Mr. Richter graduated from the University of Notre Dame (South Bend, Indiana) with honors in May 1977. He studied at the University of Innsbruck in Austria during 1974 and 1975. He received his law degree from the University of Santa Clara Law School in May of 1982. He was admitted to the California Bar on December 3, 1982. He speaks German.
