To measure how transparent and accountable governments are to their citizens with regard to international aid, we have developed this assessment tool. It is built on the self-assessment of transparency and accountability of international financial assistance by specialists from each state. Considering that most of the countries of the world are active participants in international credit relations and users of grant assistance, this tool may be relevant for each of them.
