Amelia Powers Gardner

Amelia has over 15 years of experience in the private sector working in engineering, manufacturing, and business development. She grew up in Utah County before earning a Bachelor of Science in Automotive Technology from Weber State University. After college, she worked for Caterpillar, spending time in the Midwest, southern US, and Canada, before returning home to Utah County where she now serves as Utah County Commissioner. Prior to being elected Commissioner, Amelia served as the Utah County Clerk/Auditor, where she championed innovation and efficiency in government. Under Amelia's leadership, Utah County launched the first ever completely online marriage license portal, became the first jurisdiction in the U.S. to allow people with disabilities to vote using blockchain technology, and implemented performance-based budgeting. During Amelia's tenure as a county commissioner, she has focused on preparing the county for growth and working with cities on addressing the housing crisis. Amelia is also serving on the Governor's Digital Innovation Taskforce and other government efficiency boards to help implement digital documents and continuously improve remote services so that state and local governments can provide better quality services to taxpayers. Amelia has also led the charge to implement a county policy that protects urban farming and is a strong advocate for private property rights. Amelia is an elected official, community leader, business consultant, disruptive technology advocate, government innovation leader, and mentor for women. She and her husband Tobin live in Pleasant Grove, UT and have 6 children.

Charles Winfree - Chairman

Charles "Chuck" Winfree resides in Greensboro, NC, where he is currently a private practice attorney and owner of Adams & Winfree. Winfree graduated magna cum laude with a B.S. in Computer Science from NC State University in 1981. He received his J.D. from the UNC-Chapel Hill School of Law in 1989, where he graduated with honors and served as an editor of the North Carolina Law Review. Since being admitted to the bar on August 18, 1989, Chuck has engaged in the general civil practice of law for 30 years, almost exclusively in the State trial and appellate Courts, including numerous jury trials to verdicts and appeals. In addition, he served 2 years on the Guilford County Board of Elections, followed by 12 years on the NC State Board of Elections, and participated in numerous quasi-judicial hearings regarding election law disputes, from residency disputes to campaign finance violations, including hearings that led to criminal convictions of Meg Scott Phipps, former Speaker Jim Black, and former Governor Mike Easley, among others.

Guy Cammilleri

Guy focuses his time on advancing electoral reforms with a focus on Ranked Choice Voting and Open Primaries. When not working on electoral reform, he's working on expanding access to voting via the promotion of Automatic Voter Registration, 100% Vote by Mail, Same Day Registration, Expansion of Early Voting, making Election Day a federal holiday, and Universal Voting, to name a few. He serves on the Boards of Directors for the California Ranked Choice Voting Coalition (CalRCV) and the Ranked Choice Voting Resource Center. Additionally, he serves on the Advisory Board of Rank the Vote. Professionally, Guy is Chairman of World Gym International, a global fitness center franchise with over 220 gyms across 15 countries and six continents. Prior to that, he was CEO and Managing Director of World Gym & Affiliates.

Jon Moldover

Jon Moldover is a professional software engineer with over 17 years of industry experience. He works with the Bright Spots Network in his spare time, supporting various humanitarian and democratic reform initiatives. He is a leading developer of RCTab, formerly the RCV Universal Tabulator, and has degrees in Computer Science and Political Science from the University of Rochester in upstate New York.

Kelly Goss Sechrist

Kelly has worked in nonprofits for many years. She has served in some capacity as a volunteer, board member, or development staff member for over twenty-eight years after teaching middle schoolers in Southern Appalachia. In addition to a BS in education from Appalachian State University, she holds a certificate in nonprofit management from Duke University. While new to election administration, she is not new to elections. Kelly served on several local and state election campaigns as a volunteer, including state senate campaigns in 2006, 2008, and 2010 where she served as the assistant campaign manager and public relations liaison. Kelly has spent the past three years learning about RCV reform and election administration. She oversees fundraising, development, and communications for RCVRC and co-produces the RCV Clips podcast with Chris Hughes & Melissa Hall. Kelly lives with her family on the coast of North Carolina.

Mathew Ruberg

Mathew Ruberg is the RCTab Program Director for the Ranked Choice Voting Resource Center. He oversees the RCTab software, including serving as a liaison between developers, staff, and RCV jurisdictions, maintaining and expanding the system, and coordinating federal and state testing as needed. As a software developer and project manager, Mathew used his tech background to get involved in politics. He led the tech team for the highest raising challenger seat in the 2020 Congressional elections, fought for fair maps and against gerrymandering as a national digital organizer during the 2020 redistricting cycle, and advocated locally for a fully funded Public Library system in Louisville, KY. RCV has been a passion of his since he first learned about the people of Maine's back-and-forth fight for RCV adoption around 2018. He currently volunteers as the Outreach and Onboarding Team Lead and Board member for Rank The Vote Kentucky.

