Amy Taylor is the Claims Section Manager with State Farm Insurance in Greeley, CO. Ms. Taylor brings almost twenty-five years of experience and many years of servicing auto claims. Mr. Taylor earned a Bachelor of Arts in Economics and Political Science from the Univeristy of Colorado in Boulder, CO and completed an MBA from Regis University. Ms. Taylor stays current on her industry by completing numerous insurance certificates and is a green belt in Six Sigma. Ms. Taylor brings a high level of management and dedication to the CATPA Board where she has served as a member since November, 2018.

Colonel Matthew C. Packard

Colonel Matthew Packard started his career with the Colorado State Patrol in 2000 where he first worked with the facilities management group prior to starting his training to become a Colorado State Trooper. After graduating from the training academy in 2000, he was assigned as a field trooper in Castle Rock, Colorado. He transferred to the Accident Reconstruction team in 2002 where he served until his promotion to Sergeant in 2006. As a Sergeant, he held assignments in Trinidad as a field supervisor as well as the Homeland Security Section, where he served as the Deputy Director of the state's nationally recognized fusion center. In 2010, Packard was promoted to Captain and assigned to the Hazardous Materials Section. He was promoted to the rank of Major in 2012 assigned to the Criminal Investigations Branch before transferring to be the District 1 commander in 2014, where he led field operations in the greater Denver metropolitan area as well as the Executive Security Unit. He was promoted to Lieutenant Colonel as the Region 3 Commander in February of 2017, where he oversaw the agency's communications branch, training, public outreach, media relations, headquarters and grants related functions. On December 19, 2017, Colonel Matthew Packard was named the 9th Chief of the Colorado State Patrol. Colonel Packard has maintained a commitment to member wellness and service. He firmly believes in order to serve at the highest level, the men and women of the Colorado State Patrol must be well. Colonel Packard is devoted to providing members with the resources they need to be successful in both their personal and professional lives. As Colonel Packard leads the organization of more than 1,200 members serving in various roles, he believes in the importance of the agency's guiding principles of member empowerment, visibility, and engaging the communities we serve. Colonel Packard is married with three children. He enjoys spending time with friends and family doing just about anything outside in Colorado as well as competing on basketball and volleyball courts. Colonel Packard graduated from Chatfield Senior High School in Littleton before attending the University of Northern Colorado, where he earned a Bachelor's Degree in Business Administration with an emphasis in Accounting. Colonel Packard is a graduate of Northwestern University's Center of Public Safety School of Police Staff and Command session #357. Colonel Packard also serves as a board member of the International Association of Chiefs of Police as well as a commissioner for the Commission on Accreditation for Law Enforcement Agencies (CALEA).

Cory Amend

Cory Amend is the Senior Director of the Enforcement Division at the Colorado Department of Revenue and leads five regulatory divisions including Auto, Gaming, Liquor and Tobacco, Marijuana and Racing. During Director Amend's career he gained valuable experience while in law enforcement and notable as the Director of P.O.S.T (the Peace Officers Standards and Training Unit) within the Office of the Colorado Attorney General. Director Amend earned a bachelor's and master's degree from the University of Colorado in Denver and attended the Federal Bureau of Investigation National Academy. Director Amend brings a unique blend of knowledge and experience to the CATPA Board where he has served since August, 2017.

Dale Jackson

Dale Jackson works for GEICO Insurance - where he is a Supervisor for Region 5's Special Investigations Unit covering CO, NM, WY, NE and IA. He supervises 6 investigators who handle those states and has held the position of SIU Supervisor since 2008. Prior to that he was an SIU Investigator for GEICO from 2006 to 2008. Prior to GEICO he was in the position of SIU Investigator for CNA Insurance handling investigations of Workers Compensation claims throughout Colorado. Dale Jackson attended Bethany College in KS where he obtained a Bachelors in Sociology and Wichita State University where he earned an Associates Degree in Criminal Justice.

David Cardella

David Cardella is the CEO of the Colorado Independent Automobile Dealers Association whose 1133 members relay on to provide education, training and guidance in adhering to the Colorado Statues and Regulations. Prior to becoming the CEO of CIADA and serving in the Navy his career has been in the automobile industry first as washing vehicles to most recently owning a Wholesale Dealers License. He has relinquished his Dealers License to concentrate solely on improving his industry.

Jeffrey A. Martinez

Jeffrey A. Martinez is the Chief of Police for the Sheridan Police Department in Colorado. Chief Martinez began his law enforcement career in 1995 with the Denver Police Department (DPD) where he served for 25 years rising through the ranks to the position of Commander. He left DPD in 2020 to accept his current position as Chief of Sheridan. Chief Martinez has focused his career on bridging the gap between the communities and the departments he has served. He is a very strong advocate for the men and women in law enforcement as he strives to help them be their best by holding them accountable while ensuring he never forgets the extremely difficult job they traverse every single day. Chief Martinez has worked intimately with CATPA during his law enforcement career, and he was appointed to the CATPA Board in February, 2022.

Jess Redman

Jess Redman is currently an Assistant District Attorney for the 17th Judicial District Attorney's Office in Adams County Colorado. Mr. Redman is responsible for filing decisions, grand jury proceedings and general prosecution of criminal cases. Mr. Redman attended college and law school at the University of Nebraska and has been practicing law for twenty years. Prior to his current position, he worked in the criminal appeals unit of the Colorado Attorney General's Office where he defended criminal convictions on appeal to the Colorado Court of Appeals and the Colorado Supreme Court. Mr. Redman brings a high level of experience to the CATPA Board where he has served as a member since May, 2014.

Sarah Allen

In June 2020, Sarah Allen was named the Colorado State Patrol's first Chief of Staff, making her the first non-sworn member of the executive command staff in the agency's history. A member of the CSP since 2008, Sarah has experience in the field of organizational administration, strategy development and implementation, long-term budget planning, communications, project management, and intelligence analysis. Sarah has been an integral part of the CSP's strategic planning process and has facilitated the agency's change management efforts based on both leadership expectations of performance as well as employee and public opinion survey results. Sarah received a Bachelor of Psychology and Masters of Forensic Science from the University of Colorado, Colorado Springs and a Graduate Certificate in Industrial and Organizational Psychology from the Chicago School of Professional Psychology. Sarah currently holds a project management certification and is a member of the Project Management Institute (PMI).

Tonia Rumer

Tonia Rumer is currently the Senior Claims Business Analyst for California Casualty Management Group. She started her insurance career over twenty-five years ago and has extensive professional experience in creating working relationships with local and federal law enforcements and prosecutors as well as the National Insurance Crime Bureau (NICB) and the Department of Insurance. Ms. Rumor earned a Bachelor of Science in Business management at Metropolitan State University of Denver and attended extensive training in the insurance industry. Ms. Rumer brings extensive knowledge and experience to the CATPA Board, her current term is her second time serving the people of Colorado.
