Ms. Gross's wealth of experience includes conducting research and analysis related to the development and implementation of regulations, formal guidance documents, and other regulatory documents primarily for the Center of Tobacco Products at FDA. She has drafted numerous formal guidance documents and legal analysis of a wide variety of issues underlying potential regulatory action, including the Administrative Procedure Act, federal preemption, and First Amendment issues related to compelled speech and commercial speech.

Mr. Van De Riet is an experienced FDA regulatory attorney focusing on matters involving foods, dietary supplements, medical devices, and tobacco products. Mr. Van De Riet began his career as Regulatory Counsel at the Food and Drug Administration, Center for Tobacco Products, where he spearheaded efforts to implement the FDA's deeming rule. After parting from the FDA, he worked as a human factor's researcher, producing scientific and regulatory guidance to Israeli, European and American companies developing submissions for both EU notified bodies and the FDA.

Ms. Xin Miao is an Associate Attorney for Benjamin L. England & Associates, LLC and concentrates in food and drug law. She represents manufacturers and importers of food, dietary supplements, drugs, and cosmetics.
Prior to joining the firm, Ms. Miao obtained a Global Public Interest Law Fellowship. She interned at Beijing Arbitration Commission in the summer of 2019, where she assisted the case manager with case proceedings, correspondence among parties, and award drafting for commercial arbitration cases involving Chinese and international businesses. She has also interned at the Legal Services of Eastern Missouri during fall 2020. Ms. Miao has additionally conducted legal research and drafted a petition for impact litigation to advocate for homeless and disabled students' education rights in the post-COVID era.
She primarily focuses on providing clients with various FDA regulatory legal services, such as conducting regulatory reviews and label reviews for conventional foods and supplements, petitioning for exemptions from automatic detentions under Import Alerts, and resolving FDA detentions and refusals of imported products. She has also assisted with legal research and client counseling in electronic tobacco products compliance and Proposition 65 litigation.

He has had over 40 years of litigation and counseling experience and is currently an integral part of the Customs and International Trade Law sector of the firm.
