Prior to this, she worked as Manager, Curriculum and Facilitation at Impact Solutions Lab and Program Manager at Schools of Equality, focusing on capacity-building and improving program outcomes in diverse educational contexts.
She completed the Teach for India fellowship in 2019 and interned with organisations like International Justice Mission, World Vision Asia-Pacific, and Clean Energy Access Network.
Abigail holds a degree in Economics from St. Stephen's College, Delhi.
Her expertise lies in capacity building, inclusive instructional design, and data-driven learning experience design. She's passionate about developing knowledge management systems that are centered around communities of practice.
Aditya is a Program Associate in the Outcome Measurement team at CEGIS. Having started off his undergraduate degree in Mechanical Engineering, Aditya's passion for economics and development led him to change his major and graduate with a B.Sc (Research) in Economics from Shiv Nadar University.
During the pandemic, Aditya interned with Pratham, working on digital literacy for students, and also in the Social and Sustainability Advisory wing of Grant Thornton, working to support grassroots organisations through a capacity building grant. Following that, Aditya worked as a data analyst in the healthcare industry in WNS, Delhi.
Adnan is a Senior Program Associate in the Donor Management and Fundraising team at CEGIS. He has previously worked as District Youth Officer under a joint project of UNDP, UN Volunteers and MoYAS in Chhattisgarh and executed the flagship programs of the Ministry of Youth Affairs and Sports, Government of India. Post this he worked as National UNV Specialist - Resource Mobilisation and Partnerships and supported the resource mobilisation efforts at UNFPA India along with leading the organisation of private sector roundtable events.
He holds a Master's degree in Social Work from the Tata Institute of Social Sciences, Mumbai and a Bachelor's degree in Mathematics and Statistics from Scottish Church College, Calcutta.

Amit is the State Lead for Uttar Pradesh at CEGIS. He is a Chartered Accountant with rich experience in public financial management, governance, capacity building, and institutional reforms. He has worked with state governments, multilateral funding agencies, and consulting firms such as Deloitte, PwC, and Wipro Consulting. He has also gained international experience working across South Asia, the Middle East, Africa, and the Pacific.
The Centre for Effective Governance of Indian States (CEGIS Foundation) aims to improve lives by helping state governments deliver better development outcomes.
Anima is a Senior Program Associate in the Personnel Management vertical at CEGIS. Prior to this, she worked at Kudumbashree National Resource Organisation, an institution recognized by the Ministry of Rural Development, Government of India, in the domains of poverty eradication, institution building, and livelihoods through entrepreneurship among rural women. In the early years of her career, she worked in Jharkhand, implementing livelihood and entrepreneurship projects at the grassroots level. She then spent three years focusing on capacity building for stakeholders across 18 states.
She has a Bachelor's degree in Sociology from Asutosh College, Calcutta University and a Master's in Social Work in Livelihoods and Social Entrepreneurship from Tata Institute of Social Sciences, Mumbai.

Anirudh works as a Program Associate in the Personnel Management team at CEGIS. Before joining CEGIS, he worked as an intern at NITI Aaayog in the state support mission vertical and as a trainee with PricewaterhouseCoopers and Grant Thornton Bharat with the global service delivery team. He holds a post-graduate diploma in Environmental Law and Policy from NLU, Delhi, a master's degree in Development Studies from IGNOU, and a bachelor's degree in Economics (Honours) from Hansraj College, University of Delhi.
Anirudh's key interests lie in good governance and public service delivery in critical areas such as education and health, and he has volunteered for organizations like Teach for India, CRY, and DLF Foundation in the past.
Anshul is a Program Associate in the Outcome Measurement vertical at CEGIS. Prior to joining CEGIS, he worked as a Researcher at the Institute for Competitiveness (IFC) in Gurugram. During his tenure at IFC, he contributed to multiple research projects across diverse areas, including exports, financial inclusion, multilateralism, and competitiveness in India.
He holds a Master's degree in Public Policy and Governance from Tata Institute of Social Sciences, Hyderabad and a Bachelor's degree in Electronics and Communication Engineering from JIIT, Noida.
Anupam is a Program Associate in the Strategic Public Finance vertical at CEGIS. Prior to joining CEGIS, he interned with Absolute Reports, CHRIST Consulting, and CEGIS, gaining experience in research, project management, and the education sector before transitioning into a full-time role at CEGIS.
Anupam holds two postgraduate degrees - an MSc in Economics and Analytics from CHRIST (Deemed to be University), Pune-Lavasa, and a Master's in Business Administration from the Quantic School of Business and Technology, Washington, D.C. He also holds a Bachelor's degree in Commerce (Honours) from CHRIST (Deemed to be University), Bangalore.
Anushka Dwivedi is working as a Program Associate in the Knowledge Creation and Management team in Delhi. Prior to joining CEGIS, she has worked as a monitoring and evaluation consultant in Samhita (Collective Good Foundation) and Sattva Consulting; focusing majorly on agriculture based livelihoods and microfinance.
She holds a master's and a bachelor's degree in Economics from Madras School of Economics and ARSD College, University of Delhi respectively.
Aparna Dwivedi is Manager, Communications at CEGIS. Prior to joining CEGIS, she was a Communications Specialist at the National Institute of Urban Affairs (NIUA) and Communications Officer with the Scaling City Institutions for India initiative at the Centre for Policy Research (CPR). Before making a transition to the development sector, she was a journalist with CNN-News18 where she worked as an editor, producer and senior correspondent. She holds a post-graduate diploma in journalism from the Asian College of Journalism in Chennai with a specialisation in Broadcast Journalism from BBC World News and has a Bachelor's degree in Economics from Banaras Hindu University (BHU). Aparna is passionate about causes that determine life in India, such as access to education, healthcare and housing.

