Alan Balutis is Executive Director of The CIO Collective. He recently stepped down as a Distinguished Fellow and Managing Partner with Cisco Systems Public Sector strategy and consulting group. This Business Solutions Group was a direct report to the CEO. It was formed to build CXO relationships, focus on long-term technology and management trends that might affect the industry, and guide the firm's R&D strategies as well as corporate acquisitions.
Before joining the networking firm, he served more than 30 years in public service and industry leadership roles. He was a founding member of the Federal CIO Council, where he served in several leadership positions. At the Department of Commerce, he headed their Office of Management, Budget and Planning and served as the first CIO of a cabinet-level agency. During that period, his work earned him three Presidential Rank Awards. He finished his government career as the Director of the Advanced Technology Program (ATP) at the National Institute of Standards and Technology; ATP was created by the Congress to be a civilian DARPA and fund cutting-edge emerging technologies. He has been selected as a Federal Computer Week (FCW) FED 100 recipient eight times and was voted into membership in both the Government Computer News and FCW IT halls of fame. A strong advocate for government reform, he has authored six books and numerous articles and papers on that topic and spoken at multiple panels and conferences. He is a Fellow of the National Academy of Public Administration and also is a Senior Advisor to Government Executives (SAGE) at The Partnership for Public Service.
Balutis served as Executive Director and COO of the Industry Advisory Council, a 501(c)3, which he grew to include over 500 member firms. He has also been a member of a number of corporate Government Advisory Boards, including Endeca (acquired by Oracle), INPUT (acquired by Deltek), IT security firms Sigaba and Entrust, Akamai, and most recently Government CIO (purchased by a venture capital firm).

Doug Lane is the retired Chairman, President and Chief Executive Officer of Capgemini Government Solutions (CGS), a wholly owned subsidiary of Capgemini, a global technology and management consulting firm. CGS is a FOCI-mitigated entity and operates under a Special Security Agreement with the United States Government. Mr. Lane led CGS for nine years from 2014 through 2023. He was responsible for overseeing the strategic direction of CGS and guiding the delivery of a diverse range of solutions for U.S. Federal Government agencies. During his tenure at CGS, Mr. Lane transformed the business from a small civilian- focused entity into a large consultancy supporting major programs across the federal landscape. He led the acquisition and integration of VariQ to improve access to key contract vehicles including Alliant II.
Mr. Lane has a forty-year career building and leading professional service organizations to serve government and private sector clients. After beginning his career as a Systems Analyst at the Johns Hopkins School of Medicine (1983), he joined Price Waterhouse in 1987 and was elected as Partner in 1997. While at Price Waterhouse / PwC, he built and led consulting groups focused on technology capabilities and commercial industry verticals. Major clients included United Parcel Service, JP Morgan, Duke Energy, American Red Cross, Disney, Sprint, and Nextel.
After PwC's consulting business was acquired by IBM, Mr. Lane joined Booz Allen Hamilton as a Vice President in 2006 where he led Booz Allen's information technology capability for the Federal Health market. He was promoted to Senior Vice President in 2009 and assumed responsibility for Booz Allen's Transportation business.
Mr. Lane is a Board Director and member of the Executive Committee of the Professional Services Council (PSC) which is the voice of the government technology and professional services industry, representing the full range and diversity of the government services sector. Mr. Lane is also a member of the Board of Directors for the Y of Central Maryland and is an active member of their Mission Impact committee.
From 2014 to 2020, Mr. Lane was Chairman of the Talent and Compensation Committee and a member of the Board of Directors for UMUC Ventures, a not-for-profit organization that develops innovative businesses and partnerships, supporting efforts to reduce the cost of higher education for adult learners while addressing the workforce needs of the 21st century. During this period , he was responsible for several CEO searches for subsidiary companies and involved in the sale of a subsidiary (HelioCampus) to an Ed-Tech venture fund.
Mr. Lane previously served on the Board of Directors of the Linwood Center, an organization dedicated to improving the lives of children and adults with autism spectrum disorder. He served on the Linwood board from 2005 to 2014 and was the Chairman of the Board's Compensation Committee.
Mr. Lane is a three-time winner of the prestigious Wash100 award. Selected by Executive Mosaic, the Wash100 is comprised of the most significant and impactful executives in the government contracting sector.
Mr. Lane has a B.S. in Computer Science with a minor in Mathematics from Towson State University. He is the father of two adult children and lives in in Pinehurst, North Carolina.

As President & CEO, Gazelle leads BluJuniper's strategic direction and mission. Her vision and leadership drive the company's performance and culture. She also leads the day to day operation from Business Development to workforce recruitment.
Gazelle is a seasoned technology entrepreneur with broad experience in both the public and private sectors. In addition to her role as the head of BluJuniper, she is a member of the socially impact focus investment group, WE Capital (a consortium of female investors who, through their investment in Rethink Impact, support gender diverse management teams using tech to help solve the world's greatest challenges), and co-founder of Project Turquoise non-profit organization.
Prior to her current endeavors, she led her technology firm, Paragon Technology Group, which she co-founded. Under Gazelle's leadership, Paragon grew organically to $41M in 2011 serving the public and private sectors' management consulting and technology services needs. Paragon was selected to the Inc. Magazine 5000 list in 2010 and 2011 and recognized as high performing government contractor.
Formerly, Gazelle was the Director of IT at Broadband Office, CIO of Picus, Director of IT at Teligent, and held other management and engineering positions at MCI metro and Hughes Network Systems. Gazelle earned a Masters in Telecommunications from the George Washington University and a Bachelor's Degree in Electrical Engineering from George Mason University. Gazelle lives in Washington DC and Miami.
In addition to Paragon's awards, she has received the SmartCEO Brava Award and SmartCEO 100, inducted to the George Washington's school of engineering hall of fame, among many others. Gazelle is passionate about helping families in need around the world and advancing females in the workforce.

