David Willis - COO

David Willis is COO of TLS. His responsibilities include oversight of the company's Executives and Estimators. David joined the business with his father, and sister in 1978, helping build and manage projects, estimating, and building relationships. He is an active member of the Association of Oklahoma General Contractors (AOGC), and the Oklahoma Municipal Contractors Association (OMCA). David graduated from Putnam City High School in 1976 and attended UCO, until joining the family business. Outside the office, David likes to hunt, fish, spend time with family, and enjoy the great cooking creations that his partner Jayne makes. David is blessed with 2 wonderful children and 5 beautiful granddaughters.

Dusty Scott

Dusty Scott is the Arkansas Division Manager for TLS. Dusty Scott joined TLS in 2017 as a Project Manager, in that time he worked in our Tulsa and Oklahoma City Divisions before being named Arkansas Division Manager in 2023. Dusty brings a wealth of Electrical Experience in the field and in building customer relationships. He has extensive experience at identifying and maintaining budget guidelines throughout the project life cycle. Dusty started out as a 1 st year electrical apprentice and has worked his way up to every leadership role in the Electrical Industry in his 20 plus year career. Dusty's background includes electrical projects in the healthcare, data centers, performance venue, sports lighting, commercial, education industries as well as road and bridge electrical systems. Dusty is a graduate of Colorado State University and a Veteran of the U.S. Army where his MOS 13F2P Forward Observer Paratrooper as well as many other Army credentials and was deployed to multiple countries. Dusty is an active member of the Association of Oklahoma General Contractors (AOGC) and Associated Builders and Contractors (ABC) OK & AR Dusty has two beautiful daughters, Isabelle 18, headed to the University of Arkansas and Mikayla is 16 years old, both keep Dusty in line during his off time which includes hobbies of gym, lake and riding his Harley.

Larry Butler - President

Larry Butler is the President of TLS. His responsibilities include setting up company goals and strategies, managing budgets and allocations, and working closely with all departments. Larry holds an Oklahoma Electrical Contractors license as well as a Master Electrical license in Arkansas. He is a member of the Association of Oklahoma General Contractors (AOGC), and the Associated Builders & Contractors of Oklahoma (ABC). Larry started working with the Willis family prior to the incorporation of TLS in 1982. A few years later, he moved to Colorado and while working there acquired his journeyman electrical license. Larry came back to Oklahoma in 1995 and served as Vice President of the company. In 2005, TLS purchased Beeline Traffic Control in Tulsa, he continued the role of VP and moved to Tulsa to manage the new division. With that division up and running, Larry returned to OKC and assumed the role of President. When he is not at the office, you will find Larry with his daughter and his two amazing grandchildren. He enjoys farming, carpentry, and travel.

Walter Floyd

Job Titles:

Walter Floyd is the Oklahoma City Division Manager for TLS. His responsibilities include oversight of projects, planning, personnel, and resources. He is also part of the estimating team. An active member of the Association of Oklahoma General Contractors (AOGC), Oklahoma Municipal Contractors Association (OMCA), and Oklahoma Traffic Engineering Association (OTEA), he cares deeply about the road and bridge and traffic industries. Walter graduated from Oklahoma State University with a degree in communications and business in 2008. He joined TLS in 2009 and has supported the company in various capacities, including field and shop laborer, purchasing manager, and project manager. Outside the office, Walter is happily married to the love of his life and is the proud father of a young son. He enjoys traveling, being outdoors, eating good food, and building relationships with family, friends, and colleagues.

Wayne Kennedy

Wayne Kennedy is the Tulsa Division Manager for TLS. Wayne graduated from Oklahoma State University with a bachelor's degree in Business Management and Marketing. He joined TLS as an electrical foreman in February 2018 and worked his way up to Project Manager shortly after. Wayne was promoted to Division Manager in 2021. His experience in the field as a foreman, then as a project manager, has given Wayne a unique perspective of the industry. Wayne is also a beneficial part of our estimating team. Wayne is an active member of the Association of Oklahoma General Contractors (AOGC) and Associated Builders and Contractors (ABC) With over 15 years of experience primarily in the commercial electrical field within the construction industry, Wayne's comprehensive knowledge has proven to be invaluable to the company's current success. Outside of the office, Wayne loves to spend quality time with his two daughters and his dog, Loki. He enjoys riding his Harley Davidson motorcycle, traveling, skydiving, and enjoying the outdoors.
