Armida Torres - Chairman

Julie Phair (Jeff's wife of 37 years) was the first employee of The Phair Company in 1988. Together they have built a respected and successful real estate company, upon a foundation of integrity and community enhancement. Julie Phair oversees all public relations, marketing, and community outreach for each of The Phair Company's projects, including the company's charitable donations and college scholarship programs. Community outreach is an increasingly important part of overcoming the inevitable opposition to new real estate development projects. Julie gets personally involved in building "community goodwill" through participation in civic activities as a volunteer. As a volunteer high school cross country and track coach for many years, Julie was a mentor for thousands of young women, teaching them life skills: time management, goal setting, self-discipline, perseverance, good sportsmanship, and the importance of team work. Julie is a recipient of the prestigious "Community Service Award" from the High School Sports Association. As a very accomplished masters athlete (marathons, triathlons, ZLAC rowing), mother of three sons, and a successful business woman, Julie has been a role model for young women on how to balance marriage, motherhood, and a career.

Austin Dias

Austin Dias is The Phair Company's real estate broker and supports the company as a development consultant. He has experience as a commercial broker with Duhs Commercial, Inc. and is currently pursuing his Master's in Real Estate at the Burnham-Moores Center at the University of San Diego. He is an active participant in real estate organizations locally and nationally including the Building Industry Association, the Urban Land Institute, the International Council of Shopping Centers, and the National Association of Industrial and Office Parks. His professional experience includes time spent as the Head Coach for the San Diego Yacht Club's Junior Sailboat Racing Program and Point Loma High School Sailing Team's Assistant Coach. As one of the premier yacht clubs of the world with many collegiate, world, Olympic, and America's Cup Champions, the San Diego Yacht Club has a rich history of success. Austin managed a staff of 20+ coaches, 200+ sailors, and numerous teams & campaigns. During his tenure his teams won numerous national and international championships, the program was named the "Most Successful Junior Sailing Program in the Nation". Austin attended the California State University at Channel Islands (CSUCI) for his undergraduate education where he was involved in a variety of programs. Most notably he was selected by CSUCI President Richard Rush to attend the Leon Panetta Public Policy Institute in Monterey and subsequently went to Washington DC to intern for Congressman Bilbray. One student from each California State University (23 total) was selected for the Panetta Internship.

