The Penal/Debe Regional Corporation, established on October 1 st, 1991, is a creation of the Municipal Corporations Act No. 21 of 1990. It is one of fourteen such bodies responsible for local governance in Trinidad... The Municipality of Penal/Debe covers an area of 246.91 square kilometres (km 2) and is strategically located south of the City of San Fernando and is bounded by the regions of Siparia and Princes Town. The Municipality is located in both the Counties of Victoria and St. Patrick and boasts of varied topography; with low-lying hills to the north, a higher mountain range to the south and lower areas which extend from the Oropouche Lagoon.
