CAPT Clinton Hoskins

Capt. Clint Hoskins is a native of Salt Lake City, Utah, and was raised in Colorado Springs, Colo. He graduated from the University of Colorado at Colorado Springs with a Bachelor of Science degree in Applied Mathematics. It was while he was at the University of Colorado that he enlisted in the United States Navy under the Nuclear Propulsion Officer Candidate program. Capt. Hoskins was commissioned an ensign through Officer Candidate School in 2000 then earned his Masters of Science degree in systems engineering from the Naval Postgraduate School in 2009. At sea, Hoskins' assignments included tours as Combat Information Center Officer and Electronic Warfare Officer on USS Wadsworth (FFG 9), Reactor Mechanical Division Officer on USS Nimitz (CVN 68) completing a combat deployment in support of Operation Iraqi Freedom, Main Propulsion Assistant on USS Abraham Lincoln (CVN 72) during the opening phases of the mid-life Refueling Complex Overhaul, and returned to Nimitz as Assistant Reactor Officer completing a combat deployment in support of Operation Inherent Resolve. Ashore, Hoskins served as an instructor in the Mathematical Sciences and Operations Research Department at the United States Air Force Academy in Colorado Springs, Colo. While at the USAFA he was re-designated as an Engineering Duty Officer. His engineering duty tours included Deputy Nuclear Assistant Project Superintendent on the USS Pennsylvania (SSBN 735) Engineered Refueling Overhaul and later Shipyard Docking Officer at Puget Sound Naval Shipyard & Intermediate Maintenance Facility; Force Naval Engineer for Commander, Naval Air Force Atlantic; and Business & Strategic Planning Officer at PSNS & IMF. His most recent assignment was Operations Officer at PSNS & IMF. Hoskins assumed command of Naval Undersea Warfare Center Division, Keyport on June 24, 2022. As commanding officer of NUWC Division, Keyport, he leads a civilian and active duty workforce strategically located in the state of Washington, southern California, Hawaii, Guam and Japan. In addition, the command has a partnership with the Royal Canadian Navy for undersea range operations in British Columbia as well as overseeing the echelon five command of Naval Sea Logistics Center in Pennsylvania. Hoskins' decorations include the Meritorious Service Medal (two awards), Navy Commendation Medal (three awards), Air Force Commendation Medal, Navy Achievement Medal (two awards) and various unit awards.

Captain Troy is a native of Mullins, South Carolina and a 1991 graduate of Mullins High School. He received his commission through the Naval Reserve Officer Training Corps Program at Morehouse College in Atlanta, Georgia in May of 1995 as a Supply Corps Officer. While at Morehouse, he received a Bachelor of Arts degree in Business Administration. He later earned a Master of Business Administration degree from the Terry College of Business located at the University of Georgia in Athens, Georgia as well as a Master of Arts degree in National Security and Strategic Studies from the United States Naval War College in Newport, Rhode Island. Additionally he received Executive Education from the Wharton School at the University of Pennsylvania, located in Philadelphia, Pennsylvania. Captain Troy's operational assignments include the USS NORMANDY (CG-60) in Norfolk, Virginia where he served as the Disbursing/Sales Officer and the Food Service Officer; USS SPRUANCE (DD-963) in Mayport, Florida serving as the Supply Officer; the Office of Military Cooperation-Kuwait where he served as the Naval Logistics Advisor to the Kuwaiti Navy; and an Individual Augmentation to Joint CREW Composite Squadron ONE located on Victory Base Compound, Iraq. His last operational assignment was as the Commanding Officer of Explosive Ordnance Disposal Expeditionary Support Unit TWO located on Joint Expeditionary Base, Little Creek, Virginia. His shore assignments include Food Service Instructor, Leadership Continuum Instructor, and the Educational Counselor for the Basic Qualification Course at the Navy Supply Corps School in Athens, Georgia; the Director of the Nuclear Resource Management and Deputy Director of the Customer Value Management Departments at the Naval Inventory Control Point, in Mechanicsburg, Pennsylvania; U. S. Fleet Forces Command in Norfolk, Virginia where he has served as the Fleet Services Officer and Lead for the Fleet Financial Improvement and Audit Readiness Team; the Executive Assistant to the Commander, Naval Supply Systems Command and the 47 th Chief of Supply Corps, also in Mechanicsburg, Pennsylvania; the Director for the Internal Review and Evaluation Division and Chief of Staff for the Office of the Deputy Assistant Secretary of the Navy (Financial Operations) at the Washington Navy Yard; Commanding Officer of Navy Service Support Advanced Training Command headquartered in Dam Neck, Virginia; and the Commanding Officer of the Center for Service Support, headquartered in Newport, Rhode Island. Captain Troy's current assignment is the Chief of Staff, Naval Sea Systems Command. Captain Troy's personal awards include the Legion of Merit (two awards), the Meritorious Service Medal (six awards), the Joint Commendation Medal, the Navy/Marine Corps Commendation Medal (three awards), the Navy/Marine Corps Achievement Medal, the Outstanding Volunteer Service Medal and a host of campaign medals and ribbons. He is designated as a Surface Warfare Supply Corps Officer, Navy Expeditionary Supply Corp Officer, a Joint Qualified Officer, and Level III certified in the Department of the Defense's Financial Management program. In July 2012, he was selected by the University of Georgia's Alumni Association's as a member of the 2012 Class of the "40 Under 40" recognition program. He has also received national recognition by the Omega Psi Phi Fraternity, Incorporated as the recipient of the "Colonel Charles D. Young Military Leadership Award" for the Third District of the fraternity in 2014 and was the Active Duty Naval Officer recipient for the "Omega Military Salute to Service Award" at the 2018 Conclave in New Orleans, Louisiana. From 2020-2021, he served as the Navy's Co-Service Representative to the National Naval Officers Association and is currently the Senior Advisor to the Navy Junior Officer Counsel.

