Caroline McAndrew

As Director of Corporate Services, Caroline is responsible for the development and maintenance of company business practices, policies and procedures, finance, IT and facilities and contract management. She also delivers a progressive HR and Marketing strategy that is aligned with business goals. A qualified and skilled marketing and business professional, Caroline has 15 years' experience in marketing, communications and broad-based business management. An adept researcher, she also keeps abreast of industry trends and challenges, and provides business intelligence to the company. Previous roles include responsibility for marketing, advertising, brand, media, industry relations, service innovation, relationship management, customer experience design and international brand development. Caroline was previously Marketing Manager for a consumer products company, where she played a pivotal role in building the brand. She was also responsible for market analysis, interpretation of research, development and implementation of brand and promotional strategies to drive value, volume sales and brand equity in highly competitive consumer markets. Prior to this, Caroline worked in financial services, where she gained extensive experience in strategy development, brand equity management, market research, communication channel management, brand communication, innovation and activation. She has also contributed to the development and re-positioning of one of Ireland's leading financial services brands. Caroline has a Bachelor of Business Studies, a Higher Diploma in Marketing Practice and a Master's in Business and Management.

Janine Higgins

Janine is responsible for the development, oversight and management of the advancing information systems strategy, development & testing team, support team, and quality information system implementation specialists. As Director of Quality Information Systems (QIS), she oversees the development, implementation and support of all Quality Management Information Systems projects in client healthcare organisations. She is responsible for identifying resource needs and requirements on a project by project basis and is the escalation point of contact for any issues. Janine drives innovation within her team and continually seeks opportunities for enhancements to HCI's suite of knowledge products. She oversees the full development lifecycle and implementation process, which includes facilitating process mapping workshops and re-engineering sessions with senior management, restructuring quality processes, developing customised electronic and HCI Knowledge solutions, as well as supporting the rollout of redeveloped systems. Janine is PRINCE2 and MSP accredited with 15 years' IT project management experience, spearheading complex IT and business transformation projects in housing, health care and support, higher education, as well as EU-funded project deliveries. One of her key projects was the implementation of a web-based ‘Person-Centred' Case Management system in 26 branches of Centra Care & Support. Janine holds a Master's in Information Systems Management from NUI Galway.

Joan Duignan

John Sweeney - CEO

Job Titles:

As CEO of Health Care Informed (HCI), John's work focuses on the improvement of quality and safety of care. HCI supports external evaluators such as the Irish Medical Council, Mental Health Commission, the National Accreditation Organization of Brazil (ONA), and the Supreme Council of Health, Qatar. In addition, HCI provides direct support services to health and social care organisations through the provision of governance and serious incident reviews, regulatory compliance, quality management information systems, data analytics and the provision of evidence based best practice. Prior to establishing HCI, John held the position of Director of Research and Development with the Irish Health Services Accreditation Board (IHSAB), the precursor to the Health Information and Quality Authority (HIQA). In this role he had overall responsibility for the development and international accreditation of the National Acute, Palliative, and Residential Care Accreditation Standards. He was also the first Director of the Irish Society for Quality and Safety in Healthcare (ISQSH), where he instigated, among other things, the inaugural National Patient Perception of Care Survey. As Quality Co-ordinator in University Hospital Galway he achieved the first ISO 9000 certification for acute care in Ireland. John is an honorary lecturer of the Royal College of Surgeons in Ireland, has sat on the Advisory Committee of the European Forum for Quality in Healthcare, represented Ireland on the EU ExPeRT Project, and is an International Society for Quality in Healthcare (ISQua) Expert. John holds a Bachelor of Science degree and Master of Science in Quality Management.

Máire Brookfield

As Director of Project Management, Máire is responsible for the consolidation and improvement of the existing business model in the delivery of HCI's services and products, and support of HCI expansion through planning, preparedness and implementation of structures, services and products. In relation to project governance, Máire leads the design and implementation of a common project management methodology, standards and tools to drive and facilitate the successful delivery of projects. She leads the execution of a project governance, reporting and review framework to provide a holistic view of all organisational project activity. She supports interdependencies and coordination across projects to ensure that information relating to project deliverables, risks and issues are effectively communicated between stakeholders and that key performance indicators are monitored and evaluated. Máire's role also encompasses the oversight of specific development projects to support the introduction of new services, products and markets, including the expansion of HCI's services internationally. In her previous role as Director of Quality Information Systems she managed the Quality Information Systems (QIS) function within HCI, which incorporates leading project implementations, QIS Support Service delivery and acting as HCI's product expert for Q-Pulse. As project lead, Máire was responsible for overseeing the full development and implementation of Quality Management Information Systems in healthcare organisations utilising the Q-Pulse software. Máire's remit as Director of QIS also included overseeing the QIS Support Service, which provides HCI clients with an outsourced administrative support for Q-Pulse, to ensure 100% client satisfaction. Máire holds an honours Bachelor of Science degree in Information Systems and Management and a Masters in Business Administration from NUI Galway, specialising in strategic management and operational excellence in the services sector.

