transitioned to Psychology as he felt human behavior was more exciting and rewarding than electronic circuits. His motivation is the product of empowering others and being able to witness their victory and success.

William (Bill) Hale - Chief Strategy Officer, EVP

William (Bill) Hale is the Executive Vice President and Chief Strategy Officer directing the multiple initiatives the company pursues and is also responsible for the company's merger and acquisition activity. Bill has been a Senior Level Healthcare Executive for over 30 years and prior to Redwood had been the President and CEO of Beech Street Corporation, the country's largest privately owned preferred provider organization and was formerly the President of Community Psychiatric Centers, a 50 hospital chain providing psychiatric, behavioral, mental health and alcoholism and addiction treatment services on inpatient and outpatient campuses. Before his recruitment to Community Psychiatric Centers he was the Senior Vice President of Operations for Charter Medical Corporation, the country's largest chain of 135 psychiatric, mental health, behavioral, chemical dependency, hospitals, treatment centers, residential centers, and diverse day treatment programs, with locations throughout the United States, Puerto Rico, Switzerland and the UK.
