Ed Johnson - COO, President

Ed has more than 30 years of success in the Federal information technology arena that includes 20 years of experience as a senior executive. His expertise features establishing visions, developing strategic plans, directing plan execution, and achieving exceptional client satisfaction. More specifically, his experience includes directing the efforts of a nation-wide 2,500 person organization serving the information technology needs of civilian and DoD clients; leading the acquisition of nearly $2 billion in Federal information technology business; and developing a deep understanding of Federal information technology trends and objectives. Previous positions of note include serving as the Chief Operating Officer of Decisions Systems Technology, Inc., and Chief Operating Officer of ACS Information Technology Solutions Company. In addition, Ed possesses a Masters degree in Management and a Bachelors degree in Technology and Management, both from the University of Maryland University College, and is a U.S. Air Force veteran.

Jacqueline Adams - CFO

Jackie offers 30 years of progressive, cross-functional Government contracting environment experience in strategic financial planning and implementing fiscal controls, prime contract and subcontract administration and management; business operations; and financial information systems. Previous positions held by Jackie include serving as Sr. Director of Finance for ACS Business Technology Services and Director of Business Operations at Computer Data Systems, Inc. Jackie possesses a Bachelors degree in Business Administration with an emphasis in Finance and Accounting from George Mason University, and has completed numerous graduate study courses. In addition, Jackie has achieved several technical and leadership certifications and is a graduate of the SMU Cox School of Business Executive Leadership program.

Jeff Vigne - EVP

Jeff has 20 years of business development experience in business forecasting, marketing, strategic analysis, communications, and capture management. He has demonstrated skills in team building, process management, and marketing to both Federal civilian and Department of Defense agencies. Prior to joining Exeter, he served as Senior Vice President of Business Development for STG Inc. and Senior Vice President of Business Development for Decision Systems Technologies, Inc. (DSTI). Jeff possesses a degree in Journalism from the University of Southern California. Jeff is also the President of the Board of Directors of the National Institutes of Health, Friends of the Clinical Center, and a member of the Board of Directors of the Archbishop Spalding High School in Severn, Maryland.

John Paul Chalpin

John Paul (JP) Chalpin has over 22 years of information technology experience, leading engineering and operations teams for both startups and established enterprises. JP has led Exeter's software development and CMMI Quality initiatives since 2004 and currently oversees Exeter's civilian programs, leveraging his enthusiasm for team development and cultivating creative opportunities. Prior to joining Exeter, JP was Director of IT at EN Worldwide, responsible for scaling and elevating the technology of the organization while managing on and off-shore operations. Before EN Worldwide, JP led Engineering Production Services at LiveCapital Inc., a capital funding technology service based in Silicon Valley, where he supported multiple business intelligence efforts. Previously, JP was the co-founder and principal of N.E. Tech Inc., a regional ISP, web hosting, and e-commerce firm based in New England. He possesses a B.A. in Biology from the College of the Holy Cross in Massachusetts, and has achieved several technical and management certifications, including a PMP.

Mike Davis

Mike has a dynamic 25 year career spanning the federal government and private sector, characterized by turnaround leadership and continuous process improvements in large geographically distributed organizations. He has overseen Exeter's Defense Programs since 2003, providing deep expertise in Defense and Intelligence systems, IT policy, and governance. He has implemented multi-million dollar systems on time and under budget, while distilling complex technical issues for executive-level decision makers. His previous positions include Chief Information Officer of telecommunications carriers in Pennsylvania and Texas, and diverse intelligence and infantry assignments as a former Marine Corps Lieutenant Colonel supporting multiple crisis and contingency operations. Mike possesses a Bachelor's degree in International Politics from the Pennsylvania State University, is an honor graduate of the Marine Corps Command and Control Systems School, and an honor graduate of the Army's Military Intelligence Officers' Transition Course.

Robert Weighall

Rob started with Exeter as an Oracle mentor in 2004. Since that time, he has contributed significantly to the growth of Exeter's DoD & USAF portfolios, and has progressed in various management capacities and technical specialties. He has a Project Management Professional (PMP) credential and is a certified IT professional in several disciplines. Rob is highly experienced with large scale, highly visible IT programs, and with their respective program management, implementation, and IT lifecycle sustainment and operations. Previously, Rob served as a Senior Technical Engineer with Oracle Corporation. He possesses both a B.S. and an M.S. (Suma Cum Laude) in Management Information Systems from Auburn University, and is a certified Oracle Certified DBA (OCP DBA), Microsoft Certified Systems Engineer (MCSE), and Microsoft Certified DBA (MCDBA).

Thomas Green - CEO

Job Titles:

Tom has performed in management operations and systems integration services for more than 30 years, including directing Federal Government and commercial clients in financial software systems implementations, business process outsourcing, and custom software development. He is the founder of Exeter Government Services and established the strategic direction of the company. He is actively involved in the implementation of that vision. Previously, Tom served as the President of Sallie Mae Solutions, the President of ACS Business Applications Solutions Company, and the Executive Vice President of Computer Data Systems, Inc. He has a Bachelors degree in Accounting/Economics from Ohio State University and is a U.S. Army Vietnam veteran.