Oonagh Gilvarry

As Chief Research Officer, Oonagh is responsible for the development of Quality and Safety Management Systems that effectively address organisational regulatory requirements while meeting business needs. Through her evaluation of emerging research, tools and technologies, she ensures that best-in-market techniques are utilised throughout HCI services. Oonagh has been central to HCI's work with regulatory bodies in the development of standards for key health and social care areas. She oversees the development of policies and procedures, audit tools and frameworks in line with regulatory requirements and best practice. She also supports HCI's Quality and Safety team through evidence-based project toolkits and by reviewing reports developed by the Quality and Safety team to ensure evidence-based information is used. Oonagh is responsible for the development of training and education programmes for healthcare leaders on the implementation of relevant Quality and Safety Management tools and techniques, specifically in relation to new methodologies or increasingly regulated areas. She was also involved in the development and delivery of the COVID-19 Management Programme for Nursing Homes and Home Care organisations. She presents a monthly webinar series to nursing homes, providing an overview of new standards, guidance or insight into key quality and safety topics such as audits, risks or infection prevention and control governance. Oonagh carries extensive experience from the medical devices, laboratory and tissue and blood establishment sectors, combining Quality Management System development with national and international regulatory compliance. Through this work, she has developed key skills in effective governance, risk management and serious incident review. Oonagh has lectured extensively at National University of Ireland, Galway (NUI Galway) and is a qualified Lead Auditor. A graduate of NUI Galway, she holds a Bachelor of Arts and a Masters in Applied Science (Operations and Quality Management).

Patricia Fernandes

As the Director of Quality and Safety, Patricia is responsible for the oversight and implementation of the projects undertaken by the Quality and Safety Team. Patricia provides quality assurance and project management to support HCI clients in the development of Quality and Safety Management Systems in their respective healthcare settings. As the Director of Quality and Safety, Patricia is also responsible for overseeing the ongoing regulatory compliance and accreditation support programmes for our clients, following the successful implementation of a Quality and Safety Management System. To date with HCI, Patricia's experience focused on conducting Gap Analysis in line with specific regulations and National Standards, leading Internal Quality & Safety of Care Audits (both onsite and virtual), developing reports following onsite inspection and Gap Analysis and providing a high-quality overview of findings and recommendations. Patricia supports clients in the development of quality improvement initiatives to improve the effectiveness of care and service delivery to a vast number of healthcare organisations. Patricia also assists clients with Incident Investigations and Governance Reviews, process mapping and developing policies and procedures on care and service provision, providing clients with expertise in relation to healthcare quality improvement, risk management and healthcare regulatory and accreditation compliance, assisting clients in the understanding and fulfilment of regulations, including JCI, CHKS, HIQA, ISO, and supporting the development and provision of training and education programmes. With a background in Nursing, Patricia has several years of international and national experience working in the community and residential care services. Throughout her career, Patricia gained clinical and managerial experience with a great focus on Quality, Safety and Risk Management. Patricia has broad experience in understanding regulatory requirements and inspection/audit processes across health and social care settings, including but not limited to the HIQA Standards and Regulations; HSE Frameworks, National Policies and Guidance; JCI Standards; CHKS Standards; and ISO Standards. Patricia supports the Quality and Safety Team to assist our clients in identifying areas for improvement and developing solutions to meet their regulatory / accreditation requirements. Patricia holds a Nursing Degree, completed in Portugal, and an MSc degree in Quality and Safety in Healthcare Management with the Royal College of Surgeons in Ireland. Patricia is a certified trainer in the European Union, holds the Yellow Belt in Lean Training and has completed the ILM Certificate in Leading Quality Improvement.

Regina Connell - COO

As the Chief Operating Officer (COO), Regina's work focuses on the effective delivery of professional services, and products, to HCI's health and social care clients. Prior to the role of COO, Regina was the Director of Quality and Safety. Within this role Regina was responsible for overseeing the on-going regulation compliance and accreditation support programmes for HCI clients following the successful implemented a quality and safety management system. To date, Regina has experience in supporting the implementation of Quality and Safety Management Systems in both residential care facilities and disability services including; GAPP Analysis, Policy and Procedure Development, Internal Organisational Audits in both residential care facilities and disability services, Internal Organisational Training, Policy and Procedure Development, Mock Surveys and Resident Tracers. Regina also has significant experience in implementing international accreditation standards such as the Joint Commission International (JCI) Standards and CHKS. With a background in Social Care Studies, Regina has several years' experience working in the social care. Regina also has experience in working within a multinational medical device company as Final Quality Inspector. Regina is a qualified Social Care Worker, who graduated from Athlone Institute of Technology with a Bachelor of Arts in Social Care Practice and Master of Arts in Child and Youth Care. Regina also holds a Masters in Healthcare Management from the RCSI.