Melissa Hall

Melissa Hall is the Senior Director of Finance and Operations for the Ranked Choice Voting Resource Center. She has a background in public education and serves as a local precinct election official. Melissa earned the Certificate in Nonprofit Management from Duke University in September 2023. Melissa's primary responsibilities involve handling the financial duties of the organization and overseeing the creation and application of organizational policies and procedures. Melissa also manages the state charitable registration and compliance requirements for the organization.

Rebecca Chavez-Houck

Rebecca Chavez-Houck holds a B.A. in Journalism and Mass Communication and a Master of Public Administration (MPA), both from the University of Utah (U of U). Representing Salt Lake City's District 24 in the Utah House of Representatives from 2008-18, she focused on public policy related to health and human services as well as voter engagement and access. Her leadership appointments included: House Minority Whip (2014-16) and House Minority Assistant Whip (2012-14). She now provides leadership coaching and community engagement consulting through her public affairs firm, Aspira Public Affairs, LLC. Legislative appointments that influenced her policy agenda include service on former Governor Jon Huntsman's 2009 Commission to Strengthen Utah's Democracy. She successfully sponsored bills establishing Election Day Voter Registration, Election Day Voting Centers, and policies for emergency voting in case of natural disasters, among other electoral reforms. Her 2017 Ranked Choice Voting bill was a precursor to Utah's 2018 RCV municipal pilot law. She is a 2012 Council of State Governments (CSG) Toll Fellows Graduate. Rebecca was a public affairs staffer for a number of local Utah nonprofits from 1985 to 2007 and cultivated a parallel "career" as a volunteer for nonprofits ranging from Envision Utah to the ACLU to Planned Parenthood Association of Utah. She continues to serve on myriad boards and initiatives and has been honored extensively for her efforts. Rebecca teaches nonprofit administration classes as adjunct faculty for the U of U's Programs of Public Affairs.

Rosemary F. Blizzard

Rosemary began her election career in 1999 as the Director of Elections for Duplin County, NC. She has also worked with the NC State Board of Elections as Voting Registration Director and as a District Elections Technician from 2004-2011. During that time, she helped the state's 100 counties implement HAVA (Help America Vote Act) and assisted with a statewide rollout of voting equipment in 2006. Prior to joining the Resource Center, Rosemary also served as the Director of Elections for Wayne County, NC, and worked as a staff accountant for a full-service CPA firm.

Ryan Kirby

Ryan Kirby is the Director of Policy for the Ranked Choice Voting Resource Center. He supports the Senior Director of Policy and General Counsel and administers the organization's internship program. Ryan previously served as the Chief of Staff for State Senator Cheryl Kagan in the Maryland Senate, where, among a multitude of issues, he supported the Senator's election legislation.

Sam Prescott

Sam Prescott is the Director of Development and Communications for the Ranked Choice Voting Resource Center. He supports the Senior Director of Advancement and helps to run the organization's individual donor program. Sam joined RCVRC after multiple years with Green Corps, the Field School for Environmental Organizing, where he served both as an organizer and on the development team. Sam lives just minutes away from the state capitol in Denver, Colorado.

Scott Konopasek

Mr. Konopasek currently lives in the Richmond, Virginia, area and was the principal election administrator in six counties in California, Washington, Utah, and Virginia from 1995-2022. He retired in January 2021 after eight years in Contra Costa County, CA, and after a successful 2020 Presidential election. Very shortly afterward, Scott served as the General Registrar and Director of Elections for Fairfax County, VA, during the 2021 statewide gubernatorial election. He currently consults on election issues with several groups, vendors, and jurisdictions and is frequently quoted on security issues in local and national media. Konopasek has served on task forces and working groups at the state and national levels throughout his career. He was a member of the original Election Center Task Force on Election Reform and worked closely with House and Senate staff in the crafting and passage of the Help America Vote Act (HAVA). He has earned state and national certifications, awards, and recognition for innovation, project management, and leadership. Konopasek has degrees in French Literature and International Relations from Brigham Young University and an MA in Political Science from the University of Utah. He later pursued doctoral studies in Public Administration at Utah. Scott served for 14 years as a US Army Military Intelligence Officer with service in several overseas theaters, including Desert Storm, where he was awarded the Bronze Star.

Tiffany Montemayor

Tiffany became an elections administrator in 2020 as the Public Relations Manager for the State of Alaska Division of Elections. Tiffany was responsible for the public education campaign of Alaska's nonpartisan top-four primary and RCV general elections during the state's successful implementation of the two new systems. Tiffany began her career in communications while earning her B.S. in Political Science from Texas Tech University and was the Communication and Development Director of a nonprofit prior to entering the elections world. Tiffany began working for the Ranked Choice Voting Resource Center in September 2023 and, as the Senior Director of Programming and Outreach, is responsible for overseeing the development and publication of programming content.