Ms. Giao L. Phan

Ms. Giao Phan serves as Naval Sea Systems Command's (NAVSEA) Executive Director. In this capacity, she provides executive leadership to more than 86,000 military and civilian personnel across the globe who execute the research, development, acquisition, maintenance, modernization, and inactivation of the Navy's battle force and most major combat and Hull, Mechanical, and Electrical (HM&E) systems. Ms. Phan entered the Senior Executive Service (SES) in November 2007 as the Coast Guard Deputy Director of Acquisition Programs where she oversaw 400 military and civilian personnel in their execution of a broad acquisition portfolio including 12 multibillion dollar projects, seven subordinate Program Offices, and a $30 billion investment portfolio dedicated to the modernization and recapitalization of surface, air, command and control, and logistics assets required for the US Coast Guard's maritime missions. Most recently, Ms. Phan served dual hatted as the Executive Director for Ship Maintenance and Modernization (SEA21B) & Deputy Commander for Navy Regional Maintenance Center (CNRMC) at NAVSEA. In this capacity, she oversaw the programs responsible for the life-cycle management of the Navy's in-service surface ships, including critical modernization and maintenance efforts, as well as Foreign Military Sales, training, and ship inactivation; she also provided executive leadership to the operations and management of the Regional Maintenance Centers in the execution of private sector, depot-level maintenance and modernization, surface ship intermediate-level maintenance, and fleet technical and engineering support worldwide. She also served as the Executive Director of Program Executive Office, Aircraft Carriers (2013-2019), where she was responsible for a $40 billion acquisition portfolio including the design and construction of Ford-class aircraft carriers, execution of the midlife Refueling Complex Overhauls for Nimitz-class carriers, inactivation of USS Enterprise (CVN 65), and life cycle sustainment for all in-service USN carriers. She began her Navy civil service career in 1984 and has held numerous leadership positions managing development and integration programs including Deputy Program Manager for the In-Service Aircraft Carrier Program Office (2006 - 2007) and Assistant Program Manager for Nimitz-class carriers (2004 - 2006), where she led the design, construction, test, and delivery of the final ship, USS George H. W. Bush (CVN 77), a $6 billion ACAT I program. Other previous assignments include Director for Aircraft Carriers and Amphibious Ships for Deputy Assistant Secretary of the Navy for Research, Development and Acquisition (Ships), and as the Electronics Systems Manager for the Seawolf Fast Attack Submarine Program. Ms. Phan received her Civil Engineering degree from Virginia Tech, and earned her MS in Management from Florida Tech. Her awards include Navy Distinguished Civilian Service Award (2019), the Asian American Government Executives Network Stanley Suyat Memorial Leadership Award (2016), USCG Superior Achievement Award (2013), Federal Asian Pacific American Council Outstanding Individual Leadership Award (2013), Women of Color STEM Career Achievement in Government Award (2010), Navy Superior Civilian Service Award (2006), and the Navy Meritorious Civilian Award (2004).