Aravinda Krishnamurthy is the Principal Consultant for the People and Culture team at CEGIS. She brings over 30 years of experience in advising businesses on talent management, talent acquisition, total rewards and organisational culture and capability building in global organisations to CEGIS.
Before joining CEGIS, she was Managing Director and Talent Leader for US India Offices of Deloitte LLP and earlier with Satyam Computers and QAI Global where she helped craft and drive the talent strategy for business growth and professional excellence.
She holds MA and MPhil degrees in Political Science and is a University Gold Medalist from the University of Hyderabad. She also has a postgraduate qualification in Human Resources from Madras University and has completed her Graduate Program in Public Policy from the Takshshila Institute and the ISB Executive Education Leadership Development Program.

Ashish Dhawan is the Co-founder of CEGIS and the Founder-CEO of The Convergence Foundation (TCF). He is also the Founding Chairperson of Ashoka University and the Central Square Foundation, and is a governing board member of the Gates Foundation.
Before his second career as a philanthropist, Ashish was among India's most successful private equity investors. He founded and ran ChrysCapital, the country's leading private equity firm. Ashish graduated from Yale University and received his M.B.A. from Harvard Business School. He is also on the India Advisory Board of Harvard and a member of Yale's Development Council.

Dr. Vijay Pingale is the Chief Executive Officer at CEGIS. He brings with him two and a half decades of diverse experience spanning government and private sectors.
After serving as an Indian Administrative Service (IAS) officer at central, state, local body, as well as PSU levels for over 14 years, Vijay worked with EY India LLP as a Partner, leading various projects in urban infrastructure and health sectors. He has also worked with various media organisations of the Government of India as an Indian Information Service (IIS) officer.
Vijay is a medical doctor by training. He studied at the Government B J Medical College, Pune.
Jayanth leads the State & Markets (SAM) vertical at CEGIS.
In the past, he has worked with State Governments & Urban Local bodies, advising them on implementing their infrastructure development plans and proposals, specialising in Public Private Partnership (PPP) transactions across multiple infrastructure sub-sectors such as Urban Transport, Urban Infrastructure, Tourism, Power, and Commercial. Prior to joining CEGIS, he was working as Assistant General Manager with IIFCL Projects Limited, a Public Sector Enterprise working in Infrastructure Advisory & Debt Syndication, wherein he was the leading Tamil Nadu operations for the company.

Madhurima leads the CEGIS engagement with the Bodoland Territorial Region (BTR). Prior to CEGIS, she worked as a Consultant with the Water Supply and Sanitation Collaborative Council (WSSCC) and as a Program Officer at the Centre for Environment Education - North East. She was part of the team that conceptualised the Rapid Action Learning (RAL) Workshop and Community Leave No One Behind (CLNOB) Approach for SBM-G with WSSCC and the Sanitation Learning Hub, University of Sussex.

Parul leads the Outcome Measurement vertical and Monitoring, Evaluation and Learning efforts at CEGIS. She is a development professional with over fourteen years of experience in measurement and evaluation of policies and programs using rigorous research methods. Prior to CEGIS, she was with LEAD at Krea University (IFMR) leading the research advocacy efforts in financial inclusion and livelihoods. She has been a lead and co-investigator on multiple research projects on these subjects. She also worked as a Consultant with Women's World Banking.
She is a graduate in economics from University of Delhi and holds a Masters in Rural Management from Xavier Institute of Management, Bhubaneswar.

Prof. Karthik Muralidharan is the Co-founder and Scientific Director at CEGIS. He is also the Tata Chancellor's Professor of Economics at the University of California, San Diego. Over the past two decades, he has led extensive research projects in India across education, health, and social welfare. He co-founded CEGIS to support state governments through evidence-backed solutions and a deep understanding of ground realities of public service delivery in India. His book, Accelerating India's Development: A State-Led Roadmap for Effective Governance systematically analyses India's governance challenges and provides actionable, evidence-based strategies, emphasising state-level reforms as critical for India's advancement.

Ramachandran Narayanaswamy is the Consulting Program Head of Technology and Digital Enablement at CEGIS. He brings nearly three decades of IT industry experience to CEGIS. Rama was part of the inaugural cohort of the The/Nudge Indian Administrative Fellowship working with the Department of Women and Child Development of the Government of Karnataka.
