Adrian Gibbs

Adrian has been with Eunomia since 2004 and now provides strategic business planning and transaction services expertise to our clients. As a highly capable project director and technical lead with real-world, practical experience, Adrian has managed an extensive portfolio of successful public and private sector projects. He regularly applies his expertise in market and commercial due diligence, procurement support and financial and environmental modelling - particularly focused on carbon, business case development and environmental policy appraisal and development. Whilst completing his PhD - ‘The Changing Pace in Waste Management and Options for Energy Generation' - at the Cardiff University School of Engineering, Adrian also built up relevant experience in the field. He authored the fundamental scoping study for the National Assembly for Wales as groundwork for the Welsh Energy Policy. He also acted as rapporteur at the National Assembly for Wales Renewable Energy Workshops and designed and conducted a detailed waste composition analysis programme. Adrian brings deep expertise and more than 20 years' experience in the waste sector, since completing his PhD at Cardiff University in 2003. .

Alex Forrest

With an MBA in Environmental Management from the University of Liverpool, Alex has vast experience across a range of world-leading initiatives and projects. His expertise encompasses the circular economy, resource efficiency, sustainable and circular procurement, SBTi/decarbonisation strategy and stakeholder engagement. He is an accomplished thought leader and business strategist who is focused on operational performance and product sustainability. He has delivered Eunomia projects for clients such as the European Commission, WRAP, National Grid, Zero Waste Scotland and the Environment Agency. On a recent project for the European Commission, Alex supported the Commission's work on the preparation of a Plastics Strategy, helping to identify obstacles to achieving a robust EU strategy and practical measures to drive the plastics economy in a more circular manner. Alex has acted as a technical advisor, providing guidance, training and advocacy services to public sector recruitment staff. He has also acted as a resource efficiency advisor, supporting project teams in setting procurement specifications for best practice in waste minimisation and the specification of recycled content. Alex joined Eunomia in 2015 and has more than 20 years' practical experience in the field of environmental management and consultancy.

Andy Grant

Andy is a leading expert in the waste collection sector with an unrivalled understanding of operational issues. He has been with Eunomia since 2008. With significant experience and expertise in waste operations management, reprocessing, waste collection logistics, waste procurement, sorting facilities and technical appraisals, Andy is in demand as a consultant to local authorities and recycling enterprises worldwide. He has worked for clients in China, the USA and Europe as well as the UK. In one recent project, Andy acted as technical advisor for Ball Packaging, helping them to develop an ambitious pathway towards net zero for the aluminium can. This involved reviewing a business-as-usual pathway and then developing scenarios to 2030, 2040 and 2050 for Europe, North America and South America. Eunomia developed a recycling roadmap for the can, established mass flow of cans from waste to new products and identified the policies and new technology needed to realise these scenarios. Andy has also directed projects to redesign waste management facilities for Cardiff City Council; helped Tomra to understand and apply the capabilities of packaging marking technologies; and managed research into Digital Deposit Refund Schemes. As a Qualified Productivity Analyst, Andy combines deep, broad-based expertise with a genuine passion for science-led solutions to real-world problems.

Ann Ballinger

Ann joined Eunomia in 2007. She has a particular gift for creating client confidence by presenting complex data in an engaging and informative manner. Ann leads our work on climate change and air pollution. She has worked on an incredibly broad range of projects, solving problems for clients in the United States, Australia, New Zealand, Hong Kong, Europe and all parts of the UK through her deep technical knowledge and real-world practical experience. Her core area of expertise is applying the lifecycle assessment methodology to all aspects of the waste management system and using environmental economic methodologies to consider the same impacts in monetary terms. She is an expert in modelling the climate change impacts of anything from products to road traffic to the food production system. Ann is also responsible for Eunomia's proprietary waste treatment model and the quality assurance process for our quantitative tools. Ann recently applied her expertise to developing a Marginal Abatement Cost Curve as part of Malta's Low Carbon Development Strategy and has supported the development of numerous clients' climate emergency strategies. She has a MSc in Environmental Consultancy and is a Practitioner of the Institute of Environmental Management and Assessment.

Clare Twigger-Ross

Clare is an exceptionally experienced, qualified consultant who leads the Eunomia team on social research and social appraisal. She has a long-standing interest in research and practice in stakeholder engagement and public dialogue in environmental decision-making. She is a trained facilitator with extensive experience of designing and undertaking evaluations of policy and practice, including familiarity with the Magenta Book approach to evaluation. She has led evaluations for clients such as the EU, the Environment Agency, Defra, Natural England and many other public bodies and local authorities. More recently, she has focused her attention on social vulnerability and resilience, flood risk management, the social benefits associated with the natural environment and the social impacts of major infrastructure development. As a leading expert in her field, Clare is regularly invited to undertake peer reviews of articles for academic publications such as the Journal of Flood Risk Management and the Journal of Environmental Psychology. She also holds a wide range of advisory positions with international, scientific, governmental and environmental foundations. Clare has a long track record in complex, multi-institutional project management. She is a PhD, a chartered psychologist and a Fellow of the Royal Society of Arts.