Ira l. Hobbs is the principal officer of ILH and Associates LLC, an information management consulting practice that focuses on the federal market. He performs a wide range of tasks associated with the growth and development of the federal workforce from a management and leadership perspective.
Ira L. Hobbs served as Deputy Assistant Secretary and Chief Information Officer (CIO) of the U.S. Department of the Treasury. In that role, Mr. Hobbs served as the principal advisor on information technology (IT) issues to the Secretary of Treasury, the Deputy Secretary, and other senior management officials throughout the Department.
Prior to joining the Department of the Treasury, Mr. Hobbs served seven years as the Deputy Chief Information Officer of the U.S. Department of Agriculture (USDA). As Deputy CIO, Mr. Hobbs shared responsibility for the overall management of USDA's information and IT assets, including the direction and management of a staff of 260 IRM professionals and 1.7 billion dollars in physical assets.
Mr. Hobbs received a B.A. degree in political science from Florida A&M University and earned a master of public administration degree from Florida State University. He currently resides in Mitchellville, MD, along with his wife Deborah.

Michael Fox is a senior growth and strategy, sales, and business development executive with over 40 years of experience identifying, qualifying, and executing large-scale information technology and digital transformation services and solutions contracts across the entire Public Sector. His expertise includes executive management consulting, P&L, corporate development, new business development, sales management, complex government contracting, strategic partnerships, and mergers and acquisitions.
Michael is a frequent speaker at industry conferences and in the media on various topics related to federal procurement, business development and small business mentorship. For the past 12 years, Michael was the U.S. Federal Sales Lead within Accenture's Federal Services (AFS) organization where he managed a team of over 120 sales professionals. In his last position, Michael took on the newly created role of Chief Capture Executive. He was tasked with leading a team of sales executives responsible for the capture activities for all of AFS' largest and most complex deal pursuits. Prior to Accenture, Michael has held the position of Corporate Business Development and Chief Strategy officer at Novetta (now part of Accenture Federal Services) and Attain. He started his career at SRA International (now part of GDIT) where he led business development and capture efforts for over 22 years.
Since leaving Accenture in February 2025, Michael has formed his own business development and growth strategy firm, called Sollertia Strategic Consulting. The firm specializes in strategic aspects of government sales, from lead identification and qualification to capture and proposal development. Sollertia (Latin for "Skill", "Knowledge", "Expertise") are experts in developing highly creative and innovative capture strategies for large, complex deals. Sollertia also helps small and mid-size companies put in place a strategy to pursue more prime opportunities and accelerate their growth to the next level.

Stan Soloway is President & CEO of Celero Strategies, LLC, a full-service strategic consultancy focused on the federal market. Celero Strategies is Soloway's latest step in a career during which he has become widely regarded as one of the nation's leading experts on the federal market, the factors and dynamics that drive it and how to translate that expertise into meaningful strategies and action. With Celero, Soloway's goal is to combine two core passions: helping good companies bring innovative solutions to government and helping government significantly improve its performance and delivery of service. Stan also serves as a member of the Defense Business Board, and is a Fellow of both the National Academy of Public Administration (where he also serves on the Board of Directors) and of the National Contract Management Association.
Prior to founding Celero Strategies in January 2016, Stan served for 15 years as the President & CEO of the Professional Services Council, the largest and most influential national association of government technology and professional services firms. While at PSC, Soloway was the industry's leading voice, policy strategist and resource for both government and the private sector. He regularly testified before Congress, was a prolific writer, appeared often on radio and television; and was routinely sought out by both corporate and government organizations to discuss current market trends, dynamics and strategies. He has also been a contributing author for books published by Cambridge University, Harvard Law School and the University of Pennsylvania, and in 2021 co-authored "Other Transactions at 60: Hitting Their Stride or Hitting the Wall?" which was published by the IBM Center for the Business of Government.
Stan was the recipient of the 2016 Consumer Electronics Show (CES) Government Technology Leadership Award and was named the IT Industry Executive of the Year in 2013 by Government Computer News. He has also been cited as one of the 100 most influential business leaders in Washington (Washington Business Journal) and one of the 100 most influential figures in national defense (Defense News and Gannett). He is a four-time winner of the Federal 100 Award for his leadership in federal information technology and is a principal at the Partnership for Public Service where he serves as a Senior Advisor to Government Executives (SAGE).
During the second half of the Clinton Administration, Stan served as the Deputy Undersecretary of Defense and was responsible for wide-ranging reforms to defense acquisition and technology policy and practices, and broader department-wide re-engineering. In recognition of his leadership in the department, Stan was awarded both the Secretary of Defense Medal for Exceptional Public Service and the Secretary of Defense Medal for Distinguished Public Service.