Jeffrey D. Phair believes that successful real estate projects are more than just "sticks and mortar". Successful real estate development and investment also includes active involvement in the community and in supporting our real estate industry. Jeffrey D. Phair has served on the Board of Directors of numerous civic organizations (Scripps Hospital, Big Brothers/Big Sisters, Youth For Christ), and has been a major financial supporter of many charitable groups (March of Dimes, Boys & Girls Club, YMCA). In addition, he founded and provided underwriting for a children's ecology club in the local elementary schools to teach young students to respect the earth. Jeffrey D. Phair has also been an active participant in real estate industry activities at local, state, and federal levels. He has been a significant contributor to the leadership of the real estate development industry's efforts in California to fight no-growth, commercial rent control, and impact fee movements. He served as President of the Board of Directors of the Commercial/Industrial Council of the Building Industry Association and represented San Diego County on the State Board of Directors of the California Commercial Council. He also served as President of the National Association of Industrial and Office Parks/San Diego Chapter. As a representative of San Diego's real estate industry, Jeffrey D. Phair has appeared before many city councils and planning commissions throughout San Diego County and at legislative hearings in Sacramento and in Washington D.C. Mr. Phair helped draft legislation which pre-empted commercial rent control in California. He has been a speaker at many forums on real estate development and investment including: SANDAG, San Diego Economic Development Corporation, San Diego Building Industry Association, San Diego Chamber of Commerce, National Association of Industrial & Office Parks, San Diego Appraisers Association, Women in Commercial Real Estate, South Bay Board of Realtors, Chula Vista Chamber of Commerce, San Diego Board of Realtors, Construction Industry Federation, and the Appraisal Institute of America. Jeffrey D. Phair has been a featured author on real estate development and investing in San Diego in periodicals such as: San Diego Daily Transcript, San Diego Union-Tribune, San Diego Business Journal, Chula Vista Star News, Los Angeles Times, Executive News, The BIA Builder Magazine, NAIOP News, The San Diego Corporate Real Estate Guide, and Western Real Estate News. The Phair Company carefully tracks residential and commercial construction and absorption activity on national, regional, and local levels. EDUCATION B.S. California Lutheran University Jeffrey D. Phair is owner and president of The Phair Company. He has over 40 years of real estate, brokerage, investment, and development experience. As a broker, consultant, and owner, he has worked on residential subdivisions, industrial, research & development, office, retail, and medical projects. His experience covers every aspect of real estate investment and development: feasibility analysis, land planning, entitlement processing, architect/engineering design, construction coordination, sales & marketing, tenant improvements, finance, legal, and property management. In the mid-1970s, Jeffrey D. Phair was a commercial broker with Coldwell Banker and with Iliff, Thorn & Company. After starting in leasing, he became a land specialist helping builders and large users identify, acquire, and process parcels for apartments, single-family homes, commercial, industrial, and high-tech development. In this capacity he was a broker/consultant on some of the largest master-planned and mixed-use residential/commercial projects in San Diego County. In the early 1980s, Jeffrey D. Phair provided consulting/brokage services to Cadillac Fairview on a 3,000 acre parcel of farm land in south San Diego County. He conducted the demographic studies, feasibility analysis, and due-diligence to develop the property into a new master-planned community, later known as Eastlake. The property was then sold to a partnership of the J.G. Boswell Company, Lane Kuhn Pacific, and Security Pacific National Bank. Jeffrey D. Phair became vice-president of Eastlake Development Company, the new development entity formed to obtain entitlements and build the new community of Eastlake. As an officer of Eastlake Development Company, Jeffrey D. Phair was involved in the design, entitlement processing, construction, and marketing to create a new community (residential, commercial, recreational amenities, transportation systems, public facilities). Upon its opening in 1986, the "new town" of Eastlake was recognized as one of the most innovative and successful real estate developments in the United States (featured by Dan Rather on CBS News). In 1988, Jeffrey D. Phair left Eastlake and started The Phair Company to invest in and build quality residential and commercial real estate projects and to provide consulting services to other real estate developers, corporate facilities managers, tenant/users, financial institutions, and qualified private investors. From 1988 to the present, The Phair Company has been an owner/developer and has provided brokerage, development, and investment services for a variety of projects including: apartments, single-family subdivisions, industrial/R& D build-to-suits, shopping centers, office buildings, and medical facilities.

Armida is Project Manager at The Phair Company. Armida brings extensive customer service and project management experience through demonstrated cross-functional team leadership. Her extensive experience includes leading clients from defining objectives to developing solutions. Armida's career includes leadership roles at Great American Bank, corporate Jack-in-the-Box, and Office Depot, where she rose through the ranks beginning with San Diego Customer Service Manager, followed by the added responsibility for Call Centers in Las Vegas and Phoenix, and finally Regional IT Manager, where she was responsible for e-commerce customers on the West Coast. In her role as Project Manager for The Phair Company, Armida is instrumental in providing operational improvement by aligning technology with business goals, with substantial improvement to service delivery, standardization and business/systems performance. Armida, fluent in Spanish, conducts The Phair Company's market studies and implements development entitlement programs, which is critically important for the company's projects in South County. Armida serves as the current Chair on the City of Chula Vista's Growth Management Oversight Commission (GMOC). The GMOC reviews facility master plans, development activity, financing plans for constructing new facilities, development phasing, and other growth management issues. GMOC delivers an annual report to the city council regarding the compliance status of quality of life thresholds. The report is intended to serve as a basis for recommending changing the capital investment program, making changes to city organization and management, engaging in inter-agency cooperation, and imposing development restrictions or other actions to assure that the threshold standards and related quality of life in the city are sustained. Tim Strawn (aka "Mr. Fix It") has provided property maintenance services for The Phair Company's real estate projects for over a decade. Whether a project needs maintenance, repair, or replacement, Tim gets it done; carpentry, plumbing, electrical, landscaping, janitorial. Tim's friendly and "can-do" attitude creates goodwill with the tenants in The Phair Company's commercial and apartment properties. As a competitive wrestler and cross country runner in high school, Tim learned the self-discipline and determination needed to accomplish any property maintenance task, no matter how big or challenging.