Daniel Stunell

A social researcher by academic background, Daniel has built up well over a decade of technical and policy experience in environmental policy and research across a range of sectors. He has led extensive and varied research, evaluation and analysis projects in the fields of waste, packaging, materials, energy, circular economy, litter and material pollution - always with a focus on the operational and policy relevance of the research findings. Daniel has a passion for research design and the use of multi-method research approaches to provide the best available evidence, especially when that evidence is challenging to uncover or interpret. As one of Scotland's leading food waste experts, he has worked on high-profile food system projects for World Wildlife Fund, Zero Waste Scotland, retailers and other policy clients. Daniel looks at food system transformation and the inter-related changes in diet, agricultural and manufacturing practices needed to deliver that transformation. With his background in social science, he is particularly interested in how multiple interventions and policy choices should combine to change behaviour at speed and scale. Daniel has in-depth knowledge of overall policy integration in the field of circular economy and extensive experience in environmental policy and research, with a particular focus on food systems and packaging.

Daniel Whittaker

Dan has extensive project delivery experience in construction, commercial and industrial resource-efficiency and circular economy business models. Dan has more than 25 years' consultancy experience working on circular economy, resource efficiency and waste prevention projects for public and private sector clients. He regularly works with industrial, construction and manufacturing operations, using his deep technical knowledge and skills to improve processes, procedures and operations. As a technical delivery leader and consultant, Dan helps clients move towards more resource-efficient business models that extend product life, conserve resources and prevent materials from becoming waste. He is an expert in identifying opportunities for dematerialisation, increased durability, modularity, refurbishment, remanufacture and reuse - all central to the goal of resource efficiency. Dan has delivered a wide range of reviews in the manufacturing, commercial, energy and utilities sectors, applying his consulting expertise to review site activities, identify opportunities and make recommendations for improvements. By focusing on waste prevention and valorisation reviews and implementation support, data analysis, feasibility studies, hotspot analysis, product design and process improvements, he has helped clients achieve savings of millions of pounds on waste, water and energy. This has also led him to develop a range of good-practice tools, case studies and practical guides designed to help organisations improve their resource efficiency.

Dr Chris Sherrington

Dr Chris Sherrington is an environmental economist and Head of… Chris is an environmental economist and Head of Environmental Policy & Economics at Eunomia. Chris joined the company in January 2009. His work is largely focused on the effective design and implementation of a range of policy mechanisms, including economic instruments, to hasten the transition to a circular economy in a way that is cost-effective and fair. A particular strength is his knowledge of the design of EPR schemes. Chris led a landmark study for the European Commission, developing recommendations for guidance on the minimum requirements for EPR schemes as set out in Article 8a of the revised Waste Framework Directive. He has led much of Eunomia's work on EPR - covering packaging, electronics and electrical items, batteries, textiles, mattresses, vehicle tyres, carpets and agricultural plastics. Chris also has considerable expertise in designing deposit-return systems for beverage containers, and how these can be configured to prevent littering and promote high-quality closed loop recycling at least cost. He has led several studies for a range of clients in recent years on the optimal initiation and operation of a DRS, including the role of supporting policy measures.

Jonquil Hackenberg - CEO

Jonquil brings consulting brilliance to the senior leadership team at Eunomia, having led the global sustainability business portfolio at a leading consultancy. Jonquil has global, cross-industry expertise in complex organisational change, with climate and ESG commitments necessitating the biggest redesign of all. She specialises in establishing partnerships to focus on the nexus between commercial success and impact, with a penchant for pragmatism to accelerate green technology scale-up, because the climate crisis is bigger than the sum of any organisation. Before joining Eunomia, she held leadership roles at Infosys and PA Consulting. More recently, she spearheaded a global market campaign for COP26 focussed on green-tech scale-up and the convergence of water and carbon. She also holds external positions as Trustee of the Design Council, whose mission is Design for Planet, and Chair of The Magenta Project, a multi award-winning non-profit dedicated to diversity in the sailing industry, leading on gender. She is a regular contributor to Forbes on green tech. As a passionate advocate of sustainability, life-long learning and diversity within the workplace and a keen sailor, she loves to mentor blue economy startups and is engaged at global levels at the nexus of water and decarbonisation - particularly for oceans. Kate Thompson

Kate has extensive experience of carrying out detailed strategic options appraisals, service efficiency reviews and waste management strategies. Kate is an experienced and well-respected project director in the waste and resources sector. Much of her work involves engaging with a wide range of stakeholders - from local authority officers and members to waste management operators and the public - to consult them and present project findings. Recently her work has focused on advising local authorities in the UK and Australia on recycling and waste management options. She has carried out detailed analysis of existing system performance for over 100 local authorities and waste partnerships and modelled a wide range of future recycling and waste disposal options. Kate's outputs and recommendations have been used to develop business cases, deliver improved recycling performance and reduce costs for our clients. Kate also has experience of reviewing collection and treatment contracts, to better understand the implications of any service changes on their performance and financial constraints. She has carried out a variety of projects for clients looking at good practice as well as issues associated with the collection of specific materials in the waste stream. She has produced a variety of national guidance documents, including guides on bring recycling sites and subscription-based garden waste collections.

Mike Brown

Owen White

Owen has experience in working with Eunomia for UK and European clients, including projects for Defra, the European Commission and the European Environment Agency (EEA). Owen joined Eunomia following the acquisition of Collingwood Environmental Planning in 2022. He brings considerable practical experience in the use of foresight and scientific evidence in environmental policy making and assessment, as well as an ability to analyse drivers, trends, emerging issues and risks. With an MA in Environmental Economics, he is experienced in the evaluation of policies, programmes and projects, including impact evaluations, and producing expert socio-economic input to regulatory impact assessments of UK and EU legislation. Owen is an experienced trainer, with highly developed facilitation and engagement skills acquired across a variety of social, cultural and project environments. He has experience leading all types of interviews, focus groups and workshops. He is currently engaged in a Packaging Strategy assessment for Ferrero S.A, facilitating the strategic management, research and horizon scanning with key stakeholders to identify drivers, options and priorities for a future packaging strategy to 2030. In parallel, Owen is part of the Eunomia project team delivering the development of a framework to evaluate the strengthened Natural Environment and Rural Communities (NERC) Biodiversity Duty, which will also undertake a process evaluation of the strengthened duty.

Sarah Edwards

Sarah has been working in this field for over 25 years and set up Eunomia's North American business in 2017. She draws on her broad operational experience from the collection and disposal sectors to deliver complex programs and projects, which involve a wide range of stakeholders, competing priorities and commercial drivers. Sarah works on several large policy and planning related projects across the United States and Canada. She has set the design principles for an Extended Producer Responsibility policy for packaging and paper products in Alberta. She also carried out a cost-benefit analysis of a container deposit system for non-alcoholic beverages to support existing kerbside services in Ontario. As well as best-in-class research around the economic benefits of recycling and waste management, she has applied her extensive expertise to the design of recycling transfer stations and associated facilities across North America. Sarah developed US-specific food waste action guides for waste prevention, recovery and recycling for the food service and restaurant sector on behalf of non-profit ReFED. She also assessed the financial impact on municipalities of a proposal by the New York State Governor to expand the container deposit system, amongst other projects. Sarah is the Chair of the Plastic Free Waters Partnership, a non-profit seeking to reduce marine plastics in New York and New Jersey. We provide the evidence and practical solutions to solve the world's environmental problems.

Simon Hann

Simon, Eunomia's LCA Specialist, employs life cycle thinking to translate science-based data into actionable insights, driving informed decision-making for value chain stakeholders and policymakers. Since joining Eunomia in 2013, Simon has used his unique combination of design knowledge and environmental assessment skills to help brand owners, technology providers and manufacturers understand their impacts on the environment. With a robust foundation built over eight years' product design experience and eleven years in environmental consultancy, Simon brings a comprehensive skill set to the table, enabling clients to move beyond mere numerical analysis and gain a holistic understanding of how their material choices and operational processes influence their environmental performance. Simon leverages his technical leadership, coupled with strong visual and creative aptitude, to distil complex data into an easily digestible format. Beyond this, he is actively engaged in shaping environmental policy. Over the course of several years, Simon has collaborated with the EU Commission and other European, UK and global policy makers on pivotal initiatives addressing significant obstacles in the field of plastic and packaging waste reduction. His involvement spans critical topics such as microplastics, compostable and bio-based plastics, the impacts or reuse, and emerging recycling technologies such as chemical recycling. Notably, Simon has spearheaded multiple projects focused on making the connections between consumption patterns and Net Zero targets. Yvonne is an experienced project director, with a strong technical background in developing evidence-based strategies, ensuring she is well-placed to identify risks and manage projects in an agile way. She has deployed her expertise in the natural economy, water governance, sustainable land-use and associated regulation to deliver and manage projects covering many technical areas, interacting with a wide range of stakeholders. Yvonne has also provided strategic insights to water planning and governance nationally and locally, leading to the trialling of governance structures in Cumbria. She has used her farming expertise to liaise with farmers to gain insights into practical options for future Environmental Land Management schemes, as well as supporting the development of a model for sustainable food production in Wales. Yvonne leads Eunomia's Natural Economy team and is an experienced environmental consultant, delivering high quality projects for clients across several specialist areas.
